QUALIFICATIONS FOR GOVERNMENT POSITIONS

(According to 1987 Philippine Constitution)

1) 24 Senators:
 Natural-born citizen
 At least 35 years of age

 Able to read and write

 A registered voter

 Resident of the Philippines (Not less than 2 years)

 Office Term: 6 years

 Not more than 2 consecutive terms

2) 250 House Representatives:


 Natural-born citizen
 At least 25 years of age

 Able to read and write

 A registered voter in the district

 Resident of the district (Not less than 1 year)

 Office Term: 3 years

 Not more than 3 consecutive terms

3) President and Vice President:


 Natural-born citizen
 At least 40 years of age

 Able to read and write

 A registered voter

 Resident of the Philippines (Not less than 10 years)

 Office Term: 6 years

 Not eligible for any re-election if he served for more than 4 to 6 years (President)

 Not more than 2 successive terms (Vice President)

4) Chief Justice and 14 Associate Justices:


 Natural-born citizen
 At least 40 years of age

 Judge of a lower court or engaged in the practice of law (Not less than 15 years)
 Appointed by the President from a list of at least 3 nominees
 Appointments with no confirmation from the Commission on Appointments

 Office Tenure: Until they reach the age of 70 years or become incapacitated to
discharge the duties of their office

5) Civil Service Commission (Chairman and 2 Commissioners):


 Natural-born citizens
 At least 35 years of age

 Must not have been candidates for any elective position in the election

 Appointed by the President with the consent of the Commission on Appointments

 Chairman (Office Term: 7 years)

6) Commission on Elections (Chairman and 6 Commissioners):

 Chairman and the majority shall be members of the Philippine Bar who have
been engaged in the practice of law for at least 10 years
 Appointed by the President with the consent of the Commission on Appointments
 Chairman (Office Term: 7 years)

 3 Commissioners (Office Term: 7 years)

 2 Commissioners (Office Term: 5 years)

 1 Commissioner (Office Term: 3 years)

 Without reappointment (Chairman and 6 Commissioners)

7) Commission on Audit (Chairman and 2 Commissioners):


 Natural-born citizens
 At least 35 years of age

 Certified Public Accountants with not less than 10 years of auditing experience or
members of the Philippine Bar who have been engaged in the practice of law for at least
10 years
 Must not have been candidates for any elective position in the election
 Appointed by the President with the consent of the Commission on Appointments

8) Elective Local Officials (Except Barangay Officials):

9) Ombudsman and his Deputies (At least 1 Deputy each for Luzon, Visayas,
and Mindanao):

 Natural-born citizens
 At least 40 years old

 Members of the Philippine Bar

 Must have been a judge or engaged in the practice of law in the Philippines for 10 years

 Must not have been candidates for any elective office

 Appointed by the President from a list of at least 6 nominees prepared by the


Judicial and Bar Council
 Such appointments shall require no confirmation from the Commission on
Appointments
 Office Term: 7 years (Without reappointment)

10) Commission on Human Rights (Chairman and 4 Members):


 Natural-born citizens
 Majority must be members of the Philippine Bar

11) Commission on Appointments:


 Consist of Senate President as Chairman
 12 Senators

 12 Members of the House of Representatives (Elected by each House on the


basis of proportional representation from political parties and party-list representatives)
 The chairman of the commission (Senate President) shall not vote, except in case of
a tie
