1. How long have you been in office as a barangay chairman?

- My name is Nestor S. San Pedro; I’ve started on July 2, 2018 serving in this
barangay.

2. What is your political principle?


- My principle is Malinis, Malaya, at Aktibong Pamamahala sa Barangay
Pulong Yantok.

3. What are the difficulties of being a public servant?


- Community growth. Working toward growing and expanding
communities is important for a variety of reasons. Organizing and planning
within communities creates opportunities for employment and boosting the
economy. Community growth incorporates the community’s goals for the
society, economy, culture and environment.
- Strategic Planning. Provides a roadmap for what steps the community
needs to take and when they need to take them to develop the
community. Responsible planning creates a systemic process that
anticipates and plans for the future while managing time constraints and
the budget.
- The Budget. The budget links to a broad view of the community’s goals
and focuses on getting the best outcome-based value. Well-managed
budgets provide government employees with the satisfaction that they’re
contributing directly to the community’s overall health and well-being.
Budget planning keeps officials up at night more often than it should
because of the challenge of balancing short and long term perspectives
and creating openness and transparency to the public on how the council
is working toward reaching its goals.
- Increasing Citizen Engagement. Was another concern for public officials,
though it ranked very close to the other issues. Public input is an important
part of the democratic decision-making process and it often influences
public decisions that impact the community’s future. The public provides
new ideas and exchange of information that builds mutual responsibility
and accountability for the board and the public.

4. What are your long term plans for your barangay? Why?
- Infrastructure is not just a matter of roads, schools and power grids. It is
equally a question of strengthening democratic governance and the rule
of law. Without accountability, not only of the government to its
people but of the people to each other, there is no hope for a viable
democratic state.

5. What is the organization of the barangay officials? What are the functions
of each?
- Committee Chairman Sip. Working hand in hand to promote good
governance in their specialized committee.

6. What are your policies and programs for the following:


a. Health- Help in the conduct of the Anti-TB educational Campaign and
extend financial Support where necessary and appropriate.
- Coordinate and/or report to the Department of Agriculture and
Department of Health, any clinical signs among the constituents.
- Strictly enforce the provisions of the Code on Sanitation and other
related laws and ordinances in order to prevent and obviate possible
outbreak of water and food-borne diseases and to safeguard the
health and safety of the public, particularly the students and
personnel of various schools.
- Cause of the enactment of ordinances, where there is none, or
review existing ordinances, in support of overall HIV/AIDS prevention
in control efforts.
- Feeding Program.
- Libreng Gamot.

b. Women - Implement the Magna Carta for Women by establishing a


Barangay VAW Desk.
- Gender and Development Training.

c. Youth - Organize and Chair the Barangay Physical Fitness and Sports
Development Council.
- Adopt and implement an Integrated Year-Round Plan of Action on
Community-Based “SPORTS FOR ALL” Policy.

d. Educational - Coordinate and work closely with the Bureau of Non-


Formal Education (BNFE) of the Department of Education (DepEd),
Department of Budget and Management (DBM), Department of Social
Welfare and Development (DSWD), the DILG and other government
agencies and non-government organizations in the development and
implementation of literacy and non-formal education.
- Distribution of School Supplies.
- Supports in school’s projects.

e. Peace and Order - Organize and chair the Barangay Anti-Drug Abuse
Council (BADAC), create the different Committees under BADAC and
ensure its functionality.
- Organize and chair the Barangay Peace and Order Committee
(BPOC) as the implementing arm of the municipality POC at the
barangay.
- Sustain functionality of the BPO’s by conducting regular meetings,
trainings and other capability-building activities.
- Lead the formulation of the Barangay Peace and Order and Public
Safety (POPS) Plan in accordance with DILG.
- Maintenance of peace and order in the barangay such as list of
members of barangay assembly and have the same posted in a
conspicuous place within the barangay, records of all inhabitants of
the barangay containing the following items of information: name
and address, place and date of birth, sex, civil status, citizenship,
occupation, and such other items of information as may be
prescribed by law or ordinances.
- Monitor and coordinate the implementation of peace and order
programs and projects at the barangay level.

f. Livelihood - Welfare of Senior Citizens. Establish and allocate funds for


the Senior Citizen’s and Day Care Centers.
- Lead the observance of the Annual Linggo ng Katandaang Pilipino
Celebration every last week of October of every year.
- Lead in the observance of the National Children’s Month.
- Initiate the creation of a Committee to plan and implement
programs activities to ensure a wider and more active participation
of the private and public sectors in the nationwide observance of the
Family Week every last of September of every year.
- Support the campaign and advocacy for the elimination of child
labor by actively participating in sessions and other activities relative
to child labor.

