Foreword

The Tobacco Industry and its products have remained controversial because of
the attendant risk to health and the need for adequate information to the public
on the risk associated with smoking.

The wide spread capacity and relatively inexpensive technology required to make
and package cigarettes in addition to the global distribution network have given
rise to poor quality and substandard cigarettes offered to consumers of the
product

The standard for Tobacco and Tobacco Products- Specification for Cigarette first
drawn in 2003 is revised in order to guide the producers, marketers and
adequately inform the consumers about the product they are consuming . New
limits for Tar, nicotine and carbon monoxide have been specified in this second
edition.

In revising the standard , relevant information were obtained from National and
International Standard bodies, manufacturers and other stakeholders, all of
whom are hereby acknowledged.

1. Scope

This Nigerian Industrial Standard specifies quality requirement. sampling


procedure and test methods for cigarette.

3. Terminology

For the purpose of this Nigerian Industrial Standard, the following shall

3.1 Cigarette

A small roll of finely cut tobacco blend for smoking enclosed in a wrapper
of thin paper. Cigarettes are normally cylindrical or oval in shape and
produced with or without filter tip.

3.2. Tobacco Blend

This is a combination of tobacco types and grades (blending blocks) in


different quantities to give blend , which produces a smoking character

3.3 Loose Shorts

The free tobacco particles enclosed within the packet, which are no longer
attached to the cigarettes as determined in accordance with NIS ISO
3550-1 : 1997

3.4 Tar

The total particulate matter retained by the Cambridge Filter Smoke trap
(determined in accordance with NIS ISO 4387: 2000) after the deduction
of its nicotine alkaloids (determined in accordance with NIS ISO 10315:
2000) and water content (determined in accordance with NIS ISO 10362-
1: 1999).

3.5 Nicotine in. Smoke

The nicotine alkaloid content retained by the Cambridge Filter Smoke trap
as determined by NIS ISO 10315: 2000

3.6 Water in Smoke

The water content retained by the Cambridge Filter Smoke trap as


determined by NIS ISO 6488: 2004

in transit.

3.11 Efficiency of the Filter

This is the amount of smoke, which is retained , on the filter under the
standard smoking cond ition, expressed as a percentage of the material
retained in the filter. This is determined in accordance with NIS ISO 6565:
2002
3.12 Cigarette Density

This is described as the weight of tobacco per unit volume and it shall not

be less than 0.20g/cm . The effect of low or high target can affect the
cigarette burn rate, tar delivery and puff rate.

3.13 Pack Seal

This can be described as a measure to protect the cigarettes from dryness


or wetness.-

4.4 Insect Infestation

Samples from the factory or the distributor's warehouse shall be free from
insect attack, when examined in accordance with NIS ISO 8243: 2003.

4.5 Metallic Contaminants


Cigarettes shall comply with limits for metallic contaminants establish ed
below:

Lead (Pb) 0.5mg (max) per cigarette


Cadmium (Cd) 0.8mg (max) per cigarette
Arsenic (As) 0.5mg (max) per cigarette
Mercury (Hg) 0.1mg (max) per cigarette

4.6 Pesticide Residue

Cigarettes shall comply with pesticide residue limit as established by NIS


ISO 4389: 2000 (see also Table 2 of this standard) and the appropriate
regulatory agencies.

4. 7 Nitrate Content

The nitrate content of cigarettes shall not be more than 2 .50% (dry mass)
determined in accordance with NIS ISO 15517: 2003.

5. Specific Requirements

5.1 Cigarette apart from the requirements specified in Clause 4.1 to 4.7 shall
comply with the specifications given in T abies 1 and 2.

5.2 Additives

Any added substance shall be of a nature and punty, which are su1table
for use as a food add1tive or for use in medicinal or pharmaceutical
product . and as approved by appropriate regulatory body

5.2.1 Additives Disc losure

Tobacco Company shall on demand submit to appropriate regu latory body


on annual basis all the ingredients used in cigarette manufacture along
with available supporting toxicological status to show that such additives
do not add to either addiction or the risks associated with smoking .

5.3 Hyg iene

It is recommended that the product covered by the provisions of th1s


standard be prepared tn accordance with Good Manufacturing Practice
(GMP)

6. Packaging and Labeling

6 .1 Packing

Cigarettes shall be packed 1n packets of not less than 5 and not more than
20 sticks

6.2 Labeling

6.2.1 The following information shall be legibly marked on one side of each
packet:

(i) Brand name

6.2.2 % Tolerance of Pack Disclosure

The effective limit of cigarette pack disclosure shall be:

Tar +15%
Nicotine +15%
Carbon Monoxide - +20%

6.3 Warning

The different levels of packaging for cigarettes (i.e. carton. roll and
individual packet) shall be marked with the health warn1ng as follows:

" The Federal Ministry of Health warns that Smokers are liable to die
young"

6.3.1 The text of the health warning on each ind ividual packet and on a roll be
printed in black on a white background within a black border of 1mm
thickness minimum (exclusive of the space) .

