PART I – Overview of the Society Problem

Office of the Sangguniang Barangay of Barangay 4, municipality of San

Francisco, province of Agusan Del Sur, Republic of the Philippines, held a regular

session on October 7, 2019, concerning ecological solid waste management of

Barangay 4, San Francisco Agusan del Sur and providing fines, penalties, and funds

thereof base on R.A. 9003, Authored by Hon. Lito B. Taotao in the presence of Hon.

Jessie S. Beldad Brgy. Captain, and the Brgy Kagawads namely Hon. Roberto T.

Ellorimo, Hon. Conception B. Dela Fuente, Hon. Jovel C. Garcia, Hon. Rodrigo C.

Enriquez, Hon. Rogelio D. Baldivino, Hon. Fidel S. Corpuz, Hon. Jemuel C. Tioaquen.

The ordinance shall be known as “Ecological Solid Waste of Barangay 4, San

Francisco, Agusan del Sur and Providing Fines, Penalties, and Funds Thereof Base

on R.A. 9003” or the “Ordinance No. 009”. With the objectives:

a. To promote and protect the health, safety, peace, convenience, and general

welfare of the inhabitants of the barangay;

b. To minimize solid waste generation and encourage segregation at source,

recycling, composting, and utilization of waste using ecological friendly

technology and providing support facilities and services;

c. To ensure cleanliness and orderliness in the municipality through an

effective system of waste management;

d. To guide, control, and regulate the generation, segregation, collection,

transportation, and disposal of solid waste within the barangay;

With these being implemented, the barangay still has a present concern about

solid waste management. The segregation, somehow, is not fully implemented, not by

the barangay officials, but by the inhabitants thereof. The main problem of segregation
is the increasing use of plastic materials and plastic waste disposals of the inhabitants.

There are inhabitants that are not reached out properly by the personnel of the BLGU

assigned to collect the solid wastes. Which is a huge problem not just in the barangay,

but is also felt in the whole Philippines, and the world.

A dashboard powered by Microsoft POWER BI (app.powerbi.com), forecasts’

that from 2022-2025 an accumulated 62,000 Tons of solid wastes will came from

Agusan del Sur, particularly from the municipality of San Francisco. 2022 with 15,

087.83 Tons, 2023 with 15, 312.63 Tons, 2024 with 15, 540.79 Tons, and 2025 with

15, 772.35 Tons of solid waste.

Environmental Management Bureau, Department of Environment and Natural

Resources, on their National Solid Waste Management Status Report (2008-2018)

stated that, 56.7% of the sources of municipal solid wastes in the Philippines came

from residential sources. 10.55% of the solid wastes’ composition of municipal solid

wastes in the Philippines are “Plastics”. With these being said, we can see that plastic

disposal is a problem.

Intergovernmental Panel on Climate Change ( IPCC ) on their report on April 4,

2022, Global warming of more than of 1.5 degrees Celsius would cause

unprecedented climatic consequences, such as: bigger and more intense storms, rain

followed by more prolonged and intense droughts, etc. nevertheless, climate change

varies from place to place. For Example, the polar zones are twice as fast as the rest

of the world. Continuing the current trajectory of global warming, the Arctic Ice Sheet

could completely disappear in few.

Earth Systems Research Laboratories of National Oceanic and Atmospheric

Administration ( www.noaa.gov ) on their report for the trends in Atmospheric Carbon


Dioxide starting May 2021 to May 2022 there is a significant increase of 2.77 ppm.

With normal ppm amounting 250-400 ppm, May 2021 averages 419.13 and May 2022

with 420.99, significantly these averages are over the normal ppm.

We, as residents of San Francisco, Agusan del Sur, have thought about this

problem and are bothered greatly with the future that will be the world of our

grandchildren. Will they see seas? Will they have the opportunity to climb trees? Will

they breathe natural oxygen? Worst, will they have the future we hope and dream they

will have?

With this proposal, starting with Barangay 4, San Francisco, Agusan del Sur, a

more breathable clean air and surrounding, greener than what we usually see will be

a reality. With plastics slowly neglected and not use, then, we can say we are slowly

cleaning the air we breathe. The smallest community is the family, but a cleaner

barangay, leads to a cleaner earth. This is the earth, this is our planet, this is our home.

With this proposal, we hope and pray our grandchildren will greatly recognize

the efforts of our generation, not for fame, but for them as a gift.
PART II – Projects/Programs/Activities Content

Title of the Project: “No Plastics Allowed”

Objectives of the project:

• This project aims to lessen until total rejection of plastic material—or any

similar—usage in the barangay. We also aim to influence other

barangays ‘til it hits global.

• No business shall be allowed to distribute and sell “sando” bags or single

used plastic bag/containers, thin, flexible, plastic films or similar primary

packaging plastic materials out of polyethylene, polypropylene.

• Customers are encouraged to decline, reject, checkout plastic wrappers/

small plastic bags when buying dried small items from all sources like

ball pen, CD, candy and the like that do not require secondary packaging

materials.

• Customers are encouraged to provide for themselves reusable,

recyclable, multi-use plastic bags and container when purchasing or

picking up wet and dry goods.

