Work Experience

Senior Manager Administration, HR & IR in IIL (International


Industries Limited) Aug 01, 2016 – Sep 30, 2019.
IIL is one of the biggest companies in Pakistan manufacturing Steel pipes, Plastic
pipes & Stainless Steel tubes.

Started as manager logistics and dispatch in IIL Sheikhupora, newly established


facility later on known as factory 3. The aim was to ensure timely and correct
dispatch of orders to their respective destinations without causing unnecessary
delays. Later, on my confirmation I was posted to the north regional office in
bank square Lahore, as senior manager administration dealing with all the
administrative measures relating to the regional office staff as well as dealing
with government departments.

Briefly the job description & responsibility includes the following;

1. To acquire land for IIL, free from all encumbrances and with clear title
ownership in coordination with legal department.
2. To ensure that company is secure against various kinds of security breaches.
3. To provide security advices and where necessary security information to the
employees of the company, including the senior management in head office
Karachi.
4. To ensure the maintenance and upkeep of premises / equipment at North
Office and Factory 3.
5. To coordinate with the administrative services department for travelling and
accommodation for the company employees and company guests.
6. To coordinate with all the relevant government agencies like Labor
department, EOBI, Rescue (1122) department for imparting different trainings to
fight out any emergency that may occurred inside the premises, law enforcing
agencies, environment protection office Punjab as well as various competent
authorities for obtaining NOCs like Planning and Coordination department,
Sheikhupora (Building control authority), LAFCO, LESCO, SNGPL.
7. Responsible for conducting site reviews to ensure that the premises remain
secured against all breaches, through installed security appliances and assigned
personnel.
8. Responsible to perform external and internal risk analysis particularly with
respect to the factory 3 location considering level of crime, terrorism, internal
thefts, breach of security etc.
9. Monitor payment and verification of utility bills and distribute to the relevant
departments for payment. Follow up to ensure bills are timely paid and compile
monthly utility bills report for approval.
10. Ensure that the team is following all the set procedures and doing their
utmost to cater for the needs of employees of the region.
11. Receive approved requisition within budget, related to purchase of office
equipment/fixtures/stationary and / or services required and study cost and
quality of various vendor options and shortlist the best possible one in
consultation with the department head in head office Karachi. Ensure the receipt
and quality of goods delivered and manage installation / implementation in
timely manner.
12. Provide data for the preparation of annual departmental budget and provide
input regarding the various expenses in order to allocate and prepare for the
upcoming year and finally to carry out any other duty as assigned by the
department head.
Achievements:
1. Added 128 kanals and 6 marlas to the existing setup of 118 kanals and 11
marlas. Also removed all the bottlenecks in previously un-acquired property of
118 kanals & 11 marlas under the possession of IIL.
2. Managed to get 2 MW industrial connection for the PPRC factory in about 10
months’ time.
3. Managed to get RLNG connection of 1.2 MW for factory 3.

Manager Logistics Site Acquisition & Energization October, 2003- May 1,

Pakistan Mobile Communications Limited (Mobilink), the number brand in the


cellular horizon of Pakistan mobile telecommunication industry, currently
providing coverage in more than 30 million subscribers in more than 8000 cities,
towns & remote areas in Pakistan. The company has the distinction to surpass
the number of fixed land line operators under the flagship of Pakistan
Telecommunications Limited.

Started as a Manager Logistics (Site Acquisition & Energization), in


October 2003 and since than onwards, increase the number of cell sites in area
North, manifold. The job includes the acquisition of cell sites, signing the
agreement with the respective property owner, energizing the sites through
WAPDA, taking the approval from the respective competent authority and
removing the bottlenecks and irritants which may appear either from the
property owners or from the local government side from time to time basis. The
nature of job includes maintaining a close liaison with government departments
all the times, for the smooth and efficient running of the Base Transceiver
Stations.

