A Semi-presidential system Is a system of government in which a president
exists alongside a prime minister and a cabinet, whit the latter two being
responsible to the legislature of a state. It differs from a parliamentary
republic in that it has a popularly elected head of state, who is more than a
purely ceremonial

Figurehead, and from the presidential system in that the cabinet, although
named by the president , is responsible to the legislature, which may force the
cabinet to reign through a mention of no confidence.

How the powers between president and prime minster are divided can vary
greatly between countries

Characteristics Of Semi-presidential System Of Government

The characteristics of semi-presidential system mainly depends on the actors


constitutionally enshrined within the state. In terms of semi-presidential
system of government the relations of president, the parliament, prime
minster and government officials are at the center of political processes. At
the same time in the case of less-developed party system, the essence of
political game is conditioned whit the powers granted by the constitution.

The strategy of the actions of the above mentioned political actors is derived
from the authority provided by the constitution. Thus within the semi-
presidential system the appointment of the prime minster depend not only on
the president’s and parliament’s preferences and authorities derived from the
constitution but also on inner or party organization of legislative body.

Among the issues subject to research in semi-presidential form of


government is defining in which cases the forming government is more
accountable to the president and which cases to the parliament . whether the
process of government formation will cause a conflict between the branches
of government, which in its turn will lead a political crises or not?

While analyzing the features of semi-presidential system, specialist discuss


not only the relations formed between the president and the parliament, as
they do while analyzing presidential form of government, the relations formed
between the government and the parliament as they do in the case of
parliamentary system , but also consider the relations formed within the
executive body between the parliament and the prime minster. So while
studying the semi-presidential form of government one should consider the
factor of the relations among executive body. Right the above mentioned is
considered to be the main feature of the semi-presidential way of government
differentiating it from other systems.
Another character of semi-presidential system is that the stability of the government depends on the
proportion of the political powers in the parliament. The existence of weak government is possible in
case of split parliament. In the countries having semi-presidential system, where there is stable ruling
majority or split parliament ,the form of government is closer to be presidential system, and such
conditions make good bases to form technical government. From the other side the absence of ruling
majority or split parliament can result in ineffective and unstable action of government.
