The modern French Republic has been built on the ideas of freedom,
democracy, equality and the rule of law. These are the values for which
France always stood in the international arena. These are the values which
France implemented in their colonial territories. These are the values
which do not anymore exist in the Central African Republic.

The CAR is a country torn by armed conflicts and destabilization. France

was a witness of all of the brutal history of the Central African Republic.
Despite our best efforts, escalation of many internal conflicts could not be
stopped.

The situation deteriorated especially in recent years due to the Russian

interference in the affairs of this sovereign country. The Wagner Group
roams freely around Central African countryside, engaging in a vast
amount of crimes against humanity.

The French Republic, as a decades-long partner of the Central African

Republic, calls the international community to provide an immediate
response to the present situation. Russian Federation can not keep
interfering in the affairs of this sovereign country. The Wagner Group
must end its presence in the Central African Republic and the Russian
Federation must stop its ongoing process of turning the CAR into a vassal
state. This will be the main goal of the French delegation during the
proceedings of this committee.
Furthermore, the idea of functioning democracy must be reintroduced
into the Central African political system. Free and fair elections must be
held in the CRA to finally end the ongoing political destabilisation and
uncertainty. To achieve this goal, the elections need to be observed by
international community and pro-democratic NGOs. Every political
group, which do not wish for introduction of autocracy or which does not
have a history of human-rights abuse, must be allowed to compete.

The introduction of democracy and an end of foreign influence, however,

are only a products of wishful thinking, if nothing is done about the rebel
groups. France wholeheartedly commends the idea of keeping and
expanding the existing peacekeeping missions, such as MINUSCA. In
order to protect the Central African Republic from being too heavily
influenced by one foreign state, French Republic is willing to deploy a
garrison of French soldiers, with the task of protecting peace and the rights
of civilians. This development can be achieved as soon as the withdrawal
of Wagner Group has been arranged. A new Central African Army must
also be created. It can be armed with the help of innovative arms
manufacturers such as Airbus and Nexter Systems.

The French Republic also believes that any suspicion of war crimes or
crimes against humanity must be further investigated by the International
Criminal Court. However before that happens, French military must be
granted full immunity, because of the nature of our missions in the Central
African Republic. Only then can we truly achieve justice for the affected.

Furthermore, we wish to provide the Central African Republic, and other

affected regions in close proximity, a vast amount of humanitarian aid. It’s
main goal should be improving the civilian infrastructure. France has a
long history of helping the endangered people of the CAR, now it is time
for the international community as a whole to do the same.

The French Republic also sees the matter of the economic independence
of the Central African Republic as a crucial one. In order to achieve this
goal, France believes in keeping the arrangements made in the
Cooperation Agreements, signed during the process of providing
independence to the CAR. Direct link between Euro and the CFA franc
provides great advantages to the people of Africa. In order to further
stimulate the growth, whilst combatting the influence of foreign powers,
we believe that it is crucial for the local government, agreements should be
made with international corporations, such as TotalEnergies. The
stimulated Central African economy would need to provided with
electricity. The French Government believes that the CAR needs to be
provided with cheap nuclear electricity. We believe that involving the
impartial corporation, Électricité de France, is a great option to achieve
this goal.