6.3.2 The text of ~he health warning on a carton shall be printed in black within a
black border of 1mm thickness .

6.3.3 The health warning . excluding the borders shall occupy 30% minimum of
the total area of the front and back panels of each packet of cigarette and
the roll and shall be printed on the lower part of each panel.

6.3.4 The health warning, excluding the borders shall occupy 30% minimum of
the total area of one side of the carton and shall be printed on the lower
part of each panel.

6.3.5 The wording of the prescribed health warnings shall be printed us1ng the
HELVETICA fonts and in s1zes reasonable to fit the warning into the
prescribed area (in the manner described in Appendix B)

7. Sampling and Testin g


7.1 Sampling shall be conducted in accordance with the relevant provisions of
clause 4 of NIS ISO 8243: 2003

7.2 Analysis

The samples taken in accordance with 7 1 shall be analyzed for


compliance with the requirements of th1s specification

8. Criteria for Conformity

A population shall be deemed to comply with the specification if after


inspection and analysis of all the samples taken in accordance with NIS
ISO 8243: 2003, the number of non-conforming inspection samples did
not exceed the accepta nce number given in Table 3 relative to the
appropriate inspection sample size.

Note: An inspection sample consists of 200 cigarettes.

Appe ndix A

A. Ends Sta bi lity Determination

A .1 Principle

Moisture is an important factor in the fallout, so you may want a measure


of that for each fallout determ ination.

A2 Purpose

The purpose of this procedure is to determine the ends stability value of


cigarette. Groups of cigarettes are tum bled under controlled cond itions
and the amount of tobacco loss is determined. This amount, in milligrams
per exposed tobacco end, is the Ends Stability Value.

A.3 Method Outl ine

A group of 50 cigarettes are weighed, then placed in an oval chambe r and


tumbled. The chamber is made of 3m rods parallel to the cigarettes. with
solid end Pieces. The cages are rotated 268 turns in a 3-rninute period.
The cigarette weight is again determined. The difference in weight before

and after testing is divided by the number of exposed tobacco ends (50 or
100), and the result expressed as milligram tobacco loss per end .

A.4 Equipment

(i) Borgwaldt cigarette ends tester


(i1) Electrical source matched in voltage and frequency to the model of
ends tester to be used .
(iii) Sealable. moisture tight containers to hold 50 cigarettes (optional ,
to preserve moisture between sampling and fallout measurement,
and between fallout measurement and moisture measurement.
(iv) Scales accurate to O.OOgramme, tarred w ith a weighing boat.
(v) Tarred scoop or container to hold 50 cigarettes for weighing
(optional, to enable selection of exactly 50 cigarettes with mmimum
atmospheric exposu re)
(vi) Wood . metal or plastic blocks , one or more for each length of
cigarette produced . of cigarette length plus 5mm, for setting the
adjustable cage end-plate. A lternative ly, size the blocks for fit in the
cage on the other side of the adjustable plate from the cigarettes ,
leaving a length of cage of cigarette length plus 5mm. Mark the
blocks with the cigarette size for which they are appropriate.

A.5 Equ ipment Procedure

A.5.1 Set-up, Preparation and Maintenance

(a) Place the tester on a firm , level surface and connect to electrical
source.
(b) Set the counter to 268 so that when started. the tester operates 270
revolutions and then stops.
(c) Operate the unit through three cycles, checking the operating time
with a stopwatch . If the operating time is not 180 seconds ± 3
seconds. adj ust the rotation speed by use of the potentiometer and
re-check . Repeat this check month ly
(d) All bearings are sealed and normally don't require lubrication.

A.5.2 Operation

(a) By use of t he appropriate block. adjust each cage end to the length
of cigarette to be tested , plus 5mm Ensure the adjustable end pla te
is firm and at right angles to the axis of cage rotation.
(b) Load. groups of 50 c1garettes into each cage , tobacco ends to the
left.
(c) Close cage . close cover, set counter to 268 revolutions and start
(d) When the cycle is completed, remove each pan and measure the
weight 1n grammes (W) of tobacco particles

(e) Remove cigarettes from the cage after weighing fallen particles
(f) Calculate the ends stability as follows:

(i) Filter Tip Cigarettes

Ends stability (mg/open cigarette end) =W x 1000/50


(ii) Non-Fi lter Tip Cigarettes

Ends stability (mgt open cigarette end) =W x 1000/100


(g) Report results per current Quality Control Inspection Procedure.
