ACTIVITY DESIGN

PATROLYANG SIKLISTA KONTRA KRIMEN AT DROGA


(PASIKKAD)
I. RATIONALE

This action plan shall serve as strategy to be undertaken by Bacoor PNP in coordination
with barangay officials in the crime prevention, control and enhance patrol operations in the total
fight against all kinds of criminality.

II. OBJECTIVES

1. To improve mobility in responding a crime incident or accident;


2. To enhance patrol operations per barangay;
3. To provide information or intelligence based on the peculiarity on the area;
4. Deter criminal activity where motorized or foot patrols are not practical;

III. SITUATION

Patrol is the act of moving about in an area for the purpose of observation, inspection
and collaboration, prevention of crime and provision of a secured environment.
At present, the Bacoor PNP has a total strength of 185 wherein 130 personnel were
conducting actual patrol duties, utilizing twenty-one (21) patrol vehicles and eight (8)
motorcycles in the conduct patrol operations. However, there is a need to enhance patrol
methods by augmenting barangay tanods in conducting routine patrol and quick response in
an incident or accident.
Majority of response recorded of this station are vehicular accident, followed by crimes
of robbery and theft. Traffic congestion plays a big factor that hampers the response of
responders.

IV. COURSE OF ACTION

 The Bacoor PNP thru the Local Government of Bacoor will provide two (2) bicycles
under the POPS Plan to the 73 barangays to be utilized in barangay patrol
operations in their respective AOR.

 The Bacoor PNP will conduct series of basic patrol seminars to the barangay
personnel to effectively implement patrol duties. PCP Commanders thru outpost
supervisors will act as barangay patrol supervisors.

 PASSIKAD patrollers will conduct routine patrol in their respective AOR and
immediately report any incidents or accidents to their respective patrol
supervisors, they will also serve as first responders and arresting officer in the
scene.
V. FUNCTIONS AND RESPONSIBILITIES

 DUTIES OF BIKE PATROL OFFICER


a) Attend the Roll Call Formation before his Tour of Duty for briefing and likewise attend
the after Tour of Duty formation for debriefing;
b) Patrol the assigned beats, observe and check suspicious people, structures/buildings,
compounds and vehicles;
c) Observe and monitor public gatherings and prevent disorders;
d) Inspect and/or conduct surveillance in various business establishments and other
installations and remove hazards to public safety;
e) Check suspicious vehicles (private, public, or commercial/delivery vehicles) along the
main roads/ highways in the course of their patrol;
f) Report occurrences and conditions which relate to crime, public peace, order and
safety;
g) Prevent crimes and arrest sighted law violators, assuring the public that peace is
preserved;
h) Assist personnel of responsible agencies/unit in facilitating the flow of traffic at busy
intersections/roads within his Area of Responsibility (AOR), assist and provide
pedestrian information such as directions and street locations;
i) Respond to calls;
j) Patrol Officers shall wear the prescribed patrol uniform; and
k) Patrol Officers must have the equipment necessary in the performance of their duty.

 DUTIES OF PATROL SUPERVISORS


a) In any operation, careful planning is a must in order to avoid waste of time, effort and
resources. Make a patrol plan with the following details:

 Areas of convergence: (crime-prone areas);


 Organizational Detail of patrol personnel;
 Duration;
 Barangay fixed post; and
 Route plan.

b) Designate and select the members of the patrol team/s;


c) Inspect the members of the patrol for completeness of uniforms, operational
readiness to ensure that these are well-maintained and properly used by the
Patrollers;
d) Conduct briefing prior to dispatch by disseminating any orders, directives or
instructions from the chairman or duty kagawad;
e) Strictly observe “Buddy System” during the patrol operations;
f) Render hourly report of location and situation through radio/telephone/cellphone to
barangay TOC;
g) Render after-patrol report duly signed by detailed personnel, Chairman/ duty kagawad
shall collate and submit significant details to the PCP Commanders
h) Conduct debriefing after the patrol to assess its conduct and make necessary
corrective measures on defects noted.

VI. FUNDING AND BUDGETARY REQUIREMENTS

The amount of shall be release for this purpose existing auditing and accounting rules and
regulations and budgeting policies to cover all the expenses of the individual related to his/her
activity which shall be charged to the POPS Plan Fund of this City to wit:

1) Fund Requirement for seminar : PHP 218,880


 Number of barangay personnel involved : 385 persons (5 personnel on 73 barangays, 3 instructors, 17
assistants)
 Food allocation : PHP 231,000 (PHP 150 X 4 meal X 385 personnel)
 Patrol Pamphlets : PHP 90,000 (300 booklets & PHP 300 printing with ring bind)
 Patrol Vest : PHP 200,000 (400 pcs patrol vest worth PHP 500 each)
 Token : PHP 30,000/instructors
 Flashlights (chargeable) : PHP 120,000 (PHP 300 x 400 pieces)
 Whistle : PHP 80,000 (PHP 200 x 400 pieces)
Total: 751,000 total expense

VII. RESPONSIBILITY

The Bacoor City Police Station shall be responsible for the implementation of the activity in
close coordination with LGU and other NGO’s.

The after activity report shall be submitted within the fifteen (15) days after the conduct of
the activity.
