New world Order

On September 11, 1990, President Bush addressed a joint session of Congress regarding the Iraqi
invasion of Kuwait, and he discussed "an historic period of cooperation," which he called the
New World Order. Bush claimed this new order would be:

Freer from the threat of terror, stronger in the pursuit of justice, and more secure in the quest for
peace. An era in which nations of the world, East and West, North and South, can prosper and
live in harmony.

about the start of the Persian Gulf War, President Bush used the term in explaining the
motivations and justifications for using force against Iraq:We have before us the opportunity to
forge for ourselves and for future generations a new world ordea world where the rule of law, not
the law of the jungle, governs the conduct of nations. When we are successful—and we will be—
we have a real chance at this new world order, an order in which a credible United Nations can
use its peacekeeping role to fulfill the promise and vision of the U.N.'s founders.

President Bush's New World Order involved collective security with multinational cooperation,
and it broke down Cold War conceptions and created new allies. Many people debated whether
the New World Order was a realistic foreign policy tenet or simply an idealistic approach to the
future. Critics claimed that the Bush administration did not fully articulate the goals of the New
World Order and how it hoped to accomplish them. Some were unsure whether the term was
meant as a new approach or simply a catchphrase. Realists complained that it was hard to justify
U.S. involvement in situations without a clear national interest. But others felt that once the Cold
War ended, the United States had to take on a large role as a world leader to guard against human
rights abuses, defend democratic regimes, and lead humanitarian efforts.

New world order during 20 century first, when the Woodrow Wilson has given 14 points sought
to create new world order after world war 1.DURING World war 2 Frankin.D.Roosevelt. This
concept was third time used by the Bush during Gulf crisis 1990-1991.Gulf crisis and soviet
union play an important role in development of new world order. Bush officcially used this word
when soviet union disintegrate.
Soviet along with the other state supported this act US in gulf war to become a part of new world
order.

The world and senate was not ready to accept the brand of idealism as league of nataion was
failed due to non presence of great power.Roosevelt given the concept of UN to ensuring peace
and stability through the world.He himself was neglected the importance of small states and only
emphasize the great powers cooperation for the creation of International organization like
UN.Bush during pursian gulf crisis believed in abstract concept in response to Iraq invasion of
Quwait enhance super power cooperation.

Bush criticized for lacking vision but seriously and genuinely advanced new world order concept
that how world affairs conducted after post war period.After the end of the cold war bush
administration focused on unification of Germany and fear of other communist regimes in
eastern Eureope and also by soviet leader Gorbachev their political and economic reforms in
Soviet states. End of the cold war condition new world theory included advance super power
cooperation if US acts against any aggressor less confront by the Russia and China can’t veto
UN collective security efforts. Bush extra ordinary new world order is not the broader vision
of new world order US would new welcome soviet back in to the world order. Gulf crisis is
opportunity for Russia to demonstrate in a crucial global question that it could cooperate Us
because Iraq owed RUSSIA BILLIONS OF dollars. RUSSIA QUITE Reculan to support US
against Iraq. Gulf crisis was a opportunity to US to crsystallize a feeling about a new era.

American foreign policy shifted between approaches of US unilateralism and security


cooperation.

New world order allowed Iraq aggression to be through some forms of collective security under

reasons behind the President policy :

New world order didn’t emerge in policy speeches until Iraq invasion reasons it didn’t appear

protect its interest with in the content of new era by three key dimensions.

Checking aggression rested heavily in the rule of law, 2 August, UNSC passed resolution which
condemned the invasion of and demanded unconditional with drawl. Bush said that If Iraq
refused to withdraw US Invaded against Iraq an address to the nation.if not checked Iraq
aggression challenges to the US favored states quo and global stability,

US focused on the collective action rather than unilateralism, Gulf crisis as failure of league of
nations.

determined to reverse Iraq invasion even without US or UN congress,

Moscow and Iraq reluctant to see it attacked by US lead forces from start of crises US

MOSCOW go relations aims to both wanted Iraq to withdraw soviet two groups how to approach
crisis but Moscow desperately needed western technology and economical support to transform
its economy from communism to capitalism and needed us political support.
