Programs and Direct Government Roles for Indonesia to be Able to Compete


Globally

The industrial revolution is a radical and rapid change in human


development in creating work tools to increase industrial or production yields.
Indonesia has enormous opportunities in the industrial revolution era. Besides that
Indonesia must first implement the ITSC program (Interoperability, information
Transparancy, technical Support, decision making with a Centralized System),
because the ITSC program itself is a state eligibility requirement in entering the
industrial revolution era 4.0. Besides the ITSC program that must be implemented,
the direct role of government is also needed to support Indonesia in facing the
industrial revolution era 4.0 (improving the flow of goods and materials, optimizing
policies, accommodating sustainable standards, empowering UMKM, building
national digital infrastructure, related regulations, providing intensive technology
investments, harmonizing rules and policies to support industrial revolution 4.0).
The ITSC Program and the ten roles of the government must of course be flexible
and need a sustainable and solid cooperation with all parties. If this can be realized,
Indonesia must be ready to say, "Welcome to the Industrial 4.0 era."

Speaking of the industrial revolution, we must first understand the terms of


the industrial revolution and its influence on social, economic, cultural and political
life in Indonesia first. According to Wikipedia, the industrial revolution is a rapid
change in the implementation of the production process (how to make or increase
the value of the use of an item) which originally used (traditional) human power to
switch to using (modern) machine tools.

In general, the Industrial Revolution can be said to be a radical and rapid


change in human development in creating work equipment to improve industrial or
production yields.

The characteristics of the industrial revolution 4.0 are characterized by


various applied technologies, such as sophisticated robotics, artificial intelligence,
internet, virtual and augmented reality, additive manufacturing, and distributed
manufacturing, which are overall capable of changing production patterns and
business models in various industrial sectors.

It turns out that the Industrial Revolution also has a huge impact on social,
economic, cultural and political life in Indonesia, including the following:

a. Economics
- Abundant goods and cheap prices
- Small companies go out of business
- Means of transportation are getting smoother
b. Social Affairs
- The emergence of groups of entrepreneurs and workers
- There is a gap between employers and workers
- Growing urbanization
c. Politics
- The emergence of a socialist movement
- The emergence of political parties
- The emergence of modern imperialism.

"Is Indonesia ready to take advantage of the 4.0 Industrial revolution opportunity?
Will national sovereignty be maintained? What needs to be prepared in the face of
the 4.0 industrial revolution era?

Indonesia has enormous opportunities in the industrial revolution era.


Besides that, Indonesia must implement the ITSC program first, because the ITSC
program itself is a country worthiness program in entering the industrial revolution
era 4.0

The ITSC program in question is:

1. Interoperability
According to the Institute of Electrical and Electronic Engineers (IEEE),
interoperability is "the ability of two or more systems or components to
exchange information and to use the information that has been exchanged".
Whereas according to the Web Service Interoperability Organization is
"interoperable means suitable for multiple operating systems and multiple
programming languages". Both of these definitions emphasize technical
aspects in the form of the ability to communicate between machines and
between programs.
Similarly Borgman (2000) states that interoperability can be achieved if
there are three things, namely: (1) The systems involved can work in real
time (2) Software can operate on different systems (portable), and (3) Data
can be exchanged between different systems.
2. information Transparency
The Law of the Government of the Republic of Indonesia Number 14 of
2008 concerning Public Information Openness, regulates the right of the
public to seek, obtain and use public information. This information
transparency is very much needed to build good governance.
One of the efforts to make transparency is to open the widest public access
to be able to convey their aspirations to the community. Therefore, the
Yogyakarta City Government always has programs in the media related to
public communication.
3. technical Support
In general, it can be interpreted as capital assistance, experts, etc. from
abroad to expedite developing country businesses. So that all activities
carried out by the community get support and even government assistance
in the success of the activities carried out by the community.
4. decision making with a Centralized system
In terminology, the centralization system is that all decisions are issued by
the center, the region is just waiting for instructions from the center to
implement the policies outlined. The advantage of this system is that the
central government does not have to worry about problems that arise due to
differences in decision making, because all decisions and policies are
coordinated entirely by the central government.

Besides the ITSC program already implemented, the direct role of


government is also needed to support Indonesia in facing the industrial revolution
era 4.0, including the following:

a. To be taken is to improve the flow of goods and materials. This step can
strengthen local production in the upstream and middle sectors through
increasing capacity and accelerating technology adoption.
b. The government must optimize the policies of industrial zones by aligning
road maps in the industrial sectors.
c. The government will accommodate sustainability standards, such as the
ability of industry based on clean technology, electricity, biochemistry, and
renewable energy.
d. The government must build a national digital infrastructure. In this case,
there will be the development of high-speed Internet and cooperation in the
field of digital technology, such as cloud, data centers, security
management, and broadband infrastructure.
e. To attract foreign investment. this can encourage technology transfer to
local companies.
f. The government will improve the quality of human resources by improving
the quality of vocational schools.
g. The government will prepare a pilot innovation center and optimize related
regulations, including protection of intellectual property rights and fiscal
incentives.
h. The government must provide incentives for technology investment,
namely redesigning the incentive plan for technology adoption.
i. The government will harmonize the rules and policies to support the
industrial revolution 4.0.

The ITSC Program and the ten roles of the government must of course be
flexible and need a sustainable and solid cooperation with all parties. If this can be
realized, Indonesia must be ready to say, "Welcome to the Industrial 4.0 era."
