Introduction

The target of the project, Health on the GO, is to create a convenient mobile truck as a

solution for people who are in need and could not afford medical assistance due to certain factors

mainly, financial problems and location.

The healthcare industry of which Health on the GO services is a part of the healthcare

industries that will play a key role in the economy. This is important because without health,

there will be no capacity to create wealth, in other words, health is indeed wealth. The healthcare

industry is one of the most supervised and regulated industries in most countries of the world.

The Health on the GO will basically provide transportation alongside medical care for

patient by ground. These services most often than not are provided during a medical emergency,

but they are not restricted to such instances; they are also used for non – emergency medical

transportation services.

The ambulances or vehicles as the case maybe, are usually well – equipped with

lifesaving equipment operated by medically trained employee i.e. nurses and doctors.

It is a known fact that non-emergency medical transportation services are highly essential

for disadvantaged Medic-aid recipients, for the elderly, for those who have incapacities or

disabilities or those with low incomes who have no form of transportation to access healthcare

services when the need arises.

Our project ensures that we provide highly essential non – emergency medical

transportation services with the best quality that we can give so that advanced healthcare system

will never be again limited only to those who are wealthy but also to those who are incapable of

accessing hospitals due to poverty.


In order to provide the best services that we aim to have, our project will be partnered

with St. Luke’s Medical Center as our sponsor for the medical doctors, healthcare professionals,

and volunteers, who will be coming to our mobile trucks to give proper medications and

treatment plans for the people. Our project only aims for the best health care that we can give for

free for all the people who have the least of it.

Our project aims to provide the following services:

 Optical

 Dental

 General check-up

 Consultation

 Maternal Care

 Circumcision

 Senior Citizens’ Care

 Donations

 Childcare

The fact that we are going to open our doors to a wide range of patients does not in any way

stop us from abiding by the rules and regulations governing the Health on the GO service

industry in the Philippines. Our staff is well – trained to effectively give service to our patients

and give them the proper care they deserve.


Rationale

One patient has to take two bus rides and walk a mile just to get herself and two young

children to the doctor. Another patient relies on a van service to help herself and her daughter

reach care, but she has missed three visits in the past five months.

Transportation is a core social determinant of health, or factor that impacts patient health

that is not linked with disease burden or genetic makeup. Missed appointments impact both

patient health and healthcare revenue cycle. Patients who miss appointments may see their health

and wellness deteriorate. As a result, healthcare costs can increase.

Health on the GO aims to reach out to people who has no time to visit or go to a hospital

for a regular check-up and also to help those people who are having problems financially

especially in buying medicine, maintenance and etc.

Non-emergency medical transportation is a key program for more than just state

Medicaid programs. There is a growing recognition that improving transportation access and

support for patients can help improve health outcomes and lower health costs.

Why you must choose Health on the GO? Because this project proposal is convenient

because there would be volunteer doctors who will go to your barangays to check you especially

with different specialization and Transportation assistance is both cost-effective and cost-saving.

It is also essential for disadvantaged Medicaid recipients, those who are older, or have

disabilities or low incomes who have no transportation to access healthcare services. Recipients

who own a car or can provide their own transportation may receive travel service reimbursement

for costs related to getting to their care, including gasoline, car maintenance or repair, cost of

vehicle modifications for adaptive technologies and other financial stipends to support ongoing
transportation needs. For those who are unable to provide their own transportation, because of

income, age or disability the Health on the GO service is necessary.

because there would be volunteer doctors who will go to your barangays to check you especially

with different specialization and Transportation assistance is both cost-effective and cost-saving.

Here are a few of the many different kinds of services we are offering you:

 Doctor’s Appointments: Getting to your doctor’s appointment can be a hassle when you

have a disability, a long-term illness, or if you are at an advanced age. We can offer a

convenient solution. Through our non-emergency transportation (Health on the GO) is

able to get you to your doctor’s appointment with ease.

 Routine Trips: If you need to go to a clinic or a medical facility on a regular basis such

as for dialysis treatments, we can help you out. You never have to worry about asking a

friend or going through the hassles of public transportation ever again.

 Convenience: We want to make our medical transportation services as convenient as

possible for you. When you choose our services we will select a vehicle that is suited to

your particular needs and provide you with the assistance you need to get in and out of

our vehicles.

According to Philippine Statistics Authority, every Filipino spent approximately Php

7,496.20 for their health in the year 2018. Health spending of Filipinos increased by 9.6% from

the year 2016-2017. The amount increased from Php 6,418.30 to Php 7,031.70. For the year

2016-2017, the health spending of Filipinos increased by 6.6%.


Another study of PSA showed the current health expenditures by financing scheme in the

year 2018.

Household-out-of-pocket payment (OOP) was at PhP 413.0 billion, which is more than

half (53.9 percent) of CHE in 2018. Health spending financed through government schemes and

compulsory contributory health care financing schemes was at PhP 260.6 billion or 34.0

percent of CHE. Voluntary health care payment schemes contributed PhP 93.3 billion or 12.2

percent. More than half of OOP (50.1 percent) amounting to PhP 206.7 billion were spent on

pharmacies. Hospitals received the second largest amount of OOP, at PhP 148.8 billion. Bulk of

hospital expenditures went to private general hospitals, at PhP 108.0 billion; followed by

providers of ambulatory health care at PhP 55.7 billion or 13.5 percent and providers of ancillary

services at PhP 1.7 billion or less than one percent.

The Department of Health is set to get a whopping P9.39 billion budget cut under the

proposed 2020 budget.


