POLICY: Correction Staff will ensure that inmates who are being released from custody are
only those inmates who have been properly identified, their release paper work is
accurate and in order and they are released in a timely manner.
PROCEDURE:
A. Booking Officers
3. Notify the appropriate officer where the inmate is housed and ask
them to send the inmate to the Booking Room for release.
5. When the warrant check has been completed and cleared, any
money balance is to be withdrawn from the BankerWeb system
and a check will be issued to the inmate.
6. Once the inmate has been changed into his civilian clothing, have
him/her sign their property release in SallyPort and give the inmate
their receipt for the money (Check) you released from their
commissary account.

b. Ask the agency if they are going to come for the inmate and if
so, what time they will arrive at our facility. The agency has a
reasonable amount of time to do so.
10. In the cases where the inmate sentence is expired and they are due to
be released at 0001, they will remain in their housing unit until
daylight or until their ride arrives whichever comes first.
11. If the inmate being released is a registered sex offender and has been
in custody long enough for a change of address form requirement, fill
out a new change of address form as to where they are going to be
living. If the inmate does not want to give this information fill out the
change of address form and write refused to give address.
12. If the inmate being released is on Constant Watch, you must notify a
Sergeant prior to release. The Sergeant will complete a Mental
Hygiene Form (9.41) and contact 911 to request a Deputy to respond
to the Jail to transport the Inmate to Newark Wayne Community
Hospital. All paperwork supporting the Mental Hygiene Arrest must
accompany the Inmate to the Hospital.
13. Escort the inmate to the Booking Room Slider and notify Main
Control Officer that you have an inmate who is being released.
B. Housing Officers
1. Notify the inmate that he/she is being released, to pack up and clean
the cell.
2. Go into the inmates cell and inspect it to ensure that the cell is clean,
free of damage and that all fixtures are in working order and all jail
property is accounted for.
3. Once the inmate’s cell has been inspected and he/she is packed and
ready to go, verify their identity by checking the inmate’s wrist
band.
6. Turn the inmate over to an escort officer with the Inmates Housing
Board ID Card.
C. Escort Officer
Escort the inmate to the Booking Room and turn the inmate over to the officer
assigned to the Booking Room.
