THEORETICAL FRAMEWORK

Multiple exposures to situation involving the same concept are examples of using

repetition to both reinforce and enhance learning. Students also need opportunities to perform

technical skills. As with the development of proficiency in athletic or artistic endeavors,

repetition of skills gives the student the body sense that helps to reinforce the performance. With

each successive performance, the skill is accomplished with greater fluidity and ease, moving the

student to a higher level of psychomotor learning (O'Connor, 2005) The Board of Nursing

created the Committee on Competency Standards Development in collaboration with

Commission on Higher Education Technical Committee in Nursing Education with the primary
goal to develop the competency standards of nursing practice in the country. The project was

conceptualized in April 2001 as one of the key projects of Board of the Nursing as commitment

to call for the development of regional core competency standards for the Western Pacific and

South East Asian region as well as International Council Of Nurses. Article 3 section 9 (c) of

R.A. No. 9173 known as the “Philippine Nursing Act of 2002” gives its legal basis; states the

Board will monitor and enforce quality standards of nursing practice necessary to ensure the

maintenance the efficient, ethical, technical, moral and professional standards in nursing practice,

taking into account the health needs of the nation. It is incumbent upon the Board of Nursing

therefore to take the lead in the development and implementation of standards to warrant the

health of the public, maintain the public trust and promote the integrity of nursing profession.

The Bachelor of Science in Nursing is a four-year program consisting of general education and

professional courses. Professional courses begin in the first year and threads through the

development of competencies up the fourth year level. The BSN program provides an intensive

nursing practicum that will refine clinical skills from the first year level to ensure basic clinical

competencies required of a beginning nurse practitioner. The BSN program aims to produce a

fully functioning nurse who is able to perform the 11 competencies under each of the Key Areas

of Responsibility as enumerated in Article IV Section 5 in CHED Memorandum Order (CMO)

No. 14 , Series of 2008. The nurse should demonstrate competence in Safe and quality nursing

care.
