5 MINUTES OF THE MULTI – SECTORAL CONSULTATIVE MEETING RE:

6 “RELOCATION OF TUGUEGARAO CITY AIRPORT TO SOLANA-TUAO-PIAT-
7 BOUNDERY” HELD ON AUGUST 22, 2017 AT THE EVENT’S PLACE- HOTEL
8 CARMELITA, TUGUEGARAO CITY, CAGAYAN.

10 I. OPENING PROGRAM

11 The forum started with a prayer followed by the singing of the Pambansang

12 Awit, Cagayan Hymn and Tuguegarao City Anthem.

14 Ms. Estelita U. Dayag introduced and acknowledged the following guests and

15 participants: The City Officials of Tuguegarao City, Tuguegarao City Employees,

16 Honorable Governor Manuel N. Mamba, Provincial Government Employees,

17 Barangay Officials of Tuguegarao City, Members of Civil Development Council,

18 Members of the Senior Citizens of Tuguegarao City, Toda Members of Tuguegarao

19 City, Bankers Club of Tuguegarao City, Members of the Academe headed by

20 different Educational Institutions, Media man, Regional Director Ferdie

21 Tumaliuan of NEDA and other employees of NEDA, Religious Group, Msgr. Ben

22 Lasam, Father Barut, Iglesia ni Cristo and Pastor Bunsoc of TMEC

23 Honorable City Mayor Bienvenido C De Guzman II, welcomed Honorable

24 Governor Manuel N. Mamba.

25 Honorable Governor Manuel Mamba welcomed and acknowledged the guests

26 and participants in the forum. He said that, he proposed a Resolution in Regional

27 Development Council for the coming out an International Airport or Regional

28 Airport for Region II. He also gave his 2025 vision for the province. He stated

29 that for the past decades, no planned out for the province. He said that, as much

30 as he want, he don’t like to transfer the Tuguegarao City Airport. He stated that,

31 the construction of International Airport will ultimately affect the domestic

32 airport. He said that CAAP already inspected Piat area and said that they need

33 300 hectares and Tuguegarao Airport is only 43 hectares, which he said, lacking.

34 Furthermore, he said that Tuguegarao City Airport impedes the progress of the

35 province. He also said that half of the City is flooded in times of rainy season

36 which will be one of the problems. The implementation of International Airport

37 needs 3kms of run way. Furthermore, he said that he already coordinated the

38 matter to Sec. Tugade.

39 II. OPEN FORUM

40 Vice Mayor Danilo Baccay s that he does not entirely oppose the

41 development of International Airport but the development plan must be

42 coordinated to the City of Tuguegarao.

43 Governor Mamba clarified the matter that instead of “transfer” a “new”

44 international area. Ultimately, the. The traffic congestion in Tuguegarao City,

45 Atty. Jefferson Soriano, a resident of Tuguegarao made his statement on the

46 matter. He said that the current impression of the people of Tuguegarao is that

47 the domestic airport of Tuguegarao City will be transferred to the Tri Bounderies

48 of Solana, Tuao and Piat. He further said that he also heard of this while he

49 joined politics in 2013. Though he understand the wisdom of the proposal

50 however he is hoping that the people of Tuguegarao will be enlightened of the

51 construction of the regional airport because the presentation of the proposed

52 project before is entirely different to the real intention of the provincial

53 Government of Tuguegarao. The sentiment at this time, is that the people of

54 Tuguegarao do not like rthe airport be transferred to the Tri Boundery because

55 since time immemorial. He added that Tuguegarao City is the face of Cagayan

56 and the face of region II and that whatever happens in Tuguegarao reverberates

57 throughout the region not only in Cagayan. In response, Governor Manuel

58 Mamba said that as a compromise, they will come up first with a resolution for

59 the funding of the Feasibility Study (FS) for the proposed international airport.

60 Aty Jefferson suggested that when the provincial Government of Cagayn come

61 up with a resolution, the FS should not be solely conducted in the Tri Boundery

62 but also in the eastern part of Tuguegarao. And if the feasibility study will come

63 up with the 300 hectares, the city will allot funds for the purchased of the Lot.

64 The Governor agreed on the matter.

65 Jonathan Dominguez, a retired post man, a current member if the civil society

66 organization and a resident and a resident of San Gabriel, Tuguegarao City made

67 a statement that the proposal is very helpful for the economic progress of the

68 whole Cagayan. However he questioned the good governor that If in case, the

69 said project will be pushed through will it still continue after his Last term as

70 the Governor of Cagayan. The Good Governor said that it will still continue

71 because once a resolution is passed by the Regional Development Council

72 regarding this project, it will automatically become a project project of the

73 national Government. He added that the creation of the international airport will

74 take 10 to 15 years.

75 Mayor Ben made a statement that after the consultative meeting, he will going

76 to meet the City Planning Office and the City Engineer and will task them to look

77 for 300 hectares at the eastern part so that the resolution will include tuguegarao

78 City,
