1. Nobel Prize in Literature

He has been awarded for an influential work that with linguistic ingenuity
has explored the periphery and the specificity of human experience.

The researchers described how cells sense and respond to changing
oxygen levels by switching genes on and off. This discovery has been key to
understanding human diseases such as cancer and anaemia. It has helped
researchers to understand how the body adapts to low oxygen levels by, for
example, cranking out red blood cells (RBCs) and growing new blood
vessels.

They were awarded for their work in exploring the evolution of the universe
and discovering a new kind of planet (51 Pegasi b). The planet was as big as

He was awarded for his efforts to resolve 20-year-long border conflict

8. Spirit Of Kerala wins People’s Choice Award


Short film from Kerala “Spirit of Kerala” has won the People’s Choice
Award at the recently concluded My Rode Reel film competition. The film
won the honour beating 1,680 entries. The short film is based on a boat race
and directed by Arun Joseph. My Rode Reel film competition is touted as
the ‘world’s largest short film competition.

10. Asian Academy Creative Awards


Ranveer Singh and Alia Bhatt-starrer “Gully Boy” won the best film from
India award in the regional finals at the Asian Academy Creative Awards
ceremony. Netflix series “Delhi Crime” has won in a number of categories at
the Asian Academy Creative Awards. Delhi Crime won for Best Actress,
Best Direction, Best Drama Series, Best Editing and Best Original
Programme.

11. Kerala's Nedumangad block panchayat won the prestigious Deen Dayal
Upadhyay Panchayat Sashaktikaran Puraskar for 2019. A total of nine
awards were given to Kerala civic bodies, including Kolazhy of Thrissur
district, Tirunavaya, and Maranchery of Malappuram, Srikrishnapuram of
Palakkad, Sasthankotta of Kollam and Pappinisseri of Kannur. The award
recognized the good work provided by the panchayats at different levels,
including the delivery of services and sanitation.

12. Tata Consultancy Services (TCS) has been selected as the overall most
outstanding company in India's IT services sector in Asiamoney's
2019 outstanding companies’ poll.

13. GoAir received the Best Airline award by Andaman Tourism Award
2019 in its first edition for its leadership in attaining on-time performance for
12 consecutive months. The Andaman Tourism Award ceremony was
organized at Port Blair in association with the Andaman Ministry of tourism
and Andaman Association of Tour Operators.

BANKING AND ECONOMY

1. SBI becomes first Indian bank to have office in Australia’s Victoria


The State Bank of India opened its Melbourne office and becoming the first
Indian bank to have a branch in the Australian state of Victoria.

2. Kerala Bank
The Reserve Bank of India (RBI) approved the amalgamation of all the 13
district co-operative banks (DCBs) of Kerala with Kerala State Co-
operative Bank to form the Kerala Bank. The move aimed to transform the
banking sector of the state. It was initiated by the Kerala State government

to form a state cooperative bank. After the merger, the Kerala Bank is
expected to be the largest banking network in the state.

3. Moody’s cuts India’s GDP growth forecast to 5.8% for FY20


GDP growth forecasted for India to 5.8% from 6.2%.

4. World Bank’s Projection


World Bank said that India's growth rate is projected to fall to 6% in 2019-
20 following the deceleration in the initial quarters of this fiscal. World Bank
said that India is expected to gradually recover to 6.9% in FY21 and 7.2% in
FY22 in its latest edition of the South Asia Economic Focus.

5. Libra Crypto Currency


Payment service provider PayPal dropped out of Facebook’s Libra
cryptocurrency. It has become the first company to exit the Libra
Association.

6. RBI Stopped Printing of Rs.2000 currency Notes


The Reserve Bank of India (RBI) has announced that it has stopped the
printing of Rs.2,000 currency notes.
Financial year 2016-2017 3,542.991 million notes were printed

RBI also said that there were 3,363 million notes in circulation at the end
of March 2018. This amounts to 3.3% of the total currency in circulation
in terms of volume and 37.3% in terms of value.

7. NEFT
Reserve Bank of India (RBI) said that the online money transfer
through National Electronic Funds Transfer (NEFT) will be available 24x7
from now onwards.

8. Bandhan Bank and Gruh Finance Merger


Kolkata-based Bandhan Bank and Ahmedabad-based Gruh
Finance announced will be merged. The National Company Law Tribunal
(NCLT) has cleared the scheme of amalgamation for the merger.

9. HDFC’s Financial and Digital Literacy


The HDFC Bank that will provide financial and digital literacy to the people
during a month-long initiative by moving to different parts of Himachal
launched by Chief Minister Jai Ram Thakur.

10. Merger of BSNL and MTNL


The Cabinet has also given in-principle nod to the merger of BSNL and MTNL
and till modalities are in place, MTNL will be a subsidiary of BSNL. The
revival package includes raising sovereign bonds, monetising assets and
voluntary retirement scheme (VRS) for employees. The revival package for
BSNL and MTNL includes raising of Rs 15,000 crore sovereign bonds and
monetising Rs 38,000 crore of assets in next 4 years. Under the package,
4G spectrum worth Rs 20,000 crore will be administratively allotted to the
two firms.

11. Maharatna’ status granted to state-owned HPCL & PGCIL


Maharatna’ status has been granted by the Government to state-
owned Hindustan Petroleum Corporation Limited and Power Grid
Corporation of India Limited. The status also comes with
greater operational and financial autonomy. The grant of Maharatna
status to the PSUs will impart enhanced powers to their Boards to take
financial decisions.

12. Consumer Confidence Survey


The Reserve Bank of India has released the results of the September
2019 round of its Consumer Confidence Survey. The survey was
conducted in 13 major cities: Ahmedabad, Bengaluru, Bhopal, Chennai,
Delhi, Guwahati, Hyderabad, Jaipur, Kolkata, Lucknow, Mumbai, Patna and
Thiruvananthapuram. Perceptions and expectations on the general economic
situation, the employment scenario, the overall price situation and own
income and spending are obtained from households across these cities.

13. Reliance Industries Limited (RIL) becomes first Indian company to cross-
market valuation of Rs 9 lakh crore.

14. Mukesh Ambani led-Reliance Industries Ltd (RIL) has become the world’s
sixth-largest energy entity with high market capitalization.

BILLS AND ACTS

1. Draft Arms (Amendment) Bill


The Union Home Ministry proposed an amendment to convict makers and
users of illegal arms.
Main Features of the bill:
a. Anyone possessing more than 2 licensed gun has to deposit the third
one with the authorities. This is because GoI is planning to ban the
practice of multiple licenses to individual.
b. Section 25 (1AA) of Arms act 1959 is to be amended. According to the
amendment punishment from usual 14 years to imprisonment for
remainder of the person’s life.

c. The amendment also categorizes illegal import of guns and their sales as
“illicit trade”. Also, it has provisions to send an authorized gun dealer to
jail up to 7 years.
d. A sports person can possess a third weapon – 0.22 calibre rifle only,
provided, if the user is a dedicated sports person whose participation is
recognized in national and international events in the last 2 years.

2. DNA Technology Regulation Bill


Parliamentary Standing Committee has got The DNA Technology Regulation
Bill for examination. The bill seeks to control the use of DNA technology
for establishing the identity of a person.

