Enrollment

• The taxpayer should accomplish the following Enrollment


procedure before using the E-
E-Filing and E
E--Payment Facilities of
the eFPS.
– Access the BIR site http://www.bir.gov.ph and select icon
at the bottom of the page to access eFPS Home page.
– The eFPS home page contains several options, including
an icon for Filing and Payment and a tab for eFPS
Logon. Click or select any of these options to access the
Enrollment Form option in the Logon page.

Function Key / Using the system
The following lists the standard Function Keys used in the eFPS.

Function Key
Ctrl-P Prints the current page.
F5 Refreshes the current page.
Tab Moves the cursor to the next field in the page.
Shift-Tab Returns the cursor to the previous field in the page.

Using the System:


Keyboard Operation
Keyboard operation is standard. The <TAB>, <Shift + TAB> keys are used to move from one field to
another. The keyboard can also be used to enter data to text boxes (usually the white boxes).

Mouse Operation
Mouse operation is also standard. The mouse can be used to place the focus on a certain text box, just
click anywhere inside the text box and the cursor will automatically go to the first input character.

eFPS Logon

The eFPS Logon, which contains a link /option to Enroll to eFPS


will be displayed. The enrollee/taxpayer must select this option
to proceed to Enrollment Page.

eFPS LOGON HELP FILE

Overview:

The Logon Form is the eFPS Login window which identifies the user who is logging into the system. The user
is required to enter his User Tax Identification Number, Branch Code, and Username for user validation. It
provides a masked window for the user to enter a password.

Description of Items on the Logon Form:

TIN - Tax Identification Number which is a 9-digit numeric characters.

Branch Code - Branch Code which is a 3-digit numeric characters.

Username - Username defined by the tax payer during his enrollment stage.

Password - Password defined by the taxpayer during his enrollment stage needed to authenticate his Login.
This is needed for security purposes.

Logon Button - Verifies the username and password for security and confirms validity of the user to access
eFPS.

To Logon:

1. For taxpayer enrollees whose enrollment records had been activated, they may logon to the eFPS
using their TIN, USERNAME and PASSWORD supplied in the Enrollment Form during their enrollment
stage.

2. Click on LOGON button to validate the entries in the Logon Form. If inputs are correct and the
system has verified that the taxpayer is a valid user of eFPS, the user will be redirected to the
Challenge Question page for another security checking. Otherwise, a message will be displayed to the
taxpayer.

3. Taxpayer also has an option to go to the enrollment page by clicking the eFPS Enrollment hyperlink.

Description of Link Action:

ENROLL TO eFPS - Link for enrolling to eFPS. A Taxpayer/user who wants to avail of the eFPS
services must click this link to display the eFPS Enrollment Form.

BIR MAIN - This link will redirect the taxpayer/user to the BIR Main Site.

Help - This link will display the Logon Form Help facility which contains helpful information about the
eFPS Logon.

Alarm Messages that may be displayed if an error is encountered:

1. "User does not exist on the database." - The system will display this message if the information
provided in the Logon page contains an invalid field (may either be the UserName or the Password)
causing the user authentication to fail. Taxpayer will not be able to enter eFPS.

2. "Record accepted. BIR will be processing your enrollment. Please wait for email
notification." - This message will be displayed when the system has detected that the taxpayer has
just enrolled to eFPS and his enrollment is still being processed. Taxpayer should wait for an e-mail or
notice from BIR regarding the status of his application.

3. "Your application was rejected." - This message will be displayed when the system has detected
that the taxpayer logging in to eFPS has a rejected enrollment. This means there are some issues on
the taxpayer's enrollment record. Taxpayer should wait for an e-mail or notice from BIR regarding the
status of his application.

Note: ALL THE FIELDS IN THIS FORM ARE REQUIRED. TAXPAYER SHOULD INPUT THE
NECESSARY INFORMATION TO LOG IN TO eFPS.

Overview:
The Enrollment form is a web form that can be accessed by taxpayers who are currently
registered to BIR and will enroll to eFPS.

