3 “SECTION 622 - ROADWAY LIGHTING SYSTEM

5622.01 Description. This work includes furnishing and installing a roadway
6lighting system and sign lighting system according to the contract.
7
8 This work includes furnishing and installing metal lamp posts with
9brackets, luminaires, breakaway support couplings, slip base inserts, series to
10multiple transformers, lamps, electrical conductors and conduits, fittings, pole
11line hardware insulators substation equipment, concrete bases, pullboxes, and
12other materials necessary for operating and controlling the roadway lighting and
13sign lighting systems and for salvaging and relocating existing roadway lights
14and furnishing and installing all materials necessary to connect the relocated
15lights to the existing light circuits according to the contract.

17 Furnish and install the incidental parts necessary to complete the
18roadway lighting and sign lighting systems as though the contract showed such
19parts.

21 Electrical equipment shall conform to the NEMA Standards. Material
22and workmanship shall conform to the latest requirements of the "National
23Electrical Code," herein referred as the Code; General Order Nos. 6 and 10, of
24the Hawaii Public Utilities Commission; the standards of the ASTM; the ANSI;
25Local Joint Pole Agreement; local power company rules; and local ordinances
26that may apply.

72622.03 Construction Requirements.

74 (A) Equipment List and Drawings. Within 10 days following the
75 award of the contract, the Contractor shall submit to the Engineer for
76 acceptance 6 copies of a list of materials and equipment that the
77 Contractor will incorporate in the work. The list shall include the name
78 of the manufacturer, size and catalog number of the unit, detailed scale
79 drawings and wiring diagrams of special equipment, and proposed
80 deviations from the contract. If required, submit for acceptance
81 samples of the material that the Contractor will use at no cost to the State.

83 Upon completion of the work, submit an ‘As Built’ plan showing in
84 detail construction changes.

86 (B) Excavation and Backfill. Excavation and backfill shall conform
87 to Section 206 - Excavation and Backfill for Conduits and Structures.

89 Excavate carefully to prevent damage to pavements, sidewalks,
90 and other improvements.

92 (C) Installation.

94 (1) Foundations. Concrete for foundations of metal lamp
95 posts shall be Class B.

97 Locations of metal lamp posts shown in the contract are
98 approximate only. The Engineer will decide the exact location in
99 the field.

101 Forms shall be true to the lines and grades as accepted.
102 Forms shall be rigid and securely braced in place. Place the
103 conduit ends and anchor bolts in proper position, placed in proper
104 height, and held in place by a template until the concrete sets.
105 Cure the concrete for not less than 72 hours.

107 (2) Metal Lamp Standards. Install each metal lamp standard
108 on a concrete foundation. Set the shaft precisely vertical by
109 adjusting the two nuts on each anchor bolt, while the bracket shall
110 be perpendicular to the roadway centerline.

112 After the lamp standard is in its proper position, place the
113 grout under the base plate shown in the contract. Form the
114 exposed portions to present a neat appearance.

116 Grout includes one part by volume of portland cement and
117 three parts of beach sand.

119 Install metal lamp standards with breakaway design features
120 at the locations shown in the contract. install the standards with
121 breakaway design features according to the manufacturer's
122 recommendations and shown in the contract.

124 (3) Mast Arms. install each mast arm on the wood pole
125 shown in the contract. The mast arms shall be in a plane
126 perpendicular to the roadway centerline.

128 (4) Luminaires. install the roadway lighting luminaires on
129 lamp posts and mast arms with the vertical axis perpendicular to
130 the roadway and longitudinal axis parallel to the roadway
131 centerline.

133 Install the luminaires at pedestrian stairways, underpasses
134 and signs shown in the contract.

137 (5) Circuits. Encase the cables installed underground or in
138 concrete rigid barrier type guard rail in conduits or other accepted
139 encasement.

141 Before installing the wires and cables in conduits, pull a
142 wire brush, swab and mandrel through each conduit for the
143 removal of extraneous matter and verification of the absence of
144 obstructions and debris from the conduit system.

146 Pull the cables directly from their cores or reels into the
147 conduits. Do not pull off and lay the cable on the ground before
148 installation. Make the pulls in one direction only. Lubricants
149 used shall be as recommended by the cable manufacturer or
150 accepted by the Engineer.