3. Legislative Council of Jammu and Kashmir was abolished


Jammu & Kashmir Legislative Council got abolished on October 18, 2019
under Section 57 of the J&K Reorganisation Bill, 2019. With this, the
J&K state has now been reduced to two Union Territories - Jammu &
Kashmir and Ladakh. J&K and Ladakh will now be UTs from November 1,
2019.
Changes came after Art 370 Revocation
a. Right to Information (RTI) was not applicable in Jammu and Kashmir,
which will now come into force.
b. The Right to Education (RTE) rule will also apply. At the same time, CAG
which was not yet implemented will also come into force.
c. Now, Comptroller and Auditor General will be able to do the scrutiny of
government expenditures.
d. Indians from other states of the country can own property and settle in
J&K and Ladakh.
e. No Sharia law will restrict any women in Jammu and Kashmir. Women
will be free to work and get educational degrees.
f. The Union Territory of Jammu and Kashmir will have an assembly like
Puducherry, while Ladakh will be a Union Territory with no assembly on
the lines of Chandigarh.
g. The centre will have direct control over the law and order and police of
Jammu and Kashmir with the formation of Union Territory.

4. Conduct of Election Rules, 1961 Amendment


Centre has amended the Conduct of Election Rules, 1961 that allows
the Octagenarians (senior citizens above 80 years of age), absentee voters
engaged in essential services, and persons with disabilities (PWD) in the
absentee voter list to cast their votes through postal ballot. According to the
amended Rule, the person will make an application in a new Form 12 D. It
will reach the Returning Officer within five days following the date of
notification of election. After the receipt of such an application, the elector
will be issued a postal ballot paper, which will be deposited in the specified
centre after the recording of the vote.

5. 15-point charter for Parliamentary reforms
a. Parties need to ensure attendance of at least 50% of their legislators all
through the proceedings of the Houses by adopting a roster system.
b. Review of anti-defection law.
c. Review of the whip system which is “stifling reasonable dissent even on
non-consequential matters”.
d. Set up special courts for time-bound adjudication of criminal complaints
against legislators.
e. Pre and post legislative impact assessment.
f. Address problem of rising number of legislators with criminal
background.
g. Governments should be responsive to opposition and opposition to be
responsible and constructive while resorting to available parliamentary
instruments.
h. Consensus on the proposal for simultaneous elections.
i. Steps should be taken for the effective functioning of the
Parliamentary Committees.
j. The representation of women in legislatures needs to be raised.

COMMITTEES

1. Tamil Nadu constitutes two panels over water disputes with Kerala
The Tamil Nadu government constituted two committees to deal over water
disputes with Kerala relating to the Parambikulam-Aliyar Project
(PAP) and the Pandiyar-Punnampuzha project. Secretary of Tamil Nadu’s
Public Works Department (PWD) K. Manivasan would lead both the
committees constituted by the State government. Cauvery Technical
Committee chairperson R. Subramanian is also part of both the panels.

CONFERENCE AND SUMMITS

1. World Economic Forum's 33rd India Economic Summit


The World Economic Forum's 33rd India Economic Summit is to from 3-
4 October in New Delhi, India. The theme of the WEF's 33rd India
Economic Summit is Innovating for India: Strengthening South Asia,
Impacting the World. The two-day event will be jointly organized by
the Ministry of Commerce and Industry and industry body CII.

2. Goa Maritime Conclave 2019


The Goa Maritime Conclave (GMC)-2019 was inaugurated by the National
Security Advisor, Shri Ajit Kumar Doval, at Goa. The theme for the conclave
is “Common Maritime Priorities in IOR and need for Regional Maritime
Strategy”.

3. India International Cooperative Trade Fair


A 3-day India International Cooperative Trade Fair has been scheduled to
be held in New Delhi. It is expected that this will be India’s first and the
largest international cooperatives trade fair. The fair is aimed to promote
cooperative to cooperative trade within India and abroad leading to
enhanced rural and farm prosperity.

4. 5th International Conference on Sleep Disorders


The fifth international conference on sleep disorders is being hosted
in Nagpur. The conference is held under the aegis of the Southeast Asian
Academy of Sleep Medicine(SEAASM).

5. India Economic Summit – New Delhi


The India Economic Summit of the World Economic Forum (WEF) was
held in New Delhi. The Prime Minister of Bangladesh, Sheikh Hasina and
Union Minister of Commerce & Industry and Railways, Piyush Goyal were
present in the summit.

6. Gujarat to host conference of State Power Ministers
The conference will take place at Kevadia, on the banks of Narmada river.
The 2 day conference will see discussions on policies related to emerging
technologies in sustainable and renewable energy sector.

7. 9th RCEP Intersessional Ministerial Meeting held in Thailand


Commerce Minister Piyush Goyal will represent India in the meeting. He will
also hold a series of bilateral meetings with his counterparts from Japan,
Singapore, China, Australia and New Zealand during the Bangkok
Ministerial.

8. 1st India Sports Summit held in New Delhi


The Minister of State for Youth and Sports Kiren Rijiju inaugurated 1st
India Sports Summit 2019.

9. 5th World Coffee Conference


Bengaluru has been selected to host the 5th Edition of World Coffee
Conference from 7-9 September 2020. International Coffee Organization
(ICO) that functions under the United Nations. The Ministry of Commerce &
Industry, Government of India, will host the 3-day event. The theme of the
conference is Sustainability Through Consumption. India is the sixth-
largest producer of coffee in the world.

10. International Workshop on Environmental Flows Assessment and


Implementation-NewDelhi
The workshop was inaugurated by Shri Gajendra Singh Shekhawat, Union
Minister for Jal Shakti. He also released the first version of the Guidance
Document on Environment flow assessment in India. The workshop and
further research aim to help in coming up with an advanced version of
this e-flow guidance document in the future. The exchange of Indian,
European, and International Experiences was brought together by
the National Mission of Clean Ganga (NMCG) and the Indo-German
Cooperation with its project Support to Ganga Rejuvenation (SGR).

DEFENCE

1. Third Aircraft Carrier


The Indian Navy has announced its plans to start a third aircraft
carrier.The move comes after the Navy hosted Defence minister Rajnath
Singh onboard its solitary aircraft carrier, the 44,400 tonne INS
Vikramaditya. It operates the supersonic MiG-29K fighters from its deck, in
the Arabian Sea.

2. Indian Army and Bank of Baroda Signed MOU

Indian Army and Bank of Baroda entered a Memorandum of Understanding
(MoU). This MoU lays down the basis on which banking services would be
provided by Bank of Baroda to serving and retired personnel of the Indian
Army. The MoU includes Free Personal Accident Insurance (Death &
Permanent Total Disability) cover of Rs 30 lakhs, The free air accident
insurance (AAI) cover of Rs 15 lakhs to Rs 50 lakhs and overdraft facility
upto three times of monthly net salary.

3. India receives 1st Rafale fighter jet built for Indian Air Force
India has got the 1st Rafale fighter jet “RB-001” built for the Indian Air
Force (IAF) in France. The RB in the aircraft designation stands for IAF
Chief Air Chief Marshal R.K.S. Bhadauria.

4. India’s first indigenous sniper rifle


SSS Defence, a Bengaluru-based firm, has developed the country's first
indigenous sniper rifle prototypes that are meant for use by the Indian
armed forces.

5. OASIS
The Indian Army has begun to digitize its official records under its new
programme called OASIS -Officers Automated Structures Information
System. Under the programme, the records of the army officers are to be
digitized. The software is to be hosted in the Army’s intranet.

6. Admission of Girl Children in Sainik Schools


Defence Minister Shri Rajnath Singh approved the proposal for admission
of girl children in Sainik schools. The approval will be effective from
academic session 2021-22 in a phased manner. The Ministry of Defence
conducted a pilot project for the admission of girl children in Sainik School
Chhingchhip in Mizoram two years ago. The move comes after the success
of the project.

7. North Korea successfully test-fired Pukguksong-3, a new type of


a submarine-launched ballistic missile (SLBM)

8. The US military successfully test-fired an unarmed Minuteman III


intercontinental ballistic missile.

