Bengal's Cooch Behar district.
Background
Party in power: INC (Indian National Congress)

Party in power: JDU (Janata Dal (United))

Initially, the man was thought to be an illegal immigrant from Bangladesh.[18]

The accused was later named as Syed Farid Khan, a 35-year-old used car
businessman. Originally from, Karimganj district of Assam, he had been living
in Nagaland for 8 years. He was married to a Naga lady for 4 years and had a
three-year-old daughter.[18][19] Two of his brothers were in the Indian Army.
Another brother had died in service during the Kargil War. His father had retired
from the Military Engineering Service (MES) of the army.

On 6 March, it was reported that the police were examining the CCTV footage
from the Dimapur hotel where the rape had allegedly taken place.[19] The
Superintendent of Police, Meren Jamir said that the footage showed the girl
entering and leaving the room with the accused.

On 8 March, Inspector-General of Police Wabang Jamir said from initial

medical report it appeared the girl was raped and that the samples had been
sent to a forensic lab.

The police found that most those who had joined the mob, had come in
response to comments on two blogs: The Naga Blog and Naga Spear. The
protest march was initially intended to condemn the rape, but it became
politically motivated. Soon afterwards, the district collector was asked to
handover the accused but he refused. The mob kept vandalising sites and
photographs were uploaded to the blogs. After the administrator of Naga Blog
began deleting posts, the people moved to Naga Spear. Instant messaging
apps were also used to increase the size of the mob. The mob believed that
they were lynching a Bangladeshi.
Executive Action
Investigation has not begun

Police sources say, 3 of the assailants (Prakash, Manoj & Shivaraj) have been
taken into custody.
Case has been registered in the jurisdictional Kankanady police station. The
vehicle and the cattle were also taken to the police station.

By 8 March, 22 people had been arrested in connection to the lynching. The

arrests were made after the police analysed the video clips of the incidents.[39]
[40] By 9 March, 43 people had been arrested in connection to the lynching.
[11]

Of those arrested, 25 were identified as the "core mob" group.

The police came to know about the incident after "two" days that was also only
because of viral videos on twitter and other social media cites.[119] Police
arrested both suspects and victims as according to police, victims did not
sustain any "serious" injuries and the cow vigilantes had informed them that
victims were allegedly carrying 150 kg of red meat in an auto rickshaw and a
two-wheeler from Khairi village, police seized the meat, the three-wheeler and
the scooter and sent them to Judicial Custody for Allegedly Carrying Red Meat
as possession, transportation or sale of beef is illegal in Madhya Pradesh.[124]
[119] Five suspects were also arrested under IPC Sections 143, 148, 149, 341,
294, 323 and 506 and also Section 25 of the Arms Act.[124]

Thirteen persons have been arrested for their alleged involvement in the
lynching of the two youths.
