SUBJECT : Report on the conduct inspection of the complaint lodged

Through the 8888 Citizens’ Complaint Hotline with a TICKET
REFERENCE NUMBER: G2018125-526-1

DATE : 16 APRIL 2018

This has reference to the Endorsement dated April 10, 2018 of your good office
pertaining to the Letter dated March 06, 2018 of MR. MARLO S. GUANZON, Ph.D.,
Director, Public Affairs and Communication Service of the Department of the Interior
and Local Government regarding the Complaint from the Office of the President thru
8888 Citizen’s Complaint Hotline.

Please be informed that Tuguegarao City Environment and Natural Resources Office
(TCENRO) Inspection Team conducted inspection and monitoring of waste littering
along Cagayan National High School (CNHS) fronting Cagayan State University (CSU)
until the John Westly College (JWC) at 2 o’clock until 5 o’clock in the afternoon on April
10, 2018.

The Inspection Team observed that minimal waste were scattered/littered and
improperly disposed by students and those buying refreshments, foods and snacks
from street and ambulant vendors who are not equipped with waste bins.

The team together with waste collectors and street sweepers of Tuguegarao City
Government collected the scattered wastes and warned these street and ambulant
vendors to be responsible of the wastes they generate.

In view hereof, the Inspection Team respectfully recommends the following actions, to
wit:

1. Relocating the ambulant and street vendors from the area where they are
selling to avoid the improper disposal of waste along Cagayan National High
School up to John Wesly College.
2. Requiring the ambulant and street vendors to equipped their stalls/or
pushcarts with labeled wastes bins.
3. Monitor the waste disposal of these ambulant and street vendors;
4. Posting of Anti-littering Billboards;

5. Intensify IEC activities in all schools and barangays; and
6. Impose fines and penalties to violators.

May we also recommend that copy of this Memorandum Report be furnished to the
Office of MR. MARLO S. GUANZON, Ph.D., Director, Public Affairs and
Communication Service of the Department of the Interior and Local Government,
Central Office, Quezon City.