9. Indian Air force celebrated its 87th Air Force Day on 8th October 2019. IAF
was founded on 8 October 1932.

10. Defence Minister Rajnath Singh approved a 4-fold hike in assistance to the
next of kin for all categories of battle casualties. The fund has been hiked
from Rs.2 lakh to Rs.8 lakh. The amount will be granted under the Army
Battle Casualties Welfare Fund (ABCWF).

11. Central Industrial Security Force (CISF) has announced its plan to set up
a permanent deployment at Baglihar Hydro Electric Power plant in Jammu

and Kashmir. The dam is situated in the Ramban district, Jammu and
Kashmir.

12. India handed over two more Mi-24V helicopters to Afghanistan's Air
Force.

13. Defence Minister Rajnath Singh inaugurated ceremony of Col. Chewang


Rinchen Setu Bridge in Ladakh. The bridge was constructed by the Border
Roads Organisation (BRO) of India. The bridge is built between Durbuk and
Daulat Beg Oldie in eastern Ladakh at an altitude of 14,650 feet. The bridge
is named in honor of Colonel Chewang Rinchan, who was one of the highly
decorated officers in the Indian Army from Ladakh, and he was awarded
the Maha Vir Chakara twice.

14. Government of India has decided to open the entire area from Siachen
base camp to Kumar Post for tourism purposes. The step has been taken
to boost tourism in Ladakh.

15. The Indo-Tibetan Border Police (ITBP) celebrated its 58th Raising Day on 24
October 2019. Special events were conducted in ITBP's headquarters in
Greater Noida, Uttar Pradesh. ITBP is formed in October 1962 and
headquartered in New Delhi. The director-general of ITBP is Surjeet Singh
Deswal.

16. The white water rafting expedition christened as Rudrashila undertaken by


Kalidhar Battalion flagged in by Lieutenant General VS Sreenivas, General
Officer Commanding Konark Corps at Jodhpur Military Station. The white
water rafting expedition organized by Kalidhar Battalion to commemorate its
75th Raising Day.

17. The Philippines revealed its plan to buy India's BrahMos missile which can
be launched from all four platforms, ship, a plane, submarine, or on land.

18. Indian Army’s officer Lt. Col. Swaroop Singh Kuntal became the fastest

1. Green Belt
The government has announced its plan to create a 1400km-long and
5km wide green belt from Gujarat to the Delhi-Haryana border. The
massive afforestation drive in northwest India is similar to the Great Green

2. Annual Ganges Dolphin Census


The annual Ganges river dolphin census, undertaken by the World Wide
Fund for Nature-India in collaboration with the Uttar Pradesh Forest

3. Glacier in Switzerland
An annual study on the state of the glaciers by the Cryospheric

4. World’s Loudest Bird


The male white bellbird is the world’s loudest bird which hits 125.4
decibels. This study was published in the journal Current Biology. This was
recorded by Biologist Jeff Podos at Brazil in the mountains of the northern

5. CPCB E-Inspection App


The Central Pollution Control Board (CPCB) has designed and developed
the CPCB E-Inspection App, a mobile application, to inspect industries

6. First national protocol to enumerate snow leopard population in India


On the occasion of International Snow Leopard Day Union Minister Prakash
Javadekar launched the first national protocol to enumerate the snow

believed that India has 400 to 700 snow leopards across Jammu and

4. World’s oldest pearl ‘Abu Dhabi Pearl’ discovered on Abu Dhabi Island

The 8,000-year-old pearl was found during excavations at Marawah
Island which also revealed the earliest architecture in the UAE.
Archaeologists used radiocarbon dating to determine that the pearl dated

university. This university has named - Mohamed bin Zayed University of

15. Sri Lankan President Maithripala Sirisena inaugurated the country's third
international airport. The inaugural flight from Chennai is the first to

16. The United Nations General Assembly (UNGA) approved the addition of

17. The international terror financing watchdog, Financial Action Task Force
(FATF), removed Sri Lanka from the Grey List. FATF said that Sri Lanka
had made significant progress in addressing the strategic AML/CFT
deficiencies identified earlier. Sri Lanka will not be monitored under its on-
going global anti-money laundering and countering the financing of
terrorism (AML/CFT) compliance process.

18. Italy approved a web tax on digital companies, including U.S. tech giants,
as part of its 2020 draft budget. The levy, due to be introduced from next
year, will oblige companies such as Facebook, Google and Amazon, to pay
a 3% levy on internet transactions, according to a text of the draft budget.

19. 18th Non-Aligned Movement (NAM) Summit has been held in Baku,
Azerbaijan. The 18th Summit Conference of the NAM hosted in October 2019
by H.E. Mr. Ilham Aliyev, President of the Republic of Azerbaijan. The Non-
Alignment Movement was founded in 1961. NAM was based on Bandung
principles that were adopted at the Belgrade Summit, an Afro-Asian
Conference, in 1955. Vice President M. Venkaiah Naidu represents India at
the 18th Non-Aligned Movement summit in Baku, Azerbaijan.

20. The enthronement ceremony of Emperor Naruhito was held in Tokyo,


Japan. The President Ram Nath Kovind attended the Ceremony. This visit by
President Kovind is the first presidential visit to Japan after a gap of 19
years. The last visit was in 1990 by the then president, Ramaswamy
Venkatraman. He attended the enthronement ceremonies of Emperor
Emeritus Akihito, who stepped down in 2018.

1. Palestine has released a commemorative postage stamp on Mahatma


Gandhi on 2 October 2019 to mark the 150 birth anniversary of the world
leader. It was released by Palestinian Authority's Minister of
Telecommunication and Information Technology Ishaaq Seder released the
stamp in the presence of Indian Representative P.A. Sunil Kumar at the
ceremony in Ramallah, Palestine.

2. The eighth Joint Commission meeting was held between India and
Thailand in New Delhi. The meeting was co-chaired by the Minister of
External Affairs Dr. S Jaishankar and Minister of Thailand Foreign Don
Pramudwinai.

6. Nizam Fund Case


India has won a decades-old legal dispute over funds belonging to the 7th
Nizam of Hyderabad at the UK Court. The High Court of England and Wales,
in a landmark judgement on October 2, 2019, ruled in favour of India and
the Nizam's descendants and dismissed Pakistan's claims in a legal battle
involving £35m.

7. ADB’s loan 190 million USD


The GoI signed a 190 million USD loan with the Asian Development Bank
(ADB) to upgrade road transport in the state of Rajasthan. The project
includes upgrading of 754 km of state highways, major district roads to two
lanes. The project will benefit 26 million people in 14 districts of Rajasthan.

8. India’s credit to Union of Comoros- 60 million dollar


India has extended more than $60 million line of credit to Union of Comoros
in the field of Energy and Maritime Defence Cooperation. The announcement
was made during the first-ever high-level official visit to Comoros by Vice
President M. Venkaiah Naidu.

9. India’s Credit to Sierra Leone – 30 Million dollar


India and Sierra Leone signed six agreements to achieve self-sufficiency in
rice production. The agreements include extending a credit line of $30
million for rice cultivation. The agreement was signed by Vice President
Venkaiah Naidu during his 5-day visit to the West African countries.

India and Netherlands launched the second phase of the Local Treatment

of a joint collaboration on 14 October. LOTUS-HR was launched during the
visit of His Majesty King Willem-Alexander and Her Majesty, Queen Maxima
of the Kingdom of the Netherlands. The program was organized by the Union

on the current challenges to the global economy and possible responses to

14. Orthopaedic Camp


A camp is organized under India for the Humanity initiative of the
Government of India to commemorate the 150th Birth Anniversary of
Mahatma Gandhi. A team of eight experts from Jaipur based Bhagwan
Mahaveer Vikalang Sahayata Samiti is conducting the camp. Around 500
amputees will be provided an artificial limb in Dhaka through the camp.

