following:
a. Length of the parabolic curve
b. Maximum velocity of car that can maneuver on the curve to avoid
possible collision of any approaching cars.
c. Perception reaction time of the driver to avoid collision. Assume that
the coefficient of friction between tires and pavement to be
0.38+0.009*SN