This page accepts all necessary taxpayer information of corporations or individuals who wish
to avail of the Electronic Filing and Payment System (eFPS) of BIR. After a taxpayer has
successfully submitted his enrollment, BIR will investigate the supplied information for
verification. Once the taxpayer record has been verified correct, the taxpayer will be informed
of the status of his enrollment. If activated, the taxpayer may then be able to log in to the
system and access the Filing and Payment modules. If taxpayer record is rejected, he/she has
the option to enroll again.
Using the System:
Keyboard Operation

To use the Enrollment Form:
Upon loading, the Enrollment form will display the form which requires all the following
information from the enrolling taxpayer: OPTION TYPE(CORPORATE OR INDIVIDUAL), TAX
IDENTIFICATION NUMBER, REGISTERED NAME (IF CORPORATION), LAST NAME, FIRST
NAME, MIDDLE NAME, DATE OF INCORPORATION/BIRTH, REGION, PROVINCE,
CITY/MUNICIPALITY, HOUSE/BUILDING NO, STREET, CONTACT NO., EMAIL, EMAIL
NOTIFICATION, USERNAME, PASSWORD, CONFIRM PASSWORD, CHALLENGE
QUESTION, ANSWER, CONFIRM ANSWER, AND REASON FOR EFILING..
If enrolling taxpayer is an INDIVIDUAL:
Taxpayer must click on the INDIVIDUAL option button. Next, he/she has to fill up the TIN, no
need to input any information in the REGISTERED NAME field, fill up LAST NAME, FIRST
NAME, MIDDLE NAME, his DATE OF BIRTH in the DATE OF INCORPORATION/BIRTH field
in the mm/dd/yyyy format, his address in the fields REGION, PROVINCE,
CITY/MUNICIPALITY, HOUSE/BUILDING NO, and STREET. Next he/she must input the
contact information: CONTACT NO., EMAIL address, and EMAIL NOTIFICATION. The email
address must have a name and a domain component in the format name@domain.com (e.g.
ABCCorp@corp.com). Then for his/her login to the eFPS, he must supply his own USERNAME
- take note that this must be one word only, containing at least one character, and PASSWORD
must be of 8-15 characters (minimum 8 characters). CONFIRM PASSWORD must contain the
same password entered in the PASSWORD field.
The taxpayer must also enter a CHALLENGE QUESTION and a CONFIRM ANSWER to this
question which shall serve as the second level of the systems' user validation process. The
CONFIRM ANSWER (to the challenge question) must contain the same password entered in
the CONFIRM ANSWER (to the challenge question). The taxpayer must take note that the
Username, Password and Answer to the Challenge question are CASE SENSITIVE. This
should be well remembered or the system will not allow logon to the system. The taxpayer
must also select a REASON FOR EFILING from the dropdown menu. 11
If the enrolling taxpayer is a CORPORATION:
Taxpayer must click on the CORPORATE option button. Next, he/she has to fill up the TIN and
the corporation's REGISTERED NAME. The LAST NAME, FIRST NAME, MIDDLE NAME of
the corporation's authorized business representative must be entered. The date when the
company became a corporation must be entered in the DATE OF INCORPORATION/BIRTH
field. Then the corporation's address must be entered in the fields REGION, PROVINCE,
CITY/MUNICIPALITY, HOUSE/BUILDING NO, and STREET. Next he/she must input the
contact information: CONTACT NO., EMAIL address, and EMAIL NOTIFICATION. The email
address must have a name and a domain component in the format of name@domain.com (e.g.
ABCCorp@corp.com). Then for the corporation's login to the eFPS, the USERNAME which
shall represent the corporation (take note that this must be one word only, containing at least
one character) must be supplied plus the PASSWORD which must be of 8-15 characters
(minimum 8 characters). CONFIRM PASSWORD must contain the same password entered in
the PASSWORD field.
The taxpayer must also enter a CHALLENGE QUESTION, an ANSWER, and a CONFIRM
ANSWER to this question which shall serve as the second level of the systems' user validation
process. The CONFIRM ANSWER (to the challenge question) must contain the same
password entered in the ANSWER (to the challenge question). The taxpayer must take note
that the Username, Password and Answer to the Challenge question are CASE SENSITIVE.
This should be well remembered or the system will not allow logon to the system.
The taxpayer must also select a REASON FOR EFILING from the dropdown menu.
To submit this enrollment information, click the <SUBMIT> button. This information will be
saved in the eFPS database and will be the basis for BIR to investigate the enrolling taxpayer.
To cancel the enrollment transaction and disregard the entered information, press the
<CANCEL> button. The taxpayer will be returned to the eFPS Login page.
To clear the entries in the Enrollment form page, click <CLEAR>. This will remove all the 12
entries made by the taxpayer in the enrollment form.
Enrollment
After submitting the accomplished
enrollment form plus the Board Resolution
or Certificate from President, the
application is investigated / processed by
BIR personnel.
BIR then sends an email to the enrollee
indicating the status of his application:
whether the application has been activated
or rejected.

Requirements to avail of
ePayment
• Taxpayers should enroll their accounts (Current or Savings Account)
to the participating banks.