15. 91st Interpol General Assembly


India will be the host country of 91st Interpol General Assembly in 2022. It
was decided after a proposal received the overwhelming support of member
countries. 2022 will be 75th Independence Day of India.

16. 1st India-Bangladesh stakeholders meet in Guwahati


India is the second-largest trading partner of Bangladesh. The idea of the
meet is to put Assam at the focus point of India’s trade expansion with the
Association of Southeast Asian Nations as well as Bangladesh, Bhutan, and
Nepal.

17. USD 165 mn loan agreement for Odisha’s Integrated Irrigation Project
The Government of India, Government of Odisha and the World
Bank have signed a USD 165 million loan agreement. The agreement is
signed for Odisha’s Integrated Irrigation Project for Climate Resilient
Agriculture. The $165 million loan from the International Bank for
Reconstruction and Development (Member of World Bank Group), has a 6-
year grace period, and a maturity of 24 years.

18. 29th BASIC Minister’s meeting on Climate Change


The 29th BASIC (Brazil, South Africa, India, and China) Ministers'
Meeting on Climate Change was held in Beijing, China. The meeting was
chaired by H.E. Mr. LI Ganjie, Minister of Ecology and Environment of the
People’s Republic of China. Union Minister for Environment, Forest and
Climate Change, and I&B Mr. Prakash Javadekar represented India in the

19. 27 Member delegation to Jammu and Kashmir
A delegation of 27 European Union MPs will assess the situation in Jammu
and Kashmir after repealing the provisions of Article 370. These include
people from political parties of countries like the UK, France, Germany, Italy,

1. Second Vande Bharat Express


Union Home Minister Amit Shah flagged off Delhi-Katra Vande Bharat
Express from the New Delhi Railway Station. The first commercial run of the
train will start from 5th October. Delhi-Katra Vande Bharat Express is a big
gift for Jammu and Kashmir’s development and for promoting religious
tourism. This is the second Vande Bharat Express. The first one runs in
between Delhi and Varanasi.

2. India’s Largest ‘Charkha’ Made of Waste Plastic in Noida


Union Minister Smriti Irani Inaugurates India’s Largest ‘Charkha’ made of
Waste Plastic in Noida. This ‘charkha’ (spinning wheel) made of used plastic
waste was inaugurated the eve of Mahatma Gandhi’s 150th birth
anniversary. The ‘charkha’, which symbolises Gandhi’s dream of Swadeshi
(self-sufficing and self-reliance), measures 14ft, 20ft and 8ft and is made
of 1,250 kg of used plastic.

3. Paryatan Parv, 2019


The nationwide Paryatan Parv, 2019 kicked off to promote tourism in the
country. The aim is to propagate the message of Dekho Apna Desh to
encourage people to visit tourist destinations of the country and also spread
the message of Tourism for All. Tourism Ministry has launched the Audio
Guide facility “Audio Odigos” for 12 sites of India (including Iconic Sites) on
the occasion of “Paryatan Parv 2019”.

4. IRCTC to compensate passengers on delay of Delhi-Lucknow Tejas


Express
An amount of Rs 100 will be paid in case the delay is for over an hour
and Rs 250 for delays of over two hours. This latest offer is in addition to
the Rs 25 lakh free insurance that will be given to passengers of the train.
This travel insurance also includes coverage of Rs 1 lakh against household
theft and robbery during travel period of the passengers, again a first for
those travelling onboard trains.

5. India’s first private train Lucknow-Delhi Tejas Express


It will be the first train of Indian Railways that will be entirely run by
Indian Railway Catering and Tourism Corporation (IRCTC). The new
Tejas Express will cover the distance between Delhi and Lucknow in six
hours fifteen minutes.

6. Youth Co:Lab
Atal Innovation Mission (AIM), NITI Aayog and United Nations
Development Programme (UNDP) India jointly launched Youth Co:Lab. The
lab aims at accelerating social entrepreneurship and innovation in young
India and to recognize young people as critical drivers of sustainable
development. During the launch, a Letter of Intent (LOI) was signed between
AIM, NITI Aayog and UNDP India.

7. 5th World Parliament of Science, Religion and Philosophy


The three-day event 5th World Parliament of Science, Religion and
Philosophy will be held at the MIT World Peace University in Pune,
Maharashtra. The theme of the programme this year is ‘role of science,
religion and philosophy for world peace and well-being of mankind’

8. National Nutrition Survey


The Ministry of Health and Family Welfare organized first National Nutrition
Survey. The ministry took help from UNICEF to complete the survey. The
survey was conducted between 2016 and 2018. In India, for the first time
the ministry measured malnutrition that included micro nutrient
deficiencies. It was done by collecting urine samples and blood samples.
Apart from this, details of non-communicable diseases like hypertension,
diabetes, cholesterol, kidney function in children were also collected
during the survey.

Survey Report:
a. 10% of children in the age group of 5 to 9 years and adolescents in
the age group 10 to 19 years are pre-diabetic.
b. 5% children were overweight.
c. 5% Children suffered from blood pressure.
d. Tamilnadu and Goa had the highest number of adolescents who
were obese or overweight.

9. India’s first e-waste clinic to be set up in Bhopal


The Bhopal Municipal Corporation (BMC) and the Central Pollution
Control Board (CPCB) have joined hands to set up the country’s first e-
waste clinic in Bhopal, Madhya Pradesh. This clinic would enable
segregation, processing and disposal of waste from both household and
commercial units.

10. Trans-fat-free’ logo


Health Minister Harsh Vardhan launched the ‘trans-fat-free’ logo, which
can be voluntarily used by food business operators in their outlets and also
on food products. The logo was launched to boost the ‘Eat Right
Movement’ of FSSAI. He also released a slogan ‘Chefs 4 Trans Fat-Free’ at
the event.

11. Accredited social health activists (ASHAs)


The Union Cabinet has approved the proposal to double the honorariums for
ASHA workers to Rs 2000 per month. Earlier, the honorarium amount was

Rs 1000 per month. This was announced by Union Minister Prakash
Javadekar during a press briefing after the Union Cabinet sitting. The Union
Cabinet was led by PM Narendra Modi. The hike in the honorarium from Rs
1000 to Rs 2000 per month is expected to benefit around 10 lakh ASHA
workers across the country.

12. Ministry of Power said that India achieved 1 crore LED street light
mark so far. Power Minister R K Singh switched on the one croreth LED
street light by a remote switch. The Ministry plans to achieve the installation
of 1.34 crore LED street lights by March 2020. These lights are installed
under the Street Light National Programme (SLNP). The LED lights are
being implemented by state-owned Energy Efficiency Services Ltd (EESL).

13. The Ministry of New and Renewable Energy (MNRE) in association with IIT
Bombay is organizing the Global Student Solar Assembly on October 2,
2019. The day-long event scheduled at Indira Gandhi Stadium Complex, New
Delhi will see participation of over 10,000 students from across the
institutions from National Capital Region and Delhi, an official statement
said.
These students will be accompanied by their trainers who would provide
them hands-on training on how to assemble their own solar study lamps.
This being done to commemorate 150th birth anniversary of Mahatma
Gandhi and to promote the Gandhian idea of sustainable living.

14. AIM, NITI Aayog’s Atal Tinkering Labs (ATL) and UNICEF India, including
Generation Unlimited, have launched The Gandhian Challenge.

15. Fast-moving consumer goods (FMCG) major ITC introduced the country’s
first multilayered plastic (MLP) collection and recycling initiative in Pune. It
had partnered with Swach, a waste-pickers co-operative and recyclers such
as Shakti Plastic to ensure sustainable plastic waste management.
Multilayered plastic waste is weighed and collected from waste collectors in
Pune.

