Steps in Advocacy
Plan of Action
Although, we will be talking
here about step-by-step
process in advocacy planning, I
have to warn you that doing
this is not really a linear
process. As you go along the
way, you will realize that there
will always be a need to make
adjustments and fine tuning.
Module 9 of your instructional
material discusses in detail
how you will go about
designing your environmental
advocacy plan of action. This
guide will just be an additional
material to help you out.
First, you have to identify the issue or
problem you want to address.

Identify an environmental problem


or issue that is personal to you,
meaning it directly affects you or is
close to your heart. This problem
or issue may be global, national or
community-based.
Second is stakeholder
analysis. In this step, you
need to do an analysis of
individuals, groups and
institutions that may affect,
or be affected by your
advocacy plan.
Third is setting your
objectives. You have to be
specific in what you want
your advocacy to achieve or
address. Your module has a
comprehensive discussion
on this.
Fourth is identifying your
specific advocacy approach
or strategy. You have a wide
range of choices when it
comes to strategy. The
important point to
remember is it should match
your objectives and audience.
Fifth, identify your partners,
networks and collaborators.
Remember, in advocacy,
number matters. This part
should be clearly spelled
out. Who will participate in
the action planning?
Sixth, developing messages
and selecting channels. This
part should be carefully
planned as this will dictate
the success of your
campaign. Read more on
this in your module.
Seventh, preparation of the
detailed schedule and
budget preparation. All the
details and logistics should
now be properly planned.
Eight, fund raising. After
preparing the budget, you
now have to decide where
you will get your funds.You
have to clearly indicate how
you will fund the campaign.
Ninth, data collection and
analysis. Although, this step
is located here this does not
mean that it only happens
here. This step happens all
thru out the planning
process, from the start to
the end.
Tenth, monitoring and evaluation.
It is important that you indicate
how this will be done. The criteria
for evaluation should be carefully
planned and designed.