Responsibilities include the following:


 To ensure the smooth and efficient functioning of Acquisition and
Energization sections of the region.
 To ensure that regional staff is carrying out the duties in accordance
with the policy & procedures laid down by the company.
 To ensure that instructions/directives issued by the Head Office are
strictly followed by the subordinating staff of the Logistics Department,
promptly.
 To ensure that updates and action taken in acquiring the sites are given
to the Head Office, in time.
 To impart instructions and directives to the logistics team by ensuring
that the team is fully aware of their duties and responsibilities.
 To monitor the performance of the staff regularly and provide advice for
the efficient execution of all tasks.
 To ensure that smooth coordination of the acquisition team is always in
place with the production, planning and transmission departments, for
the quick acquisition of sites.
 To ensure that acquisition activities are undertaken strictly in
accordance with the site implementation plan.
 To pre-plan acquisition activities and ensure that the targets are being
met. Record of all the sites must be kept in shape of hard copies.
 To ensure that the agreements are negotiated strictly as per the
company policy and as per the spirit of standard draft agreement. Any
deviation from the standard draft agreement or the company policy
shall need approval of the Head Office and should be highlighted as
well.
 To ensure that proper ownership documents are obtained prior signing
the draft agreement, which must also meet the legal requirements. Any
discrepancy must be brought into the notice of Head Office and further
action shall be taken as per the instructions of the Head Office.
Calculated risk however, must be taken to acquire a site.

 To ensure that the agreements are prepared as per the standard format
under intimation to the Head Office and dispatch the same immediately
after having it signed from the respective property owner.
 To keep a constant check on the performance of vendors acquiring the
cell sites for PMCL and inform the Head Office if anomalies observed or
reported and take actions accordingly.
 To ensure that the work stoppages, site access issues and other site
related problems are resolved in an expeditious manner and Head Office
is regularly kept informed of the latest developments in this regard.
 To ensure that the information of the rental payments is passed on to
the Head Office at least one month before in advance of the due dates
and keep a track of the timely payments of rents.
 To ensure that NOC’s are obtained from all concerned local competent
authorities after submitting the required documents alongwith the
construction layout plans.
 To ensure that NOC for the site energization obtained from the
respective property owner, for WAPDA authorities.

Achievements
 Islamabad comprehensive coverage project. Unique sorts of
arrangements were made with CDA as per which surplus CDA land was
acquired by PMCL for establishing the cell sites worth Rs.150,000/- only
per annum, per site. 55 sites were acquired under this arrangement so
far and many more sites are under process for acquisition.
 Muree and Galliyat coverage project. Mobilink subscribers were
facing lot of discomfort due to patchy coverage in Muree and Galliyat
recreational spots. To address this core issue I alongwith my team
manage to acquire 16 cell sites other than the existing sites, in less than
one month time frame. This results into making the entire curvy
mountainous areas under the absolute cellular coverage umbrella.
 Kashmir & Northern Areas Telecommunication Project. After
one of the most unfortunate and devastating earthquake of October 8,
2005 in the history of humankind, I was assigned the role on
emergency basis to make arrangements for providing cellular coverage
to the earthquake affected areas. In a brief span of few days (less than
a week) we manage to provide coverage by establishing the temporary
BTS sites, Repeater sites alongwith Mobile BTS in the cities of
Muzafarabad, Mirpur, Rawalakot and Bagh thereby providing coverage
to the major populated areas of Kashmir and connecting them with the
rest of the world. Subsequently after getting the approval from the
government of Pakistan to operate on permanent basis in Kashmir, we
acquired 42 cell sites in entire Kashmir region as part of our phase-1, in
less than 2 months time despite facing all the hardships in absence of
accommodation, infrastructure, messing facilities and above all the
inclement weather. Right now the cell sites number passed 200 in both
Kashmir & in Northern areas (includes Gilgit, Skardu, Chillas, Hunza,
Astore & Ghizer)

 FATA Telecommunication Development Programme. In order to


bring the masses of tribal areas of Pakistan at par with the rest of the
country thereby providing the facility of mobile coverage, the company
acquired 40 cell sites in phase 1, covering Khyber, Momand, Bajaur,
Orakzai and Kurram agencies under the arrangements of FATA
telecommunications development programme. After the completion of
1st phase, the same will be followed by acquiring cell sites in South &
North Waziristan agencies in phase 2. Sites have already been
earmarked in the upcoming agencies which will be followed by sites
acquisition and build out, however limited coverage has been provided
in south & north Waziristan agencies via Mobile BTS’s.