• The participating banks will do the necessary procedures to validate


and process the taxpayer’s account enrollment. Taxpayers who
enrolled with the banks will be given corresponding usernames/IDs
(this depends on the standard policy of the participating bank) for
authentication.

• The account and taxpayer profile will be used when the taxpayer will
proceed to ePay/ pay online through eFPS after a successful eFiling
transaction.

eFPS Logon

For enrollees that have been activated, they may


logon to the eFPS using their TIN, Username and
Password supplied in the Enrollment Form.

eFPS Logon / Challenge Question

After a successful logon to the eFPS, the Challenge Question page is


shown containing the question supplied by the taxpayer during his
Enrollment. The taxpayer must be able to supply the correct answer in order
to proceed to the User Menu page, which will provide the user access to
eFPS services such as e-e-Filing and e-
e-Payment.

eFPS CHALLENGE QUESTION HELP FILE

Overview:
The Challenge Question Form is the second level eFPS authentication form which
identifies the taxpayer logging into the system. This screen prompts the taxpayer a
challenge question defined during enrollment. The user is required to enter the correct
answer to the displayed question for user validation. It provides a masked window for the
user to enter the answer.
To Answer Challenge Question:
1. Upon display of the Challenge Question Page, the taxpayer must input the correct
answer to the Question indicated in the page. The question displayed in this page is
the Question supplied by the taxpayer during enrollment stage. This is a case-
sensitive field and should match the answer supplied during enrollment.
2. The taxpayer should click SUBMIT button to validate his answer. If successful, the
taxpayer will be redirected to the User Menu page, otherwise an error message will
inform the taxpayer of his incorrect entry. If taxpayer enters an incorrect answer 3
times, the taxpayer gets redirected to the Logon Page. Taxpayer may try to Logon
again.

Description of Items on Form
TIN - Tax Identification Number which is a 9-digit numeric character.
Branch Code - Branch Code which is a 3-digit numeric character.
Username - This field indicates the Username used by the taxpayer to login to the eFPS
system.
Name - This is the name defined by the taxpayer during his enrollment stage.
Question - Question supplied by the taxpayer during enrollment stage which shall serve as his
second level of authentication. This question will be displayed in the Challenge Question Form.
Answer - Answer to the question supplied by the taxpayer during his eFPS enrollment stage.
This is a case-sensitive field and should match the answer supplied during enrollment.
Submit Button - This button will verify the supplied answer to the question. If correct, the
taxpayer will be redirected to the
User Menu page. Else a message that the taxpayer has supplied an incorrect answer will be
displayed.
Description of Link Action:
Help - Help page containing information about the Challenge Question page.
Alarm Message that may be displayed if an error is encountered:
1. "You have provided an incorrect answer." - This message will be displayed if the
taxpayer supplied an incorrect answer to the Challenqe Question displayed in the form.
NOTE: TAXPAYER IS REQUIRED TO FILL-UP THE ANSWER FIELD TO PROCEED TO THE
USER MENU. 18
User Menu

The Taxpayer can change his user information by clicking


on the CHANGE USER INFORMATION link in the USER MENU
page.

eFPS USER MENU HELP FILE

To use the User Menu Page:

1. The User Menu screen allows the taxpayer to select an option for Change
User Information, File Tax Return or File Tax Inquiry.
2. If taxpayer wants to change his/her user information, the taxpayer must
click on the 'Change User Information' button. This will call the User
Information Page.
3. If taxpayer wants to file an Income Tax Return, he/she must select a BIR
Form on the combo box or drop down list provided in the screen then select
the 'File Tax Return' button.
4. If taxpayer wants to inquire regarding his/her income tax return, he/she
must select a BIR Form on the combo box or drop down list provided in the
screen then select the 'File Tax Inquiry' button.
5. To go back to the BIR main site, click BIR Main hyperlink. To view help for

Description of Items on Form:

TIN - Tax Identification Number which is a 9-digit numeric character.


Branch Code - Branch Code which is a 3-digit numeric character.
Name - This is the Username defined by the taxpayer during his enrollment stage.
Form - This is a drop down list or a combo box of the tax return forms that the taxpayer has
registered with BIR.

Description of Link Action:


Change User Information - Option that will taxpayers may invoke to modify email address,
password, question and answer.
Upon selection, the taxpayer will be redirected to the User Information page.
File Tax Return - This option is selected if the taxpayer wishes to eFile a tax return which is
accomplished by selecting the
appropriate form from the form list and clicking this option.
Tax Return Inquiry - This option is selected if the taxpayer wishes to inquire on a specific
tax return filed which is accomplished
by selecting the appropriate form from the form list and clicking this option.