16. Prime Minister Narendra Modi launched the Swachh Bharat


Diwas programme in Ahmedabad, Gujarat. He also released a postage
stamp and silver coin of Rs.150 to commemorate the 150th birth
anniversary of Mahatma Gandhi.

17. Sahyadri App


The Indian Railways has launched a website and mobile app that will
facilitate the passengers to register their complaints online. The website was
launched by the Union minister Nityanand Rai. The passengers can login
to the website www.railways.delhipolice.gov.in and the mobile
app Sahyatri can file their complaints regarding the issues they face in the
railway.

The Union Health Ministry has launched the World Health Organisation
(WHO) India Country Cooperation Strategy (CCS) 2019–2023: A Time of
Transition. The strategy aims to provide a roadmap for the WHO to work
with the Indian government. The collaboration aims to achieve its health
sector goals. It will also work to improve the health of its population. It is
expecting to bring transformative changes in the health sector.

19. Gagan Enabled Mariner’s Instrument for Navigation and Information


(GEMINI) device
The GEMINI device has been developed to provide satellite-based
communication which will be highly used to deal with cyclones, high waves,
and tsunamis. The GEMINI device was developed by the Indian National
Centre for Ocean Information Services (INCOIS), an autonomous body
under the Ministry of Earth Sciences (MoES) along with the Airports
Authority of India (AAI). It was unveiled by Union Minister for Earth
Sciences, Science & Technology and Health & Family Welfare, Dr. Harsh
Vardhan in New Delhi.

20. Hindon Airport


Hindon Airport is an upcoming civil airport in Ghaziabad, Uttar
Pradesh. The airport is operated by the Airports Authority of India (AAI) at
Hindon Air Force Station of the Indian Air Force. The Hindon airport will
serve as the second airport in Uttar Pradesh. This airport will reduce the
load at Delhi's Indira Gandhi International (IGI) Airport.

21. Crafted India Project


Google Arts & Culture’s new project Crafted in India was unveiled. For this
Google has partnered with the Ministry of Tourism, Dastkari Haat Samiti,
and 20 other cultural institutions for the project. Crafted in India is the
largest online exhibition on Indian Crafts.

22. e-Dant Seva


Centre launched the e-Dantseva website and mobile application, the first-
ever national digital platform, on oral health information and knowledge
dissemination. It was launched by Dr. Harsh Vardhan, Union Minister of
Health and Family Welfare in New Delhi. It aims to provide oral health
information both in the form of a website and mobile application.

23. PRAKASH Portal


The government launched a portal named Power Rail Koyla Availability
through Supply Harmony (PRAKASH) for transparency and better
coordination among stakeholders. The portal was launched by Union
Ministers R K Singh and Pralhad Joshi. The stakeholder includes
Ministries of coal and power, Coal India Ltd, Indian Railways, power utilities
and, for coal supplies to power plants.

24. Sarbat-Da-Bhala Express


Indian Railways unveiled the Sarbat-Da-Bhala Express on the occasion of
the 550th Birth Anniversary of Shri Guru Nanak Dev. The new train will
serve the Sikh pilgrims visiting Sultanpur Lodhi on 550th Birthday of Guru
Nanak. It will provide connectivity from New Delhi to Sultanpur Lodhi.

25. Inter-State Portability for Ration Cards


The government has launched inter-State portability for ration
cards for Rajasthan and Haryana. The scheme aims to facilitate the
distribution of food grains to beneficiaries of the National Food Security
scheme.

one in Hyderabad early next year.

27. Daily News & Analysis (DNA)


Daily News & Analysis (DNA), the 14-year-old newspaper under the parent
Zee Group, will see its last print on October 10, 2019 in Mumbai and
Ahmedabad. Facing the liquidity crunch, the brand will now go digital.

28. Dearness allowance of government employees hiked by 5%


The Central government has increased the Dearness Allowance (DA)
of Central government employees and pensioners. The government
has hiked DA by 5%, which means the dearness allowance has
been increased from 12% to 17%. The decision was approved in a cabinet
meet chaired by Prime Minister Narendra Modi. The hike would be effective
from July 2019. The cost to the exchequer will be Rs 16,000 crore.

29. Ganga Aamantran: Open Water Rafting Expedition


The expedition will start at Devaprayag and culminate at Ganga Sagar
covering the entire stretch of over 2500 kms of the River. Ganga Aamantran
is the 1st ever effort by National Mission for Clean Ganga to raft across the
entire stretch of the river. Launched by Jal Shakti Ministry.

30. Rashtriya Sanskrit Mohatsov


The flagship and premier festival of Ministry of Culture, the Rashtriya
Sanskrit Mahotsav is conducted in Jabalpur, Madhya Pradesh on 14th
October, 2019. It is a part of the Ek Bharat Shreshta Bharat initiative that is
being organized between 14th October, 2019 and 21st October 2019. The
festival began in 2015. It showcases rich cultural heritage of India. It
includes classical and contemporary handicrafts, painting, arts-folk,
sculpture, etc.

31. Sewa Service trains


Indian Railway launched Delhi-Shamli daily passenger train from the New
Delhi railway station. The objective of Sewa Service trains is to improve and
provide last-mile connectivity for those traveling from villages and small

towns to major cities. Of the 10 Sewa Service trains, Tamil Nadu, under the
Southern Railway's jurisdiction, receives three trains. It is the biggest
beneficiary in the first set of launches.

32. Vigyan Jyoti


Centre is to launch Vigyan Jyoti, a program to help girl students inculcate
interest in areas like Science, Technology, Engineering, and Mathematics
(STEM). Vigyan Jyoti initiative aims to stir up interest among the Indian girl
students to get into the STEM educational areas.

33. Van Dhan Internship Programme


Union Minister of Tribal Affairs Shri Arjun Munda launched the Van
Dhan Internship Programme. It was organized by the Tribal Cooperative
Marketing Development Federation of India (TRIFED) under the Ministry of
Tribal Affairs. The program will help the tribal population to become self-
reliant and entrepreneurs.

34. National carrier Air India (AI) became the first airline in the world to use
a TaxiBot on an Airbus A320 aircraft operating a commercial flight with
passengers onboard. Air India’s TaxiBot can tow an aircraft with its engines
switched off. This will help in saving fuel, bringing down consumption by as
much as 85% used during taxiing of aircraft.

35. 41st DRDO Directors Conference


Defence Minister Rajnath Singh inaugurated 41st DRDO Directors
Conference in New Delhi on 15 October. The Chiefs of the three forces,
DRDO Chairman G Satheesh Reddy, National Security Adviser Ajit Doval
was among the delegations that were present in the conference. The
discussion included efforts taken by DRDO to ensure technological
advancement of the Indian forces to safeguard the country. DRDO was
formed in 1958. It is headquartered in New Delhi, India.

36. Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (PM-JAY), Narendra
Modi government's flagship program, crossed the milestone of 50 lakh
mark. The scheme was launched in September 2018. The top-performing
states under the scheme are Gujarat, Tamil Nadu, Chhattisgarh, Kerala,
and Andhra Pradesh.

37. GOAL
Ministry of Tribal Affairs has partnered with NITI Aayog and Facebook for
the Second Phase of Going Online as Leaders (GOAL), a facebook
program. GOAL aims to inspire, guide, and encourage the tribal girls from
pan India to become village-level digital young leaders for their communities.
The candidates use the internet to highlight issues of their
communities and have expressed a desire to set up their own business.

38. Livestock Census 2019
The Department of Animal Husbandry and Dairying (DAHD) released a
census report of livestock population for the year 2019. The data revealed
that the livestock population in India has grown by 4.6% from 512 million in
2012 to about 536 million in 2019. Uttar Pradesh (UP) has emerged with the
highest number of livestock (67.8 million). However other states like
Rajasthan (56.8 million), Madhya Pradesh (40.6 million) and West Bengal
(37.4 million) also seen growth in livestock.

