Bidding Documents Part II - Requirements ‘Malolos ~ Clark Railway Project (Blumentritt Extension) Section 6 ~ Part 14 Package CP S-01: Viaduct Structure and 1 Station Volume 1 ~The General Specification 118.10 The Contractor shall respond to the environmental complaints received from the complaints procedure and provide written reports to the Engineer of said complaints and of the corrective actions taken. A record of all complaints, responses and follow up actions shall be included within the Contractor's Monthly Progress Report under “Other Matters” (GS 111.12 (m)). 1189.5 Environmental Guarantee Fund ‘The Contractor shall arrange with the Environmental Management Bureau for the setting up of the Environmental Guarantee Fund as per DENR Administrative Order (DAO) No. 2000-05 (Revising DAO No. 94-11, Supplementing DAO No. 96-37, Series Of 1996, and Providing for Programmatic Compliance Procedures within the Environmental Impact Statement [EIS] System) in the form of commercial insurance, surety bond, trust fund, or a combination thereof, in the amount to be specified by the DENR EMB and callable upon demand. The fund shall be used for the immediate cleaning up or rehabilitation of areas affected by damages in the environment and the resulting deterioration of environmental quality as a direct consequence of the project's construction activites. 1189.6 Temporary Facilities. This CEEMP shall apply to all facilities and shall be considered minimum requirements for those with separate EIS/ECC. The contractor shall submit the plan for the temporary facilities outlined in 103.2 Contractor's Mobilization Program as an appendix of the CEMMP for review by the Engineer/ Employer. Monthly Progress Report Reporting requirements are contained in GS 111 Measurement and Payment 118.111 Method of Measurement a) “Environmental Management” shall be measured as a Lump Sum item; b) “Environmental Management” shall be measured under the following items: i, General Environmental items not included elsewhere; ii, Preparation and submission of Contractor's Environmental ‘Management and Monitoring Plan (CEMMP); iii. Operation and Management of the CEMMP; iv, Historie PNR Station Protection Survey and Report v. Works instructed for protection and/or remedial works to Old PNR Stations vi Special Provisions vii, Environmental Guarantee Fund Payment; viii. All Monthly Progress Report Activities, ©) The payment schedule for “Environmental Management” shall be:Bidding Documents Part II - Require Malolos ~ Clark Railway Project (Blumentritt Extension) Section 6 — Part Package CP S-01: Viaduct Structure and 1 Station ‘Volume 1 ~ The General S} i. 20% upon approval of the Contractor Environmental Management Monitoring Plan ji, 60% made in equal instalments, proportionately over the construction subject to certification by the Engineer that the Contractor has complied with: environmental obligations, through monthly interim payments, commencs from the Date of Commencement until the Contract Completion Date; iii 20% when all areas have been reinstated to their original condition. iv Any work instructed by the Engineer to be carried out under pay item G 118 shall be paid under the provisions of Clause 13.5 of the GCC 118.11.2 Basis of Payment a) The general requirements for Basis of Payment are described in the Bill of (BOQ); and b) The Lump Sum for General Environmental items not included elsewhere include, inter alia: i ad hoc monitoring because of complaints received from the agreed compl process or from the Engineer.