(Change) User Information

The (Change) User Information form is an eFPS utility provided by the


system for taxpayers to change the following information:
 E-mail address
 E-mail Notification
 Challenge Question

To use the (Change) User Information Menu Page:


1. Upon loading of page, the existing email address and challenge question currently
provided by the taxpayer will be displayed. These 2 fields can be overwritten if the
taxpayers wishes.
2. The taxpayer fills up the 'Answer' to the question field and confirms it on the 'Confirm
answer' textbox provided. eFPS current 'Password' must be entered by the taxpayer to
verify from the system and commit changes.
3. After filling up all necessary changes, click 'Submit' button to update the system.
4. To stop or cancel any changes made and go back to user menu, click 'Cancel' button.
5. To change existing password, click ‘Change Password' button.
6. To go back to the BIR main site, click BIR Main hyperlink.
7. To view help for Change User Information page, click Help hyperlink.

Alarm Messages
"The password you supplied do not match with your current password. No
changes have been made." - This message will be displayed when, upon clicking the
'Submit' button, the system validated that the taxpayer supplied a password in the
Password field which do not match with the current eFPS password.
"Please enter a valid e-mail address." - This message will be displayed when, upon
clicking the 'Submit' button, the system validated that the taxpayer entered an
incomplete email address in the E-mail field. Email address should have a user name
and a domain name e.g. username@domain.com.
"Please enter a question". - This message will be displayed when, upon clicking the
'Submit' button, the system validated that the taxpayer did not input a Challenge
question in the Question field.
"Please provide a confirmation to your answer". - This message will be displayed
when, upon clicking the 'Submit' button, the system validated that the taxpayer did not
provide a confirmation answer to the 'Confirm answer' field.
The new and confirm answer do not match. Please re-type your answer. - This
message will be displayed when, upon clicking the 'Submit' button, the system
validated that the taxpayer entry to the 'Answer' and the 'Confirm answer' field do not
match.
"Please enter your current password". - This message will be displayed when, upon
clicking the 'Submit' button, the system validated that the no entry was made by the
taxpayer to the 'Password' field.

The Taxpayer can change his eFPS password by clicking on


the CHANGE PASSWORD button in the USER INFORMATION
form..

Change Password

The Change Password screen above will be displayed. Taxpayer


may change the following information:
 Password
 New and Confirm New Password

To use the Change Password Form:

1. Upon loading the Change Password page, the existing TIN, Name and
Username will be displayed.
2. The taxpayer fills up the Password, New Password, and Confirm New
Password field. eFPS current Password must be entered by the taxpayer to
verify from the system and commit changes.
3. After filling up all the form fields, click 'Submit' button to implement the
password change.
4. To stop or cancel any changes made and go back to (Change) User
Information screen, click 'Cancel' button.
5. To view help for Change Password, click Help hyperlink.

Description of Items on Form:

TIN - Tax Identification Number which is a 9-digit numeric character.


Branch Code - Branch Code which is a 3-digit numeric character.
Name - This field reflects the Name of the taxpayer in the eFPS registration.
Username - This is the Username defined by the taxpayer during his enrollment stage.
Password - Password used by the taxpayer to access eFPS.
New Password - New password to replace the current password.
Confirm New Password - Field to reconfirm the password entered in the New
Password field.
Submit Button - Submits all information in the Change Password field for validation.
Cancel Button - Returns the user to (Change) User Information screen.
Description of Link Action:
Help - Help facility containing information about the for (Change) User Information
page.

Alarm Messages
"Password must at least be 8 characters." - This message will be displayed when,
upon clicking the 'Submit' button, the system validated that the taxpayer supplied less
than 8 characters to the Password, New Password or Confirm Password fields.
"Confirmation Password must be provided". - This message will be displayed when,
upon clicking the 'Submit' button, the system validated that the taxpayer did not input a
value to the 'Confirm Password' field.
"Current password and new password are the same. Password cannot be
changed". - This message will be displayed when, upon clicking the 'Submit' button, the
system validated that the taxpayer entered the same values for the current Password,
New Password and Confirm Password fields.
"The password you supplied do not match with your current password. No
changes have been made." - This message will be displayed when, upon clicking the
'Submit' button, the system validated that the taxpayer entry to the Password field does
not match with the current password.
"Current password must be provided". - This message will be displayed when, upon
clicking the 'Submit' button, the system validated that the no entry was made by the
taxpayer to the current 'Password' field.
"The new password and confirmation password do not match. Password cannot
be changed". - This message will be displayed when, upon clicking the 'Submit' button,
the system validated that the value in the New Password field and in the Confirm New
password field do not match.