39. 11th Nuclear energy Conclave – New Delhi


The India Energy Forum organized the 11th Nuclear Energy Conclave in New
Delhi. The theme of the event was “Economics of Nuclear Power-
Innovation towards safer and cost-effective technologies”. It was
inaugurated by the Union Minister of State for development of North Eastern
Region, Minister of State Atomic Energy and Space, Prime Minister’s office
and Personnel, public grievances and pensions.

40. Processed Milk Failed to meet its norms


According to the FSSAI (Food Safety and Standard Authority of India), 37.7%
of samples tested failed to meet the quality norms. This was mainly because,
the presence of contaminants likes sugar, Maltodextrin and fats were
above permissible limits. The problem of Aflatoxin-M1 is more dominant
in processed milk than that of raw milk. Aflatoxin-M1 present in milk comes
from feed and fodder. It is currently not regulated in the country. Tamil
Nadu, Delhi and Kerala were the top states where the residue was found
maximum. Milk samples from Telangana followed by Madhya Pradesh and
Kerala accounted for the highest number of cases of adulteration.

41. 20th All India Conference of Directors of Fingerprint Bureaus-New Delhi


National Crime Records Bureau (NCRB) organized the conference. The
main objective of the NCRB's conference was to highlight the importance of
fingerprints in crime investigation. The conference focused on capacity
building of Fingerprint fraternity through collaboration with academic
institutions and international agencies.

42. Indian Railways install Electronic Interlocking System on Grand Chord

The measure is expected to help Indian Railways speed up trains and achieve
the objective of reducing the travel time between Delhi and Howrah to about
12 hours from the existing 17 to 19 hours. Grand Chord is part of the
Howrah-Gaya-Delhi line and Howrah-Allahabad-Mumbai line. The new
Electronic system has replaced outdated 65-year old mechanical signalling
system at Tundla Junction in Uttar Pradesh on the route.

SCHEMES AND POLICY

1. POSHAN Atlas
The government is to introduce POSHAN atlas under POSHAN Abhiyan, a
mission introduced to ensure the attainment of malnutrition free India by
2022. The announcement was made by Union Minister of WCD Smriti Irani
at the 5th National Council on India’s Nutrition Challenges. POSHAN atlas is
developed by the Ministry of Women and Child Development (WCD) in
association with the Bill & Melinda Gates Foundation and Deendayal
Research Institute.

2. SUMAN (Surakshit Matritva Aashwasan) Scheme


The government launched the Surakshit Matritva Aashwasan (SUMAN)
scheme. The scheme was launched by Union health minister Harsh
Vardhan. Under the under which pregnant women, mothers up to 6 months
after delivery, and all sick newborns will be able to avail free healthcare
benefits.

3. Yuva Sahakar
Yuva Sahakar – Cooperative Enterprise Support and Innovation Scheme
2019 was launched at the first ever International Cooperatives Trade Fair in
New Delhi by Union Minister for Agriculture and Farmers welfare Narendra
Singh tomar.

4. Indradhanush 2
The central government launched Indradhanush 2 to cover low
immunization pockets. The Mission has been scheduled to be launched
on 31 October by the Union Health Minister Harsh Vardhan on the occasion
of the Silver Jubilee of the Pulse Polio Program.
a. The Ministry has identified 271 districts across the nation and 652
blocks located in Uttar Pradesh and Bihar.
b. Vaccines of 12 various kinds are included under the mission. 10 out of

1. Gaint Meat Eating Dinosaur( Siamraptor suwati)


Researchers found remains of Siamraptor suwati, a new species of
giant meat-eating Dinosaur in the Thai province of Nakhon Ratchasima.
The remains that were founded include skull, backbone, limbs and hip
fossils. It belonged to four individuals of the new species.

2. First Satellite Servicing Spacecraft (MEV-1)
US-based Northrop Grumman Corporation launched the first satellite-
servicing spacecraft robotic Mission Extension Vehicle-1 (MEV-
1) successfully. It was launched aboard a Russian Proton rocket from
Baikonur Cosmodrome in Kazakhstan. It was launched along with the
Eutelsat 5 West B communications satellite.

3. Electric Experimental Aircraft X-57’s Mod II


NASA’s first all-electric experimental aircraft, the X-57’s Mod II, a
modified Italian Tecnam P2006T, is powered by an electric propulsion
system. It weighs approximately 3,000 pounds.

4. Space Crew returned safely


NASA astronaut Nick Hague, alongside Soyuz Commander Alexey
Ovchinin of the Russian space agency Roscosmos and visiting
astronaut Hazzaa Ali Almansoori from the United Arab Emirates (UAE)
safely returned to Earth after an eight-day stay on 4 October 2019. The crew
landed safely in Kazakhstan.

5. ICON Space Weather Satellite


The Ionospheric Connection Explorer (ICON) spacecraft launched aboard
a Northrop Grumman Pegasus XL rocket, which was released in midair from
its carrier plane, a Stargazer L-1011.

6. Saturn overtakes Jupiter as planet with most moons


A team of astronomers has discovered a haul of 20 new moons orbiting the
ringed planet, Saturn. This discovery has brought its total to 82 moons,
while Jupiter, by contrast, has 79 natural satellites.

7. Vishnu Nandan among 300 researchers to join MOSAiC Expedition


Vishnu Nandan (Only Indian), polar researcher from Kerala will join largest
ever Arctic expedition MOSAiC Expedition for the Study of Arctic Climate
expedition.

8. Gaganyaan training mission


The Indian Space flight mission Gaganyaan will orbit the Earth for seven
days and is scheduled in December 2021. Four Indian Air Force Pilots are to
participate in the mission. The training for the pilots to enter space has
commenced in Russia. The mission is undertaken in the low earth orbit at
300 to 400 km from the earth. It would comprise an effective crew escape
system and ejection provisions for the pilots in case of rocket explosion.

9. Reusable Launch Vehicle (RLV)


The Indian Space Agency, Indian Space Research Organisation (ISRO), is
currently developing a space program for Reusable Launch Vehicles
(RLV). The Indian space agency has been testing the RLV since 2016. The
RLV program aims to reduce the launch costs by, well, reusing the

spacecraft. Currently, ISRO's project is using a hybrid design type launch
vehicle.
India's RLV will include a Space Shuttle-like craft that features an air-
breathing ramjet engine. This spacecraft will take a payload to
space and then glide back to Earth. RLV will land like a normal aircraft.
RLV will be designed in a way that it will return under its own power and
make a landing on a floating platform out at sea.

10. NASA's Artemis moon program


NASA, the American space agency, unveiled two new spacesuits tailored for
future moonwalking astronauts. In 2024, NASA will be sending astronauts
back to the moon.
One of the suits is known as the Orion Crew Survival System. The
spacesuit will be worn during launch and re-entry aboard the Orion
spacecraft.
The second called Exploration Extravehicular Mobility Unit (xEMU) will be
worn during excursions on the moon and Mars.

11. The public-sector giant Bharat Electronics Limited (BEL) has announced
that it is developing an Artificial intelligence (AI)-based tool for analysis
of terrorist activities. The firm aims to utilize the use of AI in the security
field.

12. Two Diagnostic Kits


Indian Council of Agricultural Research (ICAR)-Indian Veterinary
Research Institute (IVRI) released two diagnostic kits developed under
the Make in India initiative.
Bluetongue: Sandwich ELISA (sELISA) for the detection of Antigen
The insect-transmitted viral disease of domestic and wild ruminants is
widespread among the sheep, goats, cattle, buffaloes, and camels in the
country. It is expected that using the Kit, the Bluetongue (BT) Virus can be
controlled.
Japanese Encephalitis IgM ELISA kit for the control of Swine
Japanese Encephalitis is a re-emerging viral zoonotic disease leading to the
death of children every year in the country. The Kit is expected to help in
assessing the active infection of the JE virus in the swine population.

