streaming combat timeflow concepts

the fog of battle, in real combat you get tunnel vision and are only aware of
your immediate target right in front of you. you must use an action to
declare a perception check to scan the battlefield or notice something going on
that is not right in front of you

PAC physical action cost modifier = (20 - dexterity)

MAC mental action cost modifier = (20 - intelligence)