The huge cut in health budget is even more unacceptable with the proposed allocation of

P100 million per lawmaker in the country’s House of Representatives. The proposed lump sum

budget to be allocated for each lawmaker came under fire yesterday, Sept. 19, just as

deliberations on the proposed 2020 budget were ongoing – denying that the allocations are

anything but “pork barrel,” which the Supreme Court had declared unconstitutional in its 2013

ruling.

These data go to show that most medical expenses paid by Filipinos came from their own

money. Allowance from agencies are just a little help to our fellow Filipinos.

Health on the GO is made for Filipinos who are on the lower part of our society. For

those who can’t afford to go to the hospital or doesn’t have time to see a doctor. This project

aims to reach out to people and give quality service without the need of facing costly bills. The

team behind this project came up with this idea because they believe that it is a right for every

Filipino to receive quality medical treatment without thinking about the expensive fees of check-

up.

Our non-emergency medical transportation services are designed to make life easier for

you through convenient and hassle-free solutions.

We should strengthen our medical transportation programs and improve their efficiency,

reliability, convenience and transparency for patients, health care providers, insurers, regulators

and transportation providers. Opportunities for cost savings through Health on the GO programs

can cost-effectively provide transportation services to achieve better health outcomes.


Project Description

The purpose of this proposal is to help the people living both in rural areas and urban areas;

especially, those who live in a marginalized and populated place where health facilities are

inadequate. Health on the GO is here to help in giving proper health care and check-up for

people who cannot afford medications or cannot even reach public hospitals for their health

check-ups. This aims to promote an equal opportunity for people to receive fair treatment

because we believe that nobody deserves to suffer illness especially, when we can already say

that we have an advanced health care system. Health on the GO is a truck whose mission is to

care for people, travelling as far as our wheels can go. The following are the health truck stations

that will travel to help the people:

1. General Check-up truck – This truck provides tests to examine the physique of the

patients - the doctors will check the weight, height, heartbeat, blood pressure, blood

sugar, and other general diagnostics of the patients. It aims to check if the person has a

normal physique or there may be complications like malnutrition, obesity, high blood

pressure and other impending diseases. This check-up will help the patients to identify

their illnesses or other complications that may need treatment plan to cure it.

2. Child Care truck – This truck is intended for the general check-ups of the children. It

provides health care, particularly for the children, in order to give them the proper

treatment and medications for their diseases. It aims to help the parents know the health

condition of their children and to provide for their treatment plan to prevent more

diseases or disabilities. This truck also aims to provide the necessary vaccination for the

children in order to protect them against preventable diseases that may cause serious
problem in the future. This truck will also provide health care and dietary lessons for the

parents in order to help them become aware of keeping their children’s health a priority.

3. Dental Check-up truck –This truck provides the patients oral check-ups for their mouth,

gums, and teeth, to improve their oral health. It aims to check any suspicious oral

problems of the patients and to provide possible treatment upon the diagnosis. This will

also include free cleaning, minor fixations of their teeth, and free standard dentures for

the patients. However, complicated treatment plans like other diagnostic tests, restoration

procedures such as crowning or other advanced oral health care, will proceed to the

referral of other dentists to be done in their clinics.

4. Optical Check-up truck – This truck provides check-up for the patient’s eye sight. It runs

various tests and procedures to identify the current status of the patient’s eye sight. If

there are problems detected, basic treatment procedures can be done but if the problem is

serious, the treatment plan will continue in the doctor’s clinic as an option. This truck

will also provide free eyeglass for people who have poor eye sights but prescriptions will

only be given for those who will need special eyeglasses, contact lenses, glass fittings,

refractions and postsurgical care that will come from their optometrist in their clinics.

5. Special for Senior Citizen Health Care truck – This truck gives priority for the senior

citizens, where fast and accessible treatment will be given. They would no longer need to

wait in line for a long time to be accommodated. This truck will have general check-ups

for the seniors such as examining the condition of their blood pressure, blood sugar, bone

and muscle strength, heart condition, memory, and other health aspects. This truck will

also examine if there are any disease present for the patient, and to prescribe right
treatment upon diagnosis. Their medicines and other health care support will be given to

them free of charge.

6. Circumcision for teen’s truck – This truck provides free circumcision for boys who want

to be circumcised. This truck will provide equipment and tools necessary for a proper and

advanced circumcisions to lessen the pain and proneness to infections. This truck will

also give proper treatment and medications needed after the circumcision procedure in

order to effectively heal the wounded part.

7. Maternity Truck- This truck is specifically intended for the check-up of women,

especially, the pregnant women, for their pre-natal care. It provides procedures and tests

to check the present health condition of the mother and the child inside the womb. This

truck will provide necessary health care to promote the welfare of the pregnant women

and to treat them if there will be anomalies detected.

8. Consultation Truck- This truck is intended for people who have illnesses, impairments, or

disabilities to have a professional consultation and one-on-one conversation with the

doctors they need. It is a special area intended for attending the needs and inquiries of

patients who experience present abnormalities. It aims to provide proper treatment plans

and medications suitable for curing the diseases that the patients experience.

9. Donation Care Truck – This truck is intended for the people who are willing to donate

their blood help others and also to promote the hygiene of their body from wastes in the

bloodstream. Other donations such as medicines, food, clothes, and other health care

needs will be accepted from those who are willing to give for the betterment of others.

This Health on the GO service will last for 3 days in rural and urban areas. After the

check-up there will also be freebies and food that the truck stations will give to the patients.
In the afternoon, there will be seminars for prevention and awareness of diseases, proper diet,

and how to live a healthy life.


Project Needs and Costs