13. Debayan Saha, an Indian Institutes of Technology (IIT) Kharagpur graduate,


has invented a device called PM 2.5. The device aims to curb air pollution.
The device, when fitted near the silencer pipe in vehicles, will curb air
pollution. PM 2.5 technology uses a combination of electric energy and
wave energy. When the matter grows bigger in size, it becomes heavy
and falls off safely on the ground like soil.

14. mmWave
Swedish-based Ericsson and American-based Qualcomm demonstrated

15. First Female Space Walk


Two NASA astronauts, Christina Koch and Jessica Meir, set history by
performing an all-female spacewalk on 18 October. Christina Koch and
Jessica Meir space-walked outside the International Space Station (ISS) at
about 7:50 a.m. (on 18 October 2019, Friday) to make an urgent repair to its
power system. They concluded the spacewalk 7 hours and 17 minutes
around 3 p.m. Koch and Meir were successful in the mission to replace a
faulty battery charge/discharge unit (BCDU). The battery failed to activate
earlier October when new lithium-ion batteries were installed on the
station's exterior. The faulty BCDU is to be sent back to Earth for inspection.

38. Indian cricketer Rohit Sharma smashed the former Australia cricketer Don
Bradman's record of highest average in Test cricket in Ranchi, Jharkhand
against South Africa. He broke the 71-year-old record that was previously
held by Bradman by scoring an average of 99.84. Rohit also broke the
record for registering the most number of sixes in a bilateral Test series.

40. Shakib Al Hasan, Bangladesh’s Test and T20 captain has been banned by
the International Cricket Council (ICC) from all forms of cricket for two years,
with one year suspended, after he failed to report a bookie approach. The
ICC imposed the ban on the all-rounder after he accepted all the three
charges of breaching the ICC Anti-Corruption Code. As Shakib Al Hasan
chose to admit the charges and accept the ICC sanction, the ICC suspended
one year from his punishment and he will be free to resume cricket from
October 29, 2020.

STATES

1. Rajasthan became the third state in India after Maharashtra and Bihar to
ban certain categories of pan masala containing magnesium carbonate,
nicotine, tobacco, mineral oil and flavoured ‘supari’.

2. Chief Minister of Uttarakhand Trivendra Singh Rawat launched an


awareness campaign “Urjagiri” which aims at stopping power theft and
saving.

3. Chief Minister of Andhra Pradesh Y.S. Jagan Mohan Reddy launched


the “YSR Vahana Mitra scheme” in Eluru, Andhra Pradesh. Under which
the government will provide financial assistance of Rs 10,000 per annum to
owner-driver of an auto-rickshaw, or taxicab with the aim to meet their
insurance premium, licence fee and other recurring expenses.

4. Padhe Lucknow, Badhe Lucknow campaign more than 10 lakh


students from schools and colleges simultaneously read books in Lucknow
for 45 minutes to set a new record on 1 October. The campaign was initiated
by Uttar Pradesh Governor Anandiben Patel.

5. The Odisha government has launched Mo Sarkar (My Government) initiative.


Mo Sarkar aimed at making governance people-centric. It is an initiative
under the 5T model of governance to herald a transformation in government
office

the public.

6. Rajasthan government announced a ban on the use of pan masala


containing magnesium carbonate, nicotine and tobacco, and even the

of Mahatma Gandhi. After Maharashtra and Bihar, this is the third state
where such products have been banned.

7. The Meghalaya government inked an environment-friendly deal with a


cement company, Dalmia Cement, to help make the state plastic-free by
2022. Dalmia along with Topcem Cement, one of Northeast’s leading
cement brands, announced that they have decided to buy plastic waste to be
used as fuel, instead of coal.

8. Chhattisgarh State government has launched India's first-of-its-


kind Garbage Cafe in Ambikapur, North Chhattisgarh. The Cafe was set
up by the Ambikapur municipal corporation of Chhattisgarh. Ambikapur is
Chhattisgarh’s first dustbin-free city.

9. Tripura State government has launched ANGIKAAR campaign. It was


launched by Chief Minister Biplab Kumar Deb at Agartala Town Hall. Under
the campaign, the State aims to construct 2200 flats at Agartala and an
International Shopping Mall to encourage international business in the state.
The program is in line with Prime Minister Narendra Modi's vision to provide
housing to everyone by 2022.

10. The Andhra Pradesh State government launched Dr. YSR Kanti Velugu, a
free mass eye screening programme on 10 October 2019, on World Sight
Day. The aim of the initiative is to eradicate blindness. The programme was
launched by the Chief Minister Y.S. Jagan Mohan Reddy at Anantapur,
Andhra Pradesh.

11. The Delhi government launched the Farishte Dilli Ke scheme after the
successful trial run of the good Samaritan scheme. The scheme was
launched by the Chief Minister of Delhi Arvind Kejriwal. It also provides a
reward of Rs.2,000 and a certificate to a good samaritan for taking the
accident victims to a hospital.

12. The North East Handloom and Handicraft Exhibition was held in Aizawl,
Mizoram. The exhibition was inaugurated by the Union Minister for Home
Affairs Shri Amit Shah. This is the first time such an exhibition was
organized. Handicrafts play a pioneering role in the development of the North
East.

13. Chief Minister Naveen Patnaik inaugurated the 39th World Congress of
Poets (WCP) at KIIT University, Bhubaneswar, Odisha. The theme for 2019
is Compassion through Poetry.

14. Walmart unveiled its pilot project using blockchain technology among
the shrimp farmers in Andhra Pradesh. The use of blockchain technology
to track shrimp exports from India to an overseas retailer is first of its kind.

15. Indian Oil Research and Development Centre has constructed a 0.85
km of road with different concentrations of plastic waste at Faridabad. The
move by Indian Oil aims to utilize single-use plastic waste.

16. The 38th India Carpet Expo will be held in Varanasi, Uttar Pradesh. The
expo will be organized by the Carpet Export Promotion Council (CEPC).

17. The state government of West Bengal is setting up Kanyashree University in


Nadia district and Kanyashree colleges across the state so as to empower
girls. The Kanyashree University would be only for women.

18. Chief Minister Sarbananda Sonowal inaugurated the Clean, Green and Fit
Village campaign initiated by MyGov Assam in association with ONGC and
Assam Volleyball at Guwahati Volleyball Training Centre.

19. The Andhra Pradesh State government has launched a state wide water
grid project to provide a drinking water connection to every household in
the State by 2022.

20. Andhra Pradesh State government launched YSR Rythu Bharosa-PM


Kisaan, the flagship farmer assistance scheme. The scheme was launched
by the AP Chief Minister YS Jagan Reddy. Under the scheme, 54 lakh
farmers will get Rs.13,500 over three installments. Forty lakh beneficiaries
who get Rs.6,000 under the PM Kisaan Samman Nidhi will get Rs.7,500 to
that sum.

21. The Bihar state government is to provide an assistance of Rs.6,000 each


to the flood-affected families. The announcement was made by Chief
Minister Nitish Kumar at the meeting held in the State Disaster
Management Authority. The relief amount of Rs.6000 will be transferred
directly to the accounts of beneficiaries through the Public Financial
Management System.

22. Jammu University organized the five-day youth festival Sangam 2019-
20. It was conducted by Jammu University’s Bhaderwah campus in
association with the Rashtriya Rifles. The youth festival was inaugurated by
Lt. General Ranbir Singh, the General Officer Commanding-in-chief,
Northern Command. The festival aimed to promote peace and prosperity in
the Chenab Valley region. It was held in J&K’s Doda district.

