Foreword
The Tobacco Industry and its products have remained controversial because of
the attendant risk to health and the need for adequate information to the public
on the risk associated with smoking.
The wide spread capacity and relatively inexpensive technology required to make
and package cigarettes in addition to the global distribution network have given
rise to poor quality and substandard cigarettes offered to consumers of the
product
The standard for Tobacco and Tobacco Products- Specification for Cigarette first
drawn in 2003 is revised in order to guide the producers, marketers and
adequately inform the consumers about the product they are consuming . New
limits for Tar, nicotine and carbon monoxide have been specified in this second
edition.
In revising the standard , relevant information were obtained from National and
International Standard bodies, manufacturers and other stakeholders, all of
whom are hereby acknowledged.

3. Terminology
For the purpose of this Nigerian Industrial Standard, the following shall

3.1 Cigarette
A small roll of finely cut tobacco blend for smoking enclosed in a wrapper
of thin paper. Cigarettes are normally cylindrical or oval in shape and
produced with or without filter tip.
The free tobacco particles enclosed within the packet, which are no longer
attached to the cigarettes as determined in accordance with NIS ISO
3550-1 : 1997
3.4 Tar
The total particulate matter retained by the Cambridge Filter Smoke trap
(determined in accordance with NIS ISO 4387: 2000) after the deduction
of its nicotine alkaloids (determined in accordance with NIS ISO 10315:
2000) and water content (determined in accordance with NIS ISO 10362-
1: 1999).
The nicotine alkaloid content retained by the Cambridge Filter Smoke trap
as determined by NIS ISO 10315: 2000

This is the amount of smoke, which is retained , on the filter under the
standard smoking cond ition, expressed as a percentage of the material
retained in the filter. This is determined in accordance with NIS ISO 6565:

3.12 Cigarette Density
This is described as the weight of tobacco per unit volume and it shall not

be less than 0.20g/cm . The effect of low or high target can affect the
cigarette burn rate, tar delivery and puff rate.
Samples from the factory or the distributor's warehouse shall be free from
insect attack, when examined in accordance with NIS ISO 8243: 2003.
4. 7 Nitrate Content
The nitrate content of cigarettes shall not be more than 2 .50% (dry mass)
determined in accordance with NIS ISO 15517: 2003.
5. Specific Requirements
5.1 Cigarette apart from the requirements specified in Clause 4.1 to 4.7 shall
comply with the specifications given in T abies 1 and 2.

5.2 Additives
Any added substance shall be of a nature and punty, which are su1table
for use as a food add1tive or for use in medicinal or pharmaceutical
product . and as approved by appropriate regulatory body
6 .1 Packing
Cigarettes shall be packed 1n packets of not less than 5 and not more than
20 sticks
6.2 Labeling
6.2.1 The following information shall be legibly marked on one side of each
packet:

6.3 Warning
The different levels of packaging for cigarettes (i.e. carton. roll and
individual packet) shall be marked with the health warn1ng as follows:
" The Federal Ministry of Health warns that Smokers are liable to die
young"
6.3.1 The text of the health warning on each ind ividual packet and on a roll be
printed in black on a white background within a black border of 1mm
thickness minimum (exclusive of the space) .
6.3.2 The text of ~he health warning on a carton shall be printed in black within a
black border of 1mm thickness .
6.3.3 The health warning . excluding the borders shall occupy 30% minimum of
the total area of the front and back panels of each packet of cigarette and
the roll and shall be printed on the lower part of each panel.
6.3.4 The health warning, excluding the borders shall occupy 30% minimum of
the total area of one side of the carton and shall be printed on the lower
part of each panel.
6.3.5 The wording of the prescribed health warnings shall be printed us1ng the
HELVETICA fonts and in s1zes reasonable to fit the warning into the
prescribed area (in the manner described in Appendix B)

and after testing is divided by the number of exposed tobacco ends (50 or
100), and the result expressed as milligram tobacco loss per end .
A.4 Equipment
(a) Place the tester on a firm , level surface and connect to electrical
source.
(b) Set the counter to 268 so that when started. the tester operates 270
revolutions and then stops.
(c) Operate the unit through three cycles, checking the operating time
with a stopwatch . If the operating time is not 180 seconds ± 3
seconds. adj ust the rotation speed by use of the potentiometer and
re-check . Repeat this check month ly
(d) All bearings are sealed and normally don't require lubrication.
A.5.2 Operation
(a) By use of t he appropriate block. adjust each cage end to the length
of cigarette to be tested , plus 5mm Ensure the adjustable end pla te
is firm and at right angles to the axis of cage rotation.
(b) Load. groups of 50 c1garettes into each cage , tobacco ends to the
left.
(c) Close cage . close cover, set counter to 268 revolutions and start