152 Do not leave wires or cables under tension nor tight against
153 bushings or fittings. Remove damaged ends resulting from the
154 use of pulling grips soon after pulling the cable. Maintain the
155 cable end seals. Do not pull open-ended cables through the
156 conduits. Cables shall be continuous from pulling point to pulling
157 point. The Engineer will not permit splices from pulling point to
158 pulling point. Make splices, taps and terminations with
159 pressure-indented connectors or lugs as appropriate or specified in
160 the contract.

162 When requiring splicing, join the conductors by a ‘western
163 union’ type splice or by using an accepted connector. Use the
164 connectors for splicing conductors, No. 8 AWG or larger. Solder
165 the "western union" type splice by the pouring or dipping method.
166 Cable splices and termination shall be according to the cable
167 manufacturer's recommendation. Submit the cable
168 manufacturer's splicing instruction sheets for acceptance.

170 Trim the conductor insulation to a conical shape.
171 Roughen the conductor insulation before applying splice insulation.
172 Splice insulation includes layers of thermoplastic electrical
173 insulating tape not over 0.007 inches thick conforming to Federal
174 Specification MIL-7798. Apply the splice insulation a thickness
175 equal to and well lapped over the original insulation. For high
176 voltage and multiple lighting conductor splices, apply two layers of
177 synthetic oil resistant rubber tape conforming to ASTM D 119 over
178 each conductor before placing the thermoplastic tape. Then
179 cover the splice well with at least two layers of asphaltic
180 impregnated open mesh fabric tape and a coating of high grade
181 insulating paint or similar material. Leave at least 2 feet of slack
182 for each conductor at each splice.

184 Coil at least 5 feet of slack neatly near each lamp post
185 foundation at both ends of each cable run.

187 String the overhead line wires according to Chart No. 1,
188 General Order 6, Rules for Overhead Electric Line Construction as
189 amended, by the Hawaii Public Utilities Commission.

191 Wiring on the surface of wood poles shall be in rigid steel
192 conduits from ground level to 8 feet above ground and in PVC
193 Schedule 80 conduits from above 8 feet.

195 (6) Secondary Connections. Make the connections from the
196 secondary power supply line to fuse boxes with aluminum or
197 copper cable to match the existing secondary cable material.
198 Sizes shall be as specified in the contract.

200 (7) Bonding and Grounding. Secure the metallic cable
201 sheaths, conduits and lamp posts mechanically and electrically to
202 form a continuous system. Ground them effectively as specified
203 in the Code and in the contract.

205 (8) Pullboxes. Install pullboxes at the locations shown in the
206 contract.

208 install pullboxes so that the covers are level with the curb or
209 sidewalk grade or 1 inch above the existing ground.

211 Give frames and covers two coats of asphaltic base paint
212 after installation.

214 (9) Conduits. Lay the zinc-coated rigid steel and polyvinyl
215 chloride (PVC) conduits carefully in trenches prepared to receive
216 the conduits. Conduits under roadway areas and driveways shall
217 be PVC, Schedule 80 or shown in the contract.

219 Lay the conduit that will be placed in concrete structure or
220 encased in concrete to the required lines and grades. Support
221 the conduit rigidly in place by masonry material, manufactured
222 conduit spacers, or other accepted means. Wire the conduit so
223 that the Contractor will not dislodge the conduit during the placing
224 and tamping of the concrete. The thickness of the concrete
225 around the conduits shall be shown in the contract. Use only
226 hand shovels in compacting the concrete. Cure the concrete
227 jackets for at least 72 hours before permitting vehicular traffic.

229 Install the rigid steel conduit according to Article 346 of the
230 Code. Use white and tinted ready-mixed paint on the threads of
231 joints. Repair zinc-coated surfaces according to Subsection
232 501.03(G)(2) - Repairing of Damaged Zinc-Coated Surfaces.

234 Install rigid PVC conduit according to Article 347 of the Code
235 PVC conduit connections shall be of the solvent-weld type.
236 Make solvent-weld joints according to the conduit manufacturer's
237 recommendations and as accepted by the Engineer. The
238 Engineer will permit pre-assemblying sections of conduit.

240 Make directional changes in non-metallic conduit runs such
241 as bends and changes to clear obstructions with curved segments
242 using accepted deflection couplings or with short lengths of straight
243 ducts and couplings. The deflection angle between two adjacent
244 lengths of duct shall not exceed 6 O and the bends shall not have a
245 radius of less than 12 times the nominal size of the conduit unless
246 using factory-made ells.