23. Union Minister of State (Independent Charge) for Tourism and


Culture Prahlad Singh Patel inaugurated Shirui Lily Festival, 2019 at
Shirui Vangayan Ground of Ukhrul in Manipur. Mr Patel along with State
Chief Minister N. Biren Singh also inaugurated the Strength of Unity
Statue as a mark of opening the third edition of the four-day state festival.

24. Uttar Pradesh State government is planning to organize India’s first


training and performance program of world-famous KHON Ramlila. It is a
masked form of Ramlila art of Thailand. The program will be organized by
the Culture Department of Uttar Pradesh in collaboration with the Thailand
government.

25. Kerala becomes the first state in the country to provide maternity benefits
in the private educational sector. Kerala is extended maternity leave
benefits to teachers and other staff of private educational institutions. The
Central Government approved the Kerala Government’s decision to bring
these teachers and employees under the Maternity Benefit Act. The
amendment comes into force. Employees covered under the law can avail 26
weeks of maternity leave with salary. An employer has to provide an amount
of 1,000 rupees as a medical allowance.

26. Hailakandi becomes the first district in Assam to introduce a digital system
and the state government employees will need to file their leave applications
online. The government employees working under the district administration
can proceed on leave only after getting a digital approval as henceforth no
leave application on paper will be accepted.

27. A restaurant in Bhubaneswar opened its doors to customers claiming to be


the first eatery in eastern India, where two indigenously developed robots will
serve customers. The name of the robots is Champa and Chameli. The two
humanoid robots rolled on the floor of the Robo Chef restaurant in the
Chandrasekharpur area of Bhubaneswar in the evening and served food to
the customers.

28. Union Home Minister, Shri Amit Shah approved the proposal of payment of
all 7th CPC allowances to the Government employees of Union Territories
of Jammu & Kashmir and Ladakh. This will come into existence from 31
October 2019. The government has issued orders for the approval of the
payment. The move by the govt. will benefit 4.5 lakh Government employees
from the 2 UTs.

29. Assam Government adopted the new land policy.


a. Under the new land policy of Assam, Three bighas of agricultural
land will be allotted to landless indigenous families of the state.
b. The landless families will also be allotted half bigha plots for
construction of house.
c. The allotted plots cannot be sold for 15 years.

30. Assam Government also declared Small Family Policy


Under the Small Family Policy, a person who has more than two children
will not be eligible for government jobs. This policy will become effective
from 1 January 2021.

31. Uttar Pradesh Chief Minister Yogi Adityanath launched the Mukhya
Mantri Kanya Sumangala Yojana. Mukhya Mantri Kanya Sumangala
Yojana aims to empower the girl child. Under the scheme, cash amount
of Rs.15,000 will be provided to every family in which a girl child takes birth.

32. The West Bengal government has decided to re-introduce the pass-fail
system in classes five and eight to abolishing the no-detention policy. Under
the policy, students would have to pass examinations to be promoted to
classes 6 and 9 from the next academic session.

33. The Yogi Adityanath government in Uttar Pradesh to launch a new


integrated emergency number 112 for police, medical and fire emergencies,
and also the women helpline 1090. The new number 112 will replace the 100
number.

34. Delhi Chief Minister Arvind Kejriwal announced that the free-ride
scheme for women on Delhi public buses might be extended to senior
citizens and all students.

35. Odisha's Kotpad Notified Area Council (NAC) launched a unique initiative
to deal with plastic waste. Under the initiative, it is giving away a free meal
for one kilogram of plastic waste. Aahar centres are accepting polythene
bags, plastic bottles, single-use plastic materials in exchange for a Rs.5
meal. The initiative aims to sensitize people and create awareness among the
people about plastic waste.

TAMILNADU

1. Air show organised in Sulur Air force Station


The Indian Air Force organized an air show and on display were the fighter
aircraft and helicopters at Sulur Air Force Station near Coimbatore. The air
show and display held in the run-up to the 87th Air Force Day celebrations
which will be organised on October 8.

2. INA veteran from Tamil Nadu V Ganesan passes away


Indian National Army (INA) veteran V Ganesan passed away. He
joined Netaji’s INA at the age of 18 and received six months of military
training in Singapore. While participating in the battle against the British
Army in Myanmar, he was arrested and was imprisoned for 10 months in
Yangon jail and was later repatriated to India.

3. Eye in the Sky


A team of engineering students from Centre For Innovation (CFI) Indian
Institute of Technology Madras (IIT-M) have developed Eye in the Sky, an
Artificial Intelligence(AI) and Computer vision-based technology. It is used
for disaster management and aid services. The technology utilizes drones
with swarm intelligence for collecting data and analyzing it in real-time.

4. Second Informal Summit


Chinese President Xi Jinping arrived in Chennai on October 11, 2019 for a
two-day visit to India. Prime Minister Narendra Modi will receive the Chinese
President at Mamallapuram in Tamil Nadu, where they will hold their

6. SKOCH Governance Award


The Chennai city police was awarded the Skoch governance award for the
effective implementation of CCTV surveillance – Third Eye Project with public
partnership and digital payment of fines for traffic violations.

7. Sheela Priya to head police commission


Former State Information Chief Information commissioner Sheela Priya has
been made as the Chairperson of the Fourth police commission. The panel
will host the issues, including housing needs of personnel, functioning of the
police and its modernisation.

8. Six New Medical Colleges to Tamil Nadu


The government of India has approved Tamil Nadu’s proposal to
establish six new medical. The Centre will enter into an MoU with the Tamil
Nadu government for building each of the six medical colleges. The institutes
will be established in Tiruppur, the Nilgiris, Ramanathapuram,
Namakkal, Dindigul, and Virudhunagar. The estimated cost allocated for
the construction of institutes is Rs.1,950 crore. The institutes will be
attached to existing hospitals in the six districts. By these six new medical
institutes, 900 more MBBS seats will be added to the State’s pool, including
750 seats for Tamil Nadu students. For the establishment of new medical
colleges, 60% of funding will be borne by the Centre and 40% by the State.
Accordingly, the Centre had sanctioned Rs.1,170 crore, and the State
government will share funds amount to Rs.780 crore.

9. The Indian Institute of Technology-Madras (IITM) signed an agreement


with ExxonMobil Research and Engineering Company (EMRE) for
research on energy and biofuels.

10. The Governor of Tamilnadu launches 7 th Economic Census. The census will
collect data on employment, industrial activities, the size of the
establishments, investment in machinery and equipment and annual
turnover are collected and compiled.

11. Tamil Nadu enacts law on Contract Farming


President Ram Nath Kovind approved the Tamil Nadu Agricultural
Produce and Livestock Contract Farming and Services (Promotion and
Facilitation) Bill, 2019. The Bill aims to set a policy framework and
institutional mechanism on agricultural produce and livestock contract
farming. With the Bill approved, TN state becomes the first state to enact
the law on contract farming. The Bill was adopted by the Tamil Nadu State

government in February 2019. The Bill is first-of-its-kind legislation that
assures farm income.

Contract Farming:
Besides poultry, there was contract farming of sugarcane and herbs. But,
until now, there was no law to ensure the welfare of the farmers involved in
it. To benefit the marginal farmers, the Tamil Nadu state government came
up with such legislation. It is also expected that Contract farming will also
lead to a good understanding between farmers and farm-based industries.

Provisions of the Bill:


a. The Bill will provide protection to farmers or related groups to carry out a
transaction of their farm or livestock production with a processing firm
on the rate arrived at on the date of entering into the contract.
b. The bill will provide protection to farmers from price fluctuations.
c. It will also allow procuring firms or food processing industries to avail of
quality produce from farmers or farmer groups.
d. The Bill also has provisions to penalize firms or the procurer for possible
violations of the contract and provide relief to farmers.