• In certain cases, e.g. factory of company packaged products; the use of

primary packaging materials like single use, thin flexible plastic films for

wet and dry items are allowed. Such use is considered in order to

preserve and not to contaminate with salmonella and other

microorganism like processed poultry, livestock products, cold cuts, ice

candy, TV party foods, and other junk foods (Chicheria).


Executive Summary of Project Proposal:

The project shall be proposed to the targeted beneficiaries of Barangay 4, San

Francisco, Agusan del Sur and will be overseen by the Eight (8) Purok Leaders of the

said barangay. Eight (8) “Plastic Cages” shall be made and placed in each Purok.

Estimated Accumulated Budget Costs for this project is P25, 500.00, broken to eight

(8) Plastic Cages amounting P1, 187.50 per cage (excluding other expenses). The

proposed Plastic Cages can hold and store 60-80 Kgs of plastic wastes materials The

estimated or target days of execution of this project is Four (4) Weeks. The

implementation shall be supervised by Hon. Rodrigo C. Enriquez, assigned for the

Solid Waste Disposal Management of BLGU.

Relevance of the Project:

An interview with Hon. Jovel C. Garcia and Hon. Rodrigo C. Enriquez, Brangay

Kagawads assigned for solid waste management in Barangay 4, San Francisco,

Agusan del Sur, was conducted for a more reliable project proposal and accurate data

and information gathered from the barangay and ideas formulated by the proponents.

Hon. Garcia stated during the interview that one of the Barangays that has a

major problem concerning solid waste disposal, but not limited to, is the Barangay 4

of San Francisco, Agusan del Sur. Hon. Enriquez also answered that the barangay

has already implemented or imposed an ordinance concerning solid waste disposal,

entitled, “Ecological Solid Waste of Barangay 4, San Francisco, Agusan del Sur and

Providing Fines, Penalties, and Funds Thereof Base on R.A. 9003” or also known as

“Ordinance No. 009”. This ordinance aims to implement, but not limited to, solid waste

segregation. This somehow answers the “Major Problem” but does not really stricken
the disposal of plastic solid waste. For as we have looked around the barangay, there

is still a huge concern about plastic solid waste disposal. Seen physically and are real.

We have asked these honorable men if the barangay is open for resolutions, or

proposals to help the barangay fully implement such ordinance or add to it. “Base on

the governance on this program the barangay is willing to accept any of those

individual willing to give a resolution or can propose an ordinance for the sake of the

continuing cleanliness of the barangay” are the words of Hon. Garcia.

As to what the Microsoft POWER BI dashboard have shown, there will be an

increase in solid waste in the coming years, if the trend will still continue. Cutting the

trend will greatly affect the effects of greenhouse problem. Total disregard of plastic

use will help cut this trend.

Targeted Beneficiaries and expected outputs:

Barangay 4, is a first-class Barangay of San Francisco, Agusan del Sur, with a

population of 4, 230 individuals, with 942 Households. With a total area of 466,140.19

m². With an average of (amount) community income. The barangay has 8 Purok and

these Puroks will be the targeted beneficiaries of this project.

Project Overseers

The targeted beneficiaries of the project are each Purok of Barangay 4, San

Francisco, Agusan del Sur. Each Purok has an elected Purok Leaders. They are the

one to oversee the project in their respective Puroks.

Risks and Returns of the Project

Risks:

• Unavailability of resource person.

• Lack of Sponsors for the program/project.

• Weak implementation of proper use of the project in proper plastic

waste disposal.

• Lack of cooperation of the residents.

• “Plastic Cages” damage due to human concerns.


Returns:

• Proper plastic waste disposal.

• Less plastic waste pollution or contamination.

• Money Generation – BLGU will benefit for the buying and selling

of plastic waste that can be made useful in other forms.

• Minimize the flood risks, as the barangay is a flood prone area,

and most common cause is plastic waste.

• Proper plastic waste disposal will eliminate risks for viruses,

dengue, bacteria, and other diseases/illnesses.

Sustainability and Development of the Project

Average lifespan of re-enforced bar is 30-40 years—outdoor use. This project

is projected, practically, to last for at least 20 years, but is not envisioned to last that

long. This project is only projected to last 10 years, not because it will not sustain, but

because it will be improved and is envisioned to happen after 10 years.

A good innovation and development of the project will be welcomed and is

envisioned to happen. Re-enforced bars are really reliable in sustainability rates.

Monitoring and Evaluation of the Project

The monitoring and evaluation of the project shall be supervised by

Elected Official, Hon. Rodrigo “Diego” C. Enriquez who is the present kagawad

assigned in Solid Waste Disposal Management of Baragangay 4, San Francisco,

Agusan del Sur. Monitoring and Evaluation will be conducted, twice a month, or every

other week.

Before putting a closer designated area for the inhabitants to throw their solid

wastes materials, it would take the farthest inhabitants a good 15-20 minutes travel

duration from their home to the designated area. Should this project be implemented,

it would only take 5-8minutes for the inhabitants to travel and throw their solid wastes,

especially plastic solid wastes to the designated area and be collected by the BLGU

garbage collectors. This would help the inhabitants to efficiently throw their garbage,

and will also help the BLGU to collect all necessary solid wastes to be collected for the

inhabitants will be more encourage to throw them properly.
