1. The need for a politically- independent commission to oversee the
treatment of refugees – similar to the High Commission in Europe. Specifically, this Commission shall: Oversee the effective and accountable implementation of refugee best practices across the continent Be responsible for effective multilateral and regional communications with its counterparts in Europe Be funded proportionately by contributing nations and by European States
2. The building of immigration information centres monitored by the High
Commission, or another appropriate body. These immigration centres will Be reviewed by the High Commission and the AU every 3 years, or any other appropriate timeframe, with an expiry clause if it becomes null, defunct or otherwise ineffective Provide incentives for potential economic migrants to stay in Africa. This is to alleviate burdens on European asylum intake and to tackle the human trafficking network More support services to be provided for political refugees so they can make informed decisions on whether to settle in Europe or Africa To protect procedural and human rights of political refugees Have the ability to process asylum claims and provide safety for individuals facing imminent threat of persecution Attain funding from UNHCR, EU, AU and contributing governments
