Besides its close coordination and cooperation with its Movement partners, notably with National
Societies and the International Federation, the ICRC coordinates its humanitarian response with other
relevant actors –be they State or non-State authorities, UN agencies, international, regional, national or
faith-based organizations
The International Red Cross and Red Crescent Movement is a global humanitarian network of 80 million
people that helps those facing disaster, conflict and health and social problems. It consists of the
International Committee of the Red Cross, the International Federation of Red Cross and Red Crescent
Societies and the 191 National Red Cross and Red Crescent Societies.
RECENT ACTIVITIES
The main activities of the International Committee of the Red Cross (ICRC) are conducted in the
field of economic security, health, forensic science, water and habitat.
Among the people who receive help from ICRC can be mentioned civilians, women, children,
detainees, internally displaced people, migrants, refugees, asylum seekers, and people with
disabilities.
Treating and caring for the wounded and sick in armed conflict, other major violence and natural
disasters has always been the fundamental activities of the International Committee of the Red
Cross (ICRC).
While the traditional health activities (first aid, war surgery, physical rehabilitation and health
care in detention) have lost none of their relevance, the ICRC has made a clear commitment to
providing high quality and accountable health programs, primary health care, mental health and
psychosocial support.
Perhaps one of the most daunting humanitarian crises in decades has been the refugee crisis.
Across the Middle East and Europe, Red Cross and Red Crescent Societies are responding to the
growing refugee crisis. Millions of refugees are fleeing conditions in Syria, Iraq and Afghanistan
and The Red Cross is working in numerous countries to help as these families migrate from their
homeland in search of a better life.
The International Committee of the Red Cross (ICRC) is mandated by the Geneva Conventions
to protect and assist victims of armed conflict and violence. ICRC workers are on the ground in
Syria, supporting the Syrian Arab Red Crescent (SARC) and Red Cross societies in Lebanon and
Jordan to provide urgently needed assistance.
The Red Cross helps the refugees by providing them with food, clothing health services, shelter,
financial support, psychosocial support, and reconnecting families separated by the crisis.
In such broader crisis, Red Cross and Red Crescent societies are not responding independently of
each other, but rather take decision-making at a global level.
In Europe, for example, the organization provided humanitarian aid in the case of the conflict in
eastern Ukraine: according to reports, over 2.8 million people had been displaced and over 9,600
killed since the fighting erupted in 2014. The ICRC continued to work in proximity to those
affected, in certain areas, such as Crimea.
Other activities are providing support in the case of natural disasters and crisis. For example, in
the case of Malawi Food Crisis the Global Red Cross network provided the most vulnerable
people with food packages, emergency health services, hygiene promotion and agricultural
support and continued to monitor the ongoing disaster through its Red Cross partners in the
region.
In the case of Panama floods from 2012 The Panamanian Red Cross assisted with search and
rescue, medical care, and damage assessments.
MODES OF ACTION
The ICRC uses the following modes of action:
persuasion: confidential representations to the authorities that aim at convincing them to
enhance respect for International Humanitarian Law and other fundamental rules
protecting persons in situations of violence
mobilization: activities aimed to directly provide services to people in need
support: activities aimed at providing assistance to the authorities so that they are better
able to fulfill their functions and responsibilities
substitution: activities to directly provide services to people in need, often in place of
authorities who are not able or not willing to do so
denunciation (resorted to by the ICRC only in exceptional circumstances and under strict
conditions): public declarations regarding repeated violations of IHL or other
fundamental rules protecting persons in situations of violence committed by specific
actors
The ICRC employs these different modes of action depending on the situation, the problems
encountered and the objectives to be achieved.
RESULTS
The ICRC helps countries cope with the effects of conflict and other situations of violence and
the results are visible on many levels in accordance with the field of action.
Violence-affected people obtain primary health-care services.
Displaced people meet their basic needs with emergency aid
Victims of sexual violence receive care within 72 hours of their assault
Conflict-affected households work towards restoring their livelihoods
Detainees contact their relatives through family-links services
Urban and rural communities have a more reliable water supply
Communities learn more about their role in contributing to the protection of violence-
affected people
Malnourished children are treated at therapeutic feeding units
Detainees in some prisons have better living conditions
Disabled people receive physical rehabilitation services
Victims of sexual violence obtain medical and psychosocial care
Displaced civilians meet their most urgent needs
Weapon-wounded people receive suitable medical treatment
Returnees to violence-affected areas rebuild their homes with shelter materials from the
ICRC
People in drought-stricken areas grow more food, thanks to better water supply and
materials
Refugees and migrants restore contact with their relatives
Communities have access to potable water
CONCLUSIONS
The International Red Cross and Red Crescent Movement is a vital component for the purpose of
UNO in maintaining peace and security. The overarching goal to address the needs and
vulnerabilities of people affected by armed conflicts and other situations of violence together
with the core principles of its action: humanity, neutrality, impartiality, and independence make
the IRCR an important global actor. We are living in an unstable world, tormented by conflicts
and environmental problems, thus the worldwide presence of an organization which provides
humanitarian aid is imperative and essential.