248 Thread the fittings for connecting non-metallic conduits to
249 rigid metal conduits on the side that will be connected to the metal
250 conduit. Metal conduits entering pullboxes shall end in
251 insulating grounding bushings. Non-metallic conduits shall end
252 in end bells.

254 Cap or plug and mark the ends of conduits shown or
255 specified. Provide each conduit run with a No 10 gage flexible
256 zinc-coated pull wire or 1/8 inch polyolefin line extending
257 uninterrupted through handholes for the entire length of run.
258 Double an additional 2 feet of wire or polyolefin line back into the
259 conduit at both ends of the run

261 Ends of conduit runs shall extend at least 24 inches past the
262 face of curb or edge of pavement, unless the ends end in
263 pullboxes. Locate the ends accurately by special markers,
264 markings on curbs or as specified by the Engineer.

266 Keep the interior of conduits clean during the construction.
267 Plug the ends of conduits temporarily to keep the ends clear during
268 construction. Install the conduits to drain toward a pullbox.
269 The Contractor may consider a single run to drain toward both
270 ends.

272 (D) Painting. Furnish the metal poles and mast arms in natural
273 finish. The metal poles and mast arms require no painting.

278 (E) Electric Service. Apply for electric service at each location
279 shown in the contract and shall comply with the power company's
280 requirements. The Engineer will unmeter the service according to
281 Schedule F for multiple service.

283 Install, on multiple circuits, a laminated black and white plastic
284 identification tag to meet the local power company's requirements at each
285 source, where the State takes multiple service and on each wood pole or
286 metal lamp post supporting a luminaire.

288 Provide the secondary circuit extensions to the power company's
289 service. The Engineer will pay for permanent service connections made
290 by the power company.

292 During relocation, reconstruction or other improvements of existing
293 roadway lighting facilities, keep the existing roadway lighting system
294 operational in its entirety during hours of darkness. Schedule the work
295 accordingly and provide a temporary lighting system if necessary, to
296 keep the project area illuminated during the hours of darkness.

298 (F) Field Test. Before acceptance of the work, make the following
299 tests on lighting circuits, in the presence of the Engineer.

301 (1) Test for continuity of each circuit.

303 (2) Test for grounds in each circuit.

305 (3) A megger test on each circuit between the circuit and round.
306 The insulation resistance shall not be less than the values
307 specified in Table 622-I when measured with an instrument having
308 a voltage rating of 500 volts.

314 Correct the faults in the material or the installation revealed
315 by these tests at no cost to the State. Repeat the tests until no

318 (G) Salvaging Electrical Equipment. The contract directs the
319 Contractor to Section 202 - Removal of Structures and Obstructions,
320 regarding existing highway facilities. When shown in the contract or
321 specified by the Engineer, remove and salvage the existing electrical
322 equipment including luminaires, standards, mast arms, ballasts,
323 transformers, service equipment, and pullboxes, otherwise the existing
324 electrical equipment shall become the property of the Contractor and the
325 Contractor shall remove and dispose of the existing electrical equipment
326 at no cost to the State.

328 Underground conduits, conductors and foundations not reused in
329 the work shall become the property of the Contractor. Remove them
330 from the highway right-of-way at no cost to the State.

332 When abandoning a foundation in-place on outside the roadbed
333 area, remove the top of the foundation, anchor bolts and conduits to a
334 depth of 6 inches below the surface of the ground. Backfill the resulting
335 hole with material equivalent to the surrounding material.

337 When reinstalling salvaged electrical equipment, furnish and
338 install the materials, equipment and incidentals necessary to complete
339 the work.

341 Clean and relamp the lighting fixtures that will be reinstalled.

343 When the existing materials and equipment that the Contractor
344 plans to relocate is not according to the contract, replace them with new
345 material and equipment. The Engineer will pay for them as extra work
346 according to Subsection 104.03 - Extra Work.

348 Salvage and stockpile the existing equipment removed and not
349 reused in the work at the work site.

351622.04 Method of Measurement. The Engineer will not measure the The

361sidewalks, pavements and appurtenances damaged or destroyed during
362construction, salvaging existing materials; making required tests, furnishing
363labor, materials, equipments, tools, and incidentals necessary to complete the
364work.

367complete the installation of the system and not shown in the contract included in
368the bid price of the various contract items.
