The 1960s witnessed the advent of major consultancy and


engineering organisations in the Country. A number of design and
engineering organisations were set up across India. It was during
this time that Engineers India Limited (EIL) was born. This initiative
was the first concrete step towards setting up of a strong consulting
foundation for the oil and gas industry. It was for the first time that
refinery design was indigenously being done in India.

A team of engineers with exemplary technical skills, unwavering


resolve and unquenching desire to succeed was put together for
creation of the Central Design Organisation (CDO) in Baroda which
led to the formation of EIL.

The CDO proved to be a great success and the Central
Government was convinced that a separate design and
construction company should be established to implement
refinery projects. This ambitious drive required the services
of several competent engineering consultants for providing
indigenous technology solutions across the hydrocarbon
value chain.

With an extremely talented world-class management team,


Engineers India Limited was created in March 1965 as a joint
venture of the Government of India (holding 51 per cent share)
and Bechtel International Corporation of the United States of
America (holding 49 per cent share) with a paid-up capital of
` 25 lakh. The aim of the Company was to provide engineering
and related services for petroleum refineries, oil and gas
projects, pipelines, petrochemical projects and other industrial

Oil Company (NIOC). Originally, MRL was set up with an

With the changing business environment, EIL too
went through several stages of development. It
gradually evolved into an engineering Company
with service offerings across a wide range of
process industries including petroleum refineries,
petrochemicals, oil and gas processing projects,
pipelines, offshore platforms, fertilizers and
metallurgical industries.

The Company also commenced work in the 2.5 MTA Haldia Refinery of IOCL in
LPG Bottling Plant at Barauni Refinery, modernisation of which was completed by EIL, Year 1971.

The following year, special skills for Heat & Mass Transfer Design were developed.
Leveraging the technical collaboration agreements, EIL designed approximately
` 8 crore worth of heat exchangers, fired heaters and distillation trays. The vision
of a technology-driven Company to stay ahead in the market had emerged. It was
in the same year that the Computer Services Department was formed to keep
abreast with technological advances. EIL also made substantial progress in using
Electronic Data Processing in the optimisation of its design and in increasing the
effectiveness of its management information systems.

Research & Development (R&D) efforts were made jointly
with national laboratories and educational institutions
including Central Mechanical Engineering Research Institute
and Roorkee University.

Within a span of ten years, EIL inspired and attracted the


best engineering talent in the Country to participate in
writing the Country's self-reliance story. Its Human Resource
included several of the President’s Gold Medal awardees,
such was the brand EIL had built for itself. They set off to use
their indigenous expertise and skills in the petroleum sector
in an effort to empower their young nation.

The early steps taken by its indomitable workers reinforced


the mandate of the Company: a strong, industrial India built,

While the first decade witnessed the rise


of Engineers India Limited, the late 70s,
marked the beginning of the industrial
revolution in India. And, EIL with its
design and engineering expertise and
technological prowess remained a guiding
light for the growth of the industrial sector
in India.

After establishing its expertise in the refinery segment,


during the next decade, EIL entered into Onshore and
Offshore Oil and Gas processing and Pipeline segments.
The Company was fast establishing its name as
a premier consultant - owning to its achievements in
prestigious assignments such as the Haldia Refinery of
Indian Oil Corporation Ltd (IOCL), the Bombay High,
the flagship and prestigious project of Oil and Natural
Gas Corporation Limited (ONGC), and a 212km crude
oil pipeline for Oil India Ltd. Another significant project
undertaken during this period was the 3 million tonnes
per annum Gujarat Refinery Expansion of IOCL.

It was during this time that the Company spread its wings
beyond the shores of India and went overseas with the
execution of major projects in Algeria and Sri Lanka.

Based on the experience gained in the setting up of


three large size fertilizer plants, the Company was now in
a position to accept total responsibility for fertilizer plants
maximising indigenous knowhow in designing, engineering,
procurement and project management.

The period also saw EIL working on Single Buoy Mooring


System in the Gulf of Kutch. This was India's first offshore oil
terminal to handle Very Large Crude Carriers (VLCCs) comprising

Alumina Refinery of NALCO, Damanjodi, Odisha

In 1979, EIL was entrusted with the responsibility for design,


fabrication and erection supervision of Bombay High North
(BHN), then the largest offshore process platform in India. EIL
was also assigned by ONGC to design and supervise the 9 million
tonnes per annum capacity Bombay High South (BHS) platform.

In 1980, EIL was selected as the prime consultant to NALCO


for the Odisha Aluminium Complex, then the largest non-
ferrous metallurgy project in India. EIL was entrusted with the
consultancy and engineering services for the Mines, Alumina and
Aluminium Plants including offsites and utilities.

