The Role of Taxation in Pakistan’s Revival

The tax system of Pakistan continues to under-perform particularly
in its ability to raise adequate revenues. The bases of the most
important taxes, such as Personal and Corporate Income Tax and
the General Sales Tax (GST), continue to be narrow and the level
of tax evasion remains high. On the other hand, most of the
macroeconomic fiscal adjustment in recent years has been on the
expenditure side of the budget. Pakistan’s need for spending on
education, health, and capital infrastructure are likely to increase
2015 in the near future as governments pursue a strategy of sustained

transition characterized by the simultaneous existence
of particularistic‑emotional societal features alongside
rational‑democratic values. The country’s governing elite, being
itself the product of existing social structures, possesses both
an authoritarian inclination as well as a belief in the legitimacy
of a rational-democratic order. The task of adjustment between

Ayesha Jalal, and Zahid Hussain, and practitioners, such as the
book’s editor, Maleeha Lodhi, Akbar Ahmed, and Munir Akram.
Together they debate Pakistan’s strengths and weaknesses and

With the Quaid-i-Azam during his Last
Days
Lt. Colonel Ilahi Bakhsh
This is a first-hand account of the last days of the founder of
Pakistan, the Quaid-i-Azam Mohammad Ali Jinnah, written by
Lieutenant Colonel Ilahi Bakhsh, a doctor of medicine, who was
attending to Jinnah during his last illness. The narrative includes
the author’s conversations with Jinnah, together with an account of
the author’s diagnosis and treatment. This monograph is extremely
valuable as it sheds light on the last two months of Jinnah’s life
2011 while he struggled with his illness and finally lost. The author was
88 pages one of the very few persons who were in personal contact with the
Hardback Quaid at this time. This account is based on the author’s entries in
978-0-19-547710-8 his personal diary. The book also sheds light on some traits of the
216x138 mm Quaid, his demeanour, likes and dislikes, thus providing a glimpse

Lt. Col. Dr Ilahi Bakhsh was a medical visionary and a revered physician who
was the first Muslim to be appointed Principal of King Edward Medical College

The Story of a Pakistani Prisoner of War in
India
Ikram Sehgal
Ikram Sehgal, a Pakistan Army officer, became a Prisoner of War
(POW) in India after being handed over to the Indian Army following
the 1971 rebellion in the then East Pakistan. A hundred or so POWs
remained undeclared by India throughout 1971. Kept in solitary
confinement, Sehgal escaped on the hundredth day of captivity,
becoming the first ever Pakistan Army officer to successfully escape
2012 from an Indian POW Camp. Compiled from the original notes jotted
350 pages down by the author during the period of his de-briefing on return
Hardback to Pakistan, this fascinating book provides an insider’s account of
978-0-19-906607-0 conditions under Indian custody. It is a gripping tale of individual
216x138 mm courage, of disparate friendships made in adverse circumstances,