7. Do you have any problems encountered regarding your policy and
program implementation? If yes, what are those and how do you address
them?
- None.

8. How much is your budget annually for your barangay? How do you
allocate them?
- The annual budget is Php 4,475,000.00.
- Allocation Percentage: 10% SK Fund, 20% Development Fund, 5%
BDRRMC, 5% GAD Plan, 1% Education, 1 % Resaved Fund, 55%
Personal Services, 1% Senior Citizen and 2% Himlayang Barangay.

9. What are the things/areas do you think needs to be improved in your


barangay?
- Concreting of National roads and Streets.

10. What legacy do you want your constituents to remember about you?
- Each of us lives on in the memories we create, in the systems and
practices we set in place, and in the lives we touch. We guarantee
that what people will say about you will not be about what you
achieved for yourself but what you achieved for others. Not how big
a campfire you built but how well you keep others warm, how well
you illuminate the night to make them feel safe, and how beautiful
you left the campsite for those who would come after you build a
fire.

11. What is your vision for your barangay?


- Paunlarin ang barangay sa gawaing pangkalusugan,
pangedukasyon, pang-agrikultura, pangkatahimikan at mga
gawaing para sa masa.

12. What ordinances were successfully implemented in your barangay? Give 2


examples.
- Aso mo, tali mo
- Bawal ang maingay na tambutso
13. What problems/concerns does your barangay have at present? How do
these problems affect your barangay? Give 2 examples.
- Concern about waste. It affects our barangay by making people
here in our community get sick.
- Concern about Asian Swine Flu (ASF). It can affect the livelihood of
piggery owners.

14. What have been your accomplishments as a barangay official? How were
you able to help the people of your barangay through your
accomplishments? Give 2 examples.
- Most of the streets were constructed and installed street lights. It
lessens road accidents.
- Strengthening campaign against Drugs. It lessens the drug abuse
cases.

15. As a barangay official, what do you consider as your most challenging


responsibility? Why?
- Managing Budgetary Demands. The need to prepare a Barangay
Development Plan (BDP) is in accordance with the budgeting
principle that “local government budgets shall operationalize the
approved local development plans” as mandated. Without the
priority programs and projects embodied in the plan, there is no basis
for the programming of funds and therefore no basis for budgeting.

16. Do you have a platform in promoting the cleanliness and orderliness of the
environment? What are those plans and projects?
- One of the ways to address this problem is to organize clean up drives
in the community. These clean up drives should be done regularly
and also people need to be encouraged to participate. However
there are times that barangays seldom organize clean up drives and
there are also times that people aren't aware or sure if there are
clean up drives that are implemented in their area that's why they
can't participate. In order to see a positive change in the
environment, we want to promote the importance of clean up drive
and call the attention of the constituents to strictly and regularly
implement this, and also to encourage constituents to actively
participate in those kind of programs and to make cleaning their
environment a habit without waiting for someone to tell them to do
so.
- Our projects are Clean and Green Brigade, Tree planting and Weekly
Palinis.

17. How would you communicate with the residents in dealing with pollution
and keeping your barangay clean?
- During barangay assembly and also in our Facebook page.

18. Where does the barangay usually gather all collected garbage? Do you
have a Material Recovery Facility in barangay?
- in Sideways of the national road. Segregated the non-
biodegradable, biodegradable and recyclable. Also we have
material recovery facility located at Purok 6, Pulong Yantok Angat,
Bulacan.

19. Have there any projects conducted in the past that promotes
environmental conservation?
- Yes, the Material Recovery Plan.

20. Do the barangay have a 24/7 security patrols? If yes, how does the
schedule of each and their usual functions?
- The barangay tanods brigade plays an important role in the
development and progress of the barangay. It is one of
implementing mechanisms of the Barangay Peace and Order
(BPOC), which has the primary task of ensuring that peace and order
prevail in the barangay. Peace and order in local communities
translates to a sense of a shared feeling of security among the
citizens. People who have this sense of security are more likely to
participate in community activities that aim to improve the livelihood
and well-being of all. In this sense, the maintenance of peace and
order is part of the foundation for genuine, community-based
development. The scheduling of 24/7 security is from 9:00PM to
4:00AM.