Technology development was an important aspect of EIL’s


activities, be it through in-house efforts by R&D or in collaboration
with Indian Institute of Petroleum (IIP) Dehradun or IOCL R&D. EIL
provided a crucial link between national laboratories/research
institutes and prospective entrepreneurs for the promotion of
indigenous technology.

EIL established a sophisticated R&D centre in


Gurgaon for pursuing technology development
both in-house and in collaboration with other
research organisations that could provide services
to India’s growing Hydrocarbon and Process
Industry. The first patent, titled “A process for the
vapour phase catalytic oxidation of hydrocarbon
xylene/naphthalene and homologues thereof for
the production of corresponding hydrides”, was
filed by EIL in 1981.

The first refinery with EIL’s indigenous process


technology at Bongaigaon, Assam was completed
in 1981. Today, the Bongaigaon Refinery is the
eighth largest refinery of IOCL, formed as a result
of amalgamation of Bongaigaon Refinery & Superfractionators of the Olefins Complex at IPCL fitted with
high efficiency valve trays designed and supplied by Heat &

EIL was appointed by ONGC for setting up a LPG
Recovery Plant in Uran.

EIL developed and enhanced specialised skills in


the areas of equipment design as well as process
plant services such as operations, materials, safety,
environmental engineering and advanced controls.
The assignment pertaining to strengthening of
the rocket testing structure for Defence Research
Development Laboratory (DRDL) was successfully
completed in 1983.

EIL commenced its assignment for SONATRACH, Algeria and in
the early 1980s its foreign exchange earnings rose significantly.
The overseas business undertaken by the EIL included the
technical assistance for pipeline and petrochemical projects in
Iraq, other oil and gas projects in Abu Dhabi, PMC services for
ammonia plant in Indonesia, engineering and other specialist
services in Kuwait, offshore projects in Qatar, Vietnam (Gas
Compression Platform White Tiger Field) and Norway followed
by engineering services in Saudi Arabia and Bahrain, and Project
Management Consultancy in Malaysia.

In 1982, the 6 MTPA Mathura Refinery of Indian Oil
Corporation Limited was completed by EIL. With the
knowledge and experience gained over the years, the
Company became capable of executing all types of refinery
projects and offer necessary performance guarantees.

Following the sizeable growth of the Company and its


entry into diverse fields, the management structure was
reorganised to facilitate efficient operations through
setting up of four Directorates, namely - Projects, Technical,
Commercial and Finance. The Projects Directorate included
various project divisions viz. Refineries, Petrochemicals,
Pipelines, Metallurgy etc. The Technical Directorate included
Process Design & Development division, Research &
Development, Operations, HMTD, Environment Energy,
SMMS and the newly formed Engineering Technology &
Development Division. The Commercial Directorate included
Business and Marketing Divisions to meet the growing
requirement and aspiration of the Company. This division
focused on developing strategies for business development
and providing procurement services. The Contracts
Department was also a part of this Directorate.

The four Directorates signalled a new professional base which propelled EIL towards its
vision for the future. In due course, the Business Development Department got named
as Marketing Department headed by an Executive Director with GMs (Overseas and
Domestic Business) assisting the Executive Director in carrying out the whole range of
marketing activities.

EIL’s Corporate Office, 'Engineers India Bhawan' at Bhikaiji Cama Place, New Delhi was
completed in 1983. The 52.5 metre high, 12 storey building has a gross floor area of
about 18,200 square metres. The principal feature of Engineers India Bhawan is the
integration of unique architectural layout. This has been planned with the popular ‘open
office’ concept to foster closer interactions.

EIL created a certification division in 1983 to review the
design, fabrication and quality aspects of equipment and
structures to ensure safety standards. It started serving ONGC
for certification of its offshore platforms and connected
facilities. Certification of other installations such as sub-
sea production systems in Bombay High, recertification of
existing underwater structures of platforms, Early Production
Systems, jackets of existing platforms for marine growth
criteria as well as damage analysis of some existing jackets,
submarine pipeline etc., was subsequently undertaken.

(1985-1995)

The early 1990s was a crucial period for


the Company and the nation at large
because for the first time in the history
of India, the economy was opened up
in 1991 with the aim of making it more
market-driven and expanding the role
of private and foreign investment.

The winds of change made the market


more competitive with reduction in
import tariffs, deregulation of markets,
reduction of taxes, and greater foreign
investment. This was the hour of
reckoning for Indian enterprises which
faced the challenge to prove their
mettle in the global marketplace.

In 1986, the Propylene Recovery Plant of
Hindustan Organic Chemicals Ltd. (HOCL) was
commissioned. This was the first Propylene
Recovery Plant designed by EIL, based entirely
on its own knowhow.

Significant refinery projects executed by the

Mumbai Refinery and Vizag Refinery of HPCL.

EIL services, by now, were much sought after


due to a high degree of mutual trust and
confidence reposed by the clients, and its
ability to scale up resources to meet project
demands. It was also known for having
greater focus on value-based engineering, by
delivering fast track projects within schedule
and maintaining its budgeted cost.

