voters. The municipality of Cardona garnered the highest turnout in which it has an
average turnout of 76.50 % wherein 22,188 out of 29,006 actually cast their votes in the
recently held election. Followed by Teresa which has an average turnout of 75.17% where
30,090 out of 40,027 exercised their votes, next is San Mateo which has an average
turnout of 74.70% which has an actual voters of 79,491 out of 106,418. Cainta with
71.05% which has 120,793 actual voters out of the 170,015 registered voters, Taytay with
69.80% wherein it has a 107,520 actual voters out of 153,664, Angono with 65.54% which
has 50,040 actual voters out of 76,349 registered, and Tanay has 64.30% wherein it has
44,670 actual voters out of 69,466 registered voters. In connection with this, Cardona is
a third-class municipality in which thye garnered the highest average turnout while Tanay
which is a first – class municipality has the lowest average tunout. It manifests the words
of Aristotle wherein he asserted that people of the middle class are the ones who must
hold position for public office because poor people are more likely to involve themselves
in public office for they desire to raise their status in the society whereas if the ruling
element belongs to the class of mean then they will have a harmonious society for the
middle class does not meddle with anyone’s property, power, and wealth.

Cainta has the highest number of registered voters with 170, 015. Following Cainta is
Taytay which has 153, 664, next is San Mateo with 106, 418, Angono with 76,349, Tanay
with 69, 466, Teresa with 40, 027, and Cardona with only 29, 006. On the other hand,
Cainta still tops the chart with highest female registered voters with a number of 93, 070;
Taytay with 85, 466; San Mateo with 58, 403; Tanay with 35, 709; Angono with 41, 166;
Teresa with 20, 631; and Cardona with 15, 141. Moreover, Cainta still has the highest
number of male registered voters with 76, 945; Taytay with 68, 198; San Mateo with 48,
015; Angono with 35, 183; Tanay with 33, 697; Teresa with 19, 396; and Cardona with
13, 865. In connection with this, the primary factor affecting the distinct number of
electorate in Cainta and Cardona is their population for the former is a first class
municipality in Rizal with 322, 128 residents whereas the latter is a third class municipality
in the mentioned province with a population of 49, 034. In this regard, in the data
presented above shows that female voters are more active than males. In the article
written by Arthur Brisbane, a journalist of Hearst newspaper of New York City, wrote that
female must be active in selecting public officials because: when women vote, the political
influence of the good men in the community will be greatly increased; and when a woman
votes the candidate must take care that his conduct and record meet with a good woman's
approval, and this makes better men of the candidates.
It is also in accordance with the helping behavior of both gender that is anchored with
social role theory of Alice Eagly in which she mentioned that female are more likely to
help in situations wherein they are least likely to be observed and in the context of
suffrage, women thought that selecting leaders are least likely to be observed rather than
being elected for public office.

candidates outnumbered the females for according to the Politics of Aristotle, men should
politically rule the women for the latter is more impulsive, more compassionate, more
complaining, and more deceptive than the former. Moreover, he asserted that the relation
of male to female is by nature a relation of superior to inferior and ruler to ruled." Also,
Socrates mentioned in the treatise entitled “The Republic”, that men and women must be
vested with equal opportunities and rights to education and to be a ruling element except
from the fact that men are stronger and women are weaker for a man’s body is more
vigorous than a woman’s.
