MANDATORY REQUIREMENT (KNOCK-OUT CRITERIA) Compliance

Bidder not meeting any of the following criterion shall be disqualified. (Yes / No)
(A) The offered RTU & Transmitters shall be product of internationally reputed OEM with at least FIVE year experience of manufacturing the offered Products.

The bidder shall submit the documentary evidence of its RTU and SCADA Transmitter OEMs' valid Authorized Partnership to Sale and Support the offered
(B)
products in Pakistan.

The bidder shall submit its Detailed Company Profile including career profiles of Bidder's top Engineering and Project Managers. The company profiles shall

also exhibit bidder's successfully completed SCADA instrumentation and Outstation establishement projects on Gas Pipeline Networks as Primary Contractor.

(D) Submission of detailed Write-up on Bidder's Past sales and support global experience for the supplied RTU and SCADA Transmitters.

(E) Submission of Documentary Proof of Bidder's registration with Pakistan Engineering Council (PEC) in C-2 or higher Category

Submission of detailed CV of the Bidder's nominated Project Manager for this Project having vast professional experience of completing the SCADA Projects on

Oil & Gas Pipeline Networks similar in scope and quantum of current project.
Submission of the Undertaking that the Bidder, its Represetative Local Firm, Any Sub-Contractor(s) etc are not blacklisted by PPRA (Govt of Pakistan or its
(H) Provinces) or have not been given any "Project Failure" or "Project Default" or "Blacklisting" or equivalent status by any Public Limited Company or any Multi-
National Company operating in Pakistan.

(I) Submission of Undertaking regarding full understanding and full compliance of SNGPL's Contractor HSE Manual in case of award of project.

Submission of Documentary Proof of applicant's Registration with Fedreal Board of Revenue (FBR) and relative Provincial Revenue Authorities along with NTN
(J) & GST Registration Certificates. Sites shall be located in all 4 provinces of Pakistan so Provincial Tax Registration shall be required with Govts of Punjab, Sindh,
Khyber Pakhtounkhawa and Balouchistan.

Submission of all the required information, verifiable case studies, documentary evidences to score minimum required Points in each of the following

Qualification Categories i.e. Corporate Standards & Certifications, Past Experience of SCADA Projects, Project Managerial & Execution Capabilities.
All the required information for establishing the Bidder's Qualification for this Tender Enquiry shall essentially be part of the bid and SNGPL shall reserve the
(L) right of not accepting these informations and documentary evidences after the submission of bids
