Task 6 - National strategy for radioactive waste management


The objective of this task is to cooperate in the development of a national strategy for radioactive
waste management that is broadly in accord with best international standards and practice.
T�e scope of this task will be strictly limited to developing a strategy for the management of wastes
arising from the uses of radiation or radioactive material in research, industry and medicine. The
study shall take into account the classification. identification. collection. conditioning. storage and
disposal of radioactive wastes as well as spent fuel from Research Reactors (RR).
The results of the task will assist Indonesia in meeting its co111111it111ents under the Joint Convention
on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management.
The task will be carried out in two separate but linked activities:
• Cooperation with BA TAN, which is responsible for radioactive waste management in
Indonesia, in the development of the nationa I strategy and:
• cooperation with the regulatory body, BAPETEN, in developing the regulatory framework or
requirements with which the waste management policy and strategy must comply;
appropriate and timely interfaces would be established between these two separate activities to
ensure that the national strategy was developed in an effective and timely manner and fully in
accord with regulatory requirements.

Subtask 6.1 Development of the national strategy for radioactive waste management.
The subtask shall include the following activities:
The Contractor sha 11:
• Develop (in cooperation with BA TAN) a national strategy for management of radioactive
wastes originating from the uses of radiation or radioactive materials in research. industry and
medicine and from the operation and decommissioning of existing and future research reactors.
The strategy shall deal with the classification, identification, collection, conditioning. storage
and disposal of radioactive wastes, as wel I as spent fuel from research reactors. In the
development work best international standards and practice shall be taken into account;
• organize a scientific visit, for two BA TAN staff members, to an European research reactor
under decommissioning;
• organise an expert visit, to BA TAN, to develop a national strategy management of radioactive
wastes;
• organize a workshop, in Indonesia, on decommissioning of research reactors and classification
and disposal of radioactive waste, including spent fuel from research reactors.

In order to fulfil this project subtask, the End User (BAT AN) shall:
• Provide the Contractor with the local documentation required for the development work:
• identify qualified experts for the workshop and scientific visit;
• participate in the development of documents describing the proposed national strategy for

• discuss and endorse the developed strategy, as appropriate .

Expected deliverables the subtask report (as part of task 6 report) shal I include:
• Workshop minutes;
• a report describing the proposed national strategy for radioactive waste management.

Sub-task 6.2 Development of the regulatory framework and requirements for radioactiVl:)

authority;
• organise an expert visit, to BAPETEN, to develop the regulatory framework and associated
requirements corresponding to the regulatory control of radioactive waste management;
• organize workshop, in Indonesia, on the regulatory framework and requirements for radioactive
waste management.

In order to fulfil this project subtask, the End User shall:

regulatory control of radioactive waste management activities in Indonesia.
