Act. The principle of collective ministerial responsibility is central to the functioning of Cabinet, which is supported by the convention of Cabinet confidentiality. The strict observance of secrecy in relation to Cabinet deliberations enables full and frank discussions to be had before Ministers arrive at agreement.
