Sub: Guidelines for implementation of Amendment No.1, December 2008 to

IS 15683:2006.

IS 15683:2006 published in line with other International Standards and technology

up gradation incorporating Performance Tests with fire ratings in the year 2006, has
been implemented with effect from 19 May 2011 by granting first licence on all India
basis, for Clean Agents only.

The following standards shall be withdrawn with the implementation of this

standard as per AmelJdment No.1, December 2008 to IS 15683:2006.

i) IS 940:2003 Specification for Portable Fire Extinguishers, water type

(gas cartridge)(fourth revision)

ii) IS 2171: 1999 Specification for Portable Fire Extinguishers, dry

powder (cartridge type)(fourth revision)

iii) IS 6234:2003 Specification for Portable Fire Extinguishers, water

type (stored pressure)(second revision)

ivY IS 10204:2001 Specification for Portable Fire Extinguishers,

mechanical foam type

v) IS 13849:1993 Specification for Portable Fire Extinguishers, dry

powder type (stored pressure) ,

vi) IS 15397:2003 Specification for Portable Fire Extinguishers,

mechanical foam type (stored pressure)

Clause3.1 (a) of IS2878:2004 'Specificationfor fire extinguisher, carbon dioxide

type (portable and trolley mounted) (third revision)' shall also be deleted
simultaneously with the implementation of this standard.

It is proposed to implement Amendment No.1, December 2008 to IS 15683:2006

with immediate effect where ever licence is granted f~r IS 15683:2006. Other
licensees who are still not equipped as per IS 15683:2006 are permitted up to
30th September 2011 for smooth change over to IS 15683:2006.

15683:2006 are as foliows:

For existing licensees:

a. Based on actual situation in respect of the operating licences applicability of the

changes may be examined and verified if required.
b. Endorsement in the license as per revised standard shall be made after obtaining
the acceptance of STIof IS15683:2006.
c. Actionshall be taken as per the prescribed provisionsunder OMPC 2004, if the
licensee fails to submit the acceptance of STIin stipulated time.

For Applicants:

a. Applications shall be recorded and processed for GOLas per IS 15683:2006.

b. An. undertaking shall be obtained from the existing applicants if any, for above
referred standards (which are to be withdrawn with implementation of IS
15683:2006) that the action required to switch over to IS 15683:2006 shall be
completed on or before 30th September 2011.
