Safety Of Life At Sea (SOLAS) Convention

SOLAS is an acronym for Safety Of Life At Sea, is the most important convention of all
international conventions on maritime affairs. SOLAS is a maritime safety standard that
must be applied to merchant vessels of a certain size and is the mother of various standards
for the construction of vessels, equipment and operations. The conference was inspired by
the Titanic tragedy on April 14, 1912, which killed more than 1,500 passengers and crew.
Solas international convention was first adopted in January 1914 by the
international organization of IMCO known as SOLAS 1914 which was a response from the
Titanic disaster. However, SOLAS 1914 was never enforced because it was only verified by 5
countries and at that time was disrupted by World War 2. On November 1, 1974, IMCO
adopted SOLAS 1974 which a year later underwent major changes. Since it was
implemented in 1974, SOLAS has undergone many changes / amendments. SOLAS 1974
regulates shipping safety standards in three aspects: ship construction, equipment, and
operations, which are spread in 14 chapters (chapters), plus the code that becomes the
derivative.
Indonesia itself as a country that is included in the IMO Council Member in
category C, has ratified SOLAS 1974 through a legal instrument in the form of Presidential
Decree No. 65 of 1980 signed by the president of the Republic of Indonesia Joko Widodo on
May 30, 2017 in Jakarta. As a consequence, the Indonesian government is obliged to make
national legal instruments ranging from laws, government regulations, to implementing
regulations, both Ministerial Regulations and Regulations General. In order for the SOLAS
convention to work in Indonesia, the Indonesian government is now preparing a legal
instrument in the form of a minister of transportation regulation (Permenhub) as a technical
regulation for its implementation.
As a member of IMO, Indonesia has ratified the legal products issued by IMO,
because of course all legal products, both nationally and internationally, aim to protect, save
lives, assets and lives of people at sea, as well as maritime ecosystems from damage, for
example SOLAS , MARPOL and STCW. This ratification will have a big influence on the
regulation of sea transportation in Indonesia because it will be carried out hormoneization
or equalization of sea transportation safety regulations in the country with those in force in
other countries. Therefore, the Indonesian government needs to retify the Safety Of Life At
Sea agreement in order to maintain maritime safety.
