Buildings and infrastructure have been used as a tool to stimulate the growth
of human settlements in many urban areas. All of this building start as
abstractions, this means that all of it start as an idea created by planners and
designers. The Presidential Degree No. 1096 or the National Building Code of
the Philippines are sets of rules and standards which helps designers during the
planning and design stage to provide design efficiency of a building and
structures in terms of updated design and construction standards and criteria
based on local context. When we talk about building safety, structural design
comes first in our mind. The building code stated other safety consideration in
a building e.g. construction safety, fire safety, material finishes, architectural
and space planning standards, sanitary/ building utilities, electrical, etc.
Following the national building code offers limitations and constrains in the
designs of the building, however it provides more functional and safer building
design like for example following rules dealing with fire safety. It specifies the
classification of the building, provide restrictions of construction of building in a
fire zone, types of building materials based on fire resistance of the structural
and non- structural components and fire exit distance and location based on
occupancy to prevent casualties. Building height limit and percentage of
occupancy are also stated on this code. The value varies according to its
classification like for example institutional building has a maximum of 15 meters
of building height limit, cultural building with a maximum 30 meters of building
height limit, etc.
Since I am taking my thesis this semester, studying this rules and standards will
help me understand better how to attain a healthy, safe and environmentally
friendly design. This rules and standards should reflect in my design in order for
it to be functional.
