I. Organizational Context/Background
The Puntland State Ministry of Security & DDR (MOS&DDR) is working towards a vision
of a developed and a prosperous Puntland that is democratically accountable and that
upholds territorial integrity and lasting peace within and with its neighbors and where
citizens enjoy sustainable security, access to justice, the rule of law and full enjoyment of
their human rights. The MOS&DDR is vested with the mandate to strengthen strategy,
policy and coordination mechanisms and to reform and develop professionalism,
accountability and enhance capacity of the security and justice institutions in the state.

When implementing this mandate, the MOS&DDR is responsible for providing the
democratic and civilian oversight over the following entities; the State Police, the State
Intelligence Agency, other relevant security institutions. The MOS&DDR shall also ensure
effective partnership and coordination between state and non-state security and justice
actors and seek participation from parliamentary and civil society organizations.

The MOS&DDR has embarked on a programme to build its capacity to become a fully
functional Ministry, which includes the recruitment of expert advisors and officers within
the different institutions/services under its portfolio, who are expected to eventually
strengthen the institutional capacity of the ministry and other relevant security institutions.
II. Job description
The Coordination and Communication Officer shall undertake all aspects of planned
publicity campaigns, coordination and communication activities. The Coordination and
Communication Officer is responsible for the dissemination of information to the media
and the public about the events, programmes, achievements and major policy decisions of
the Ministry. He/she is responsible to establish line of communication with all security
related agencies to ensure maximum security cooperation, reviews and monitors activities
related to security plan, development of policies and procedure for security operations.

A summary of duties and responsibilities are:


• Organize and mobilize coordination meetings and conferences for the Ministry
• Coordinates ministry’s departments, advisors and other security sectors on issues
related to security activities
• Collaborate with the Ministry’s policies and procedures to develop and implement
an effective communications strategy based on the target audiences of the Ministry.
• Write, edit, and distribute content, including publications, press releases, website
content, periodical reports, speeches, and other media materials that communicate

the Ministry's activities and services.
• Assist the Ministry to respond to media inquiries, arrange interviews, and arrange
media contacts.
• Establish and maintain effective relationships with Public, media, journalists and
other partners and stakeholder’s audiences that will help advance Ministry’s work
• Seek opportunities to enhance the reputation of the Ministry, and coordinate
publicity events as required.
• Maintain records of media coverage and collate analytics and metrics.
• Proficiency in design and publishing messages, social media content creation and
media outreach
• Manage conflict as it arises and escalate to management
• Work closely with the Minister, director general, departmental directors and other
staff to develop and strengthen employee engagement activities
• Any other relevant duties assigned
III. Key Deliverables
• Coordination of meeting and other important task of the ministry by supporting
relevant departments of the ministry.
• Established line of communication and reporting framework among ministry of
security &DDR and security agencies and international partners
• Coordination meetings and conferences for the ministry and other partners
organized and mobilized
• Development and implementation of an effective communications strategy based
on the target audiences of the Ministry.
• Production and dissemination of publications, press releases, website content,
periodical reports, speeches, and other media materials
• Monthly work plan for coordination and communication activities developed
• Monthly progress achievements produced.
• Public events and stakeholder engagements published through media
• The maintenance of the website and social media, keeping them up to date,
attractive and informative
• Production of publicity materials, including email updates, newsletters, leaflets and
posters to promote the work of the Foundation.
IV. Reporting
The Coordination and Communication Officer will report to the Director General
MOS&DDR

V. Recruitment Qualifications and Competencies


Education:
Bachelor's Degree in IT, Communications, Journalism, or related field
Experience:
• Minimum of 3 years' relevant experience in a communications role and coordination
• Knowledge of desktop publishing software (InDesign/Photoshop).
• Excellent verbal, written, and interpersonal skills.
• Good time management and organizational skills.
• Proficient in Microsoft Office, content management systems, and social media
platforms

• Previous experience of working in Somalia would be an asset.
