Optimizing the Total Cost of Ownership of Electric Vehicles in Commercial Fleets

This manuscript proposes a two-stage stochastic program that minimizes the investment
planning decision and the operational costs of EVs. Mobility demand patterns and outside
temperature are uncertain data.

It is a interesting manuscript. The topic is quite important to the government strategies


development for the transition towards EVs.

Here are my comments/questions:

• Highlights must have 3 to 5 bullet points (maximum 85 characters, including spaces,


per bullet point).

• Manuscript is long. How many pages the manuscript have in two-column format?

• In my opinion, the literature review section could be summarized in one table to


highlight the contribution.

• page 3, line 46: What is a vehicle aggregator?

• The authors should compare the manuscript with a recent work1,2 about economic
analysis including EV.

• Table 1: EVSE not defined before: only defined at page 11.

• Page 10: "The investments in the year a0 for vehicle and charging infrastructure are
separated to allow for a variable battery capacity and distinguish between purchas-
ing...". Please, restate that.

• Equation 5 should be rewritten in a better way. It’s difficult to read.

• Is the model with 1 binary variable difficult to solve with MILP? Is this the reason to
use heuristics?