EIL had a new goal in sight. Focusing on the


changing client expectations, EIL soon forayed
in the area of executing Lumpsum Turnkey
(LSTK) projects to move up the value chain and
increase its revenue base.

In 1986, EIL was awarded the contract for the 1800 km Hazira-Bijapur-Jagdishpur
(HBJ) Gas Pipeline, the largest pipeline system in the Country. A major
achievement in this project was the crossing of wide rivers using horizontal
directional drilling, achieving a crossing of 36" dia pipeline across river Narmada
(900m) which was an unprecedented feat. This project carried natural gas from
Hazira to fertilizer plants in Rajasthan, Madhya Pradesh and Uttar Pradesh.

The successful commissioning of the Horizontal Oxidator Project of the
DMT Plant in IPCL was an important milestone achieved in 1986. For
the Naval Base at Karwar (Project Seabird), EIL successfully completed
the challenging project for the Defence Ministry for the development
of Master Plan and Detailed Project Report in 1989. This comprised of
operations of naval ships and harbor crafts.

In 1990, EIL completed 25 years of operations. During this period EIL


had progressed to become the largest and most diversified consultancy
organisation in the Country, whose services had even been appreciated
by many international companies. The engineering and consultancy
capabilities built by EIL successfully reduced the need for foreign
technology and equipment in the process industry.

In 1992, EIL completed work on several jobs,
which included Glycolysis Unit and additional
tankages at Bongaigaon, Propane Recovery Unit at
Vishakhapatnam, commissioning of Lube Oil Pipeline
for Hindustan Petroleum and Tatipaka-Kakinada
Pipeline for GAIL, commissioning of 150 km long
Maqta-Al-Ain Gas Pipeline along with its terminal
facilities for ADNOC in Abu Dhabi.

In 1993, EIL executed the Gujarat Hydrocraker


Project at Baroda of IOCL which involved
India's first Hydrocracker unit of 1.2 million TPA
capacity.

In 1994, the first 70 km-long Ethylene pipeline


in the Country with 80,000 TPA capacity
from MGCC Nagothane to PIL Bombay was
commissioned.

EIL got the ISO 9001 certification for quality


management systems in 1994. EIL continues to

The nation was fully geared to enter
the twenty first century, with its focus
on strong work ethics, result oriented
professionalism and drive for excellence.

In 1994, to widen the customer base for certification
and third party inspection services more effectively, EIL
formed a wholly owned subsidiary company, Certification
Engineers International Limited. The following year, the
Company was commissioned by Haldia Petrochemicals
Ltd. for execution of its petrochemicals complex. With
this, EIL earned the distinction of being associated with
the implementation of five of the six mega petrochemical
complexes set up in India.

In the field of non-ferrous metallurgy, EIL achieved a major


success when it secured a job from NALCO for expansion
of bauxite mine and alumina refinery. This prestigious job
further underscored EIL's excellence in metallurgy.

EIL's overseas expansion plans got a major filip when the


Company secured its first major job in Europe in 1997
for providing design and engineering services to Aker
Engineering of Norway for offshore projects in the
North Sea.

In 1997, EIL was also listed in the National Stock Exchange


of India Ltd. (NSE) and Bombay Stock Exchange Ltd. (BSE),
and was conferred with the 'Mini Ratna' status as well.

The spirit of this era was exhibited in EIL’s participation in
Expedition 'Maitri'. EIL participated in the Indian Scientific
Expedition to Antarctica, during austral summer of
2003-04, for carrying out the structural assessment of
India’s permanent scientific research station - Maitri (built
during 1987-88) on the land of extreme frozen continent on
the planet - Antarctica. Although there were innumerable
assignments which EIL was proud of, this one has left an
indelible mark on EIL's glorious past.

By the late 1990s, EIL became capable of providing the entire range
of services related to environmental pollution assessment, control
and management for various major sectors of the industry.

By the year 2000, EIL successfully completed all of the nine


DHDS projects assigned to it in 1996. In 2002, EIL completed the
hydrotreating project of IOCL at Panipat and the 3 MMTPA refinery
expansion project of CPCL, Chennai. For the first time, reactor
design for a DHT unit setup at Bongaigaon Refinery was engineered
totally in-house.

Certification Engineers International Ltd. (CEIL), a wholly
owned subsidiary of Engineers India Ltd. (EIL), providing third
party inspection and certification services has been awarded
the prestigious ISO 17020 Certificate by National Accreditation
Board for Certification Bodies (NABCB). CEIL is the seventh
company in India to get this certification.

During this decade, EIL's impeccable safety track-record


reached a new pinnacle with the Company achieving 81.86
million man hours worked without any “lost time accident”
for the Panipat Refinery Expansion Project and 80 million man
