BLOG : Weaving hearts into one ( Habiin ang pusong Pilipino)

Our country is not a stranger when it comes to natural disasters.


Being located near the Pacific Ring of Fire proved to be an insolence for the community bringing
about the downfall of any country. Typhoon Yolanda, Eruption of Mt. Pinatubo, Moro Gulf
Earthquake and Tsunami. These are one of the worst disasters that the Philippines have
encountered and from time and time again, we have stood up to these disputes.

Manila, is considered one of the most vulnerable and exposed areas in the path of cyclones
and tsunamis or earthquakes. It has a high risk of hazard, vulnerability and a low capacity in
mitigating calamities. 11,855,975 people are exposed to these hazards. In Sampaloc Manila, these
issues or discords keep occurred in the community because there isn’t enough evacuation facilities
to accommodate everyone. There is also not enough knowledge or people lack awareness in
knowing the disasters. One solution that can help raise awareness is by heading seminars, teaching
best practices to help mitigate the risk and prepare when a natural hazard occurs.

Last Friday, I went to the local barangay 397 in Sampaloc Manila. I have interviewed the
barangay kagawad and he answered multiple questions regarding the disaster risk, reduction and
management.In Barangay 397, they have constructed a plan in mitigating the hazards occuring in
the area.Recently, there has been two earthquakes that happen in the vicinity however it only
procured minor affects tot he community.Typhoon Tisoy also hit the area alerting most of the
citizens to be prepared. According to him, one of the worst cases that they have experience is the
flooding of the barangay due to heavy rains or storms. In knowing updates about the typhoon,
PAG-ASA sends them a text message as a reminder to be prepared for the upcoming hazard.
Calamities don’t happen to frequently in the area since most people go back home to their province.

Vulnerability, Elements and People at Risk Assessment


Since the place is located in NCR manila, it is exposed to vulnerability. Despite that, the barangay
has done it’s best in making the place safe.As of now, all buildings that have been labeled
dangerous have been taken care of. There are still some old buildings present that could be in risk
of collapsing. However, that have been requested to get rid off due to it’s collapsing state. Only
some people near the area will be affected if this happens but they are already on the move to fix
this problem.

If the vicinity has become flooded because of the storm surge,many stores will shut down and also
employees cannot go to work. It concurs a huge impact in the community that many citizens will
be in danger. Their livelihoods,school,work will be affected also. One of the most safest place in
the barangay is the institution, University of Sto. Tomas. It has been built to mitigate the effects
of hazardous disasters. The UST field is where evacuation will occur for the masses. According
to the barangay kagawad, there is no dangerous place and if there is in need of help, they have
asked the President to aid them in their recovery. To address the vulnerabilities, I think the
barangay should hold seminars and more projects with regards to this issue.

Capacity and Disaster Management Assessment

The barangay has discussed plans in ways to recover,rehabilitate,mitigate and lessen the
impact of disaster in their community. They usually give out reminders to people and they
possess some first aid kits and medical supplies for injuries. Their plan in DRRM
management involves giving out basic neccessities such as food and water to the masses. They
also have a evacuation plan which would direct to the UST field, that was aforementioned a
while ago. As of now, they do not have any programs about disasters risk and reduction
management. The people who leads when a calamity comes are the barangay officials. Some
actions that can be done is that they should have a back up plan in case the President couldn't
adress to their concerns.

According to the barangay council, they have place these containers where plactic bottles shoul be
placed aroud the vicinity to help in recusing waste management.

Another is a “TAPAT KO, LINIS KO” project, where citizens living in that area would be
responsible enough to clean their area to lessen the litter in their place.

Lastly, “Kung Mahal mo ang buhay mo, Droga ay iwasan” project which they facilitate and
thorougly inspect the whole barangay.

FACTS
REALIZATION

It is true that Manila is still indeed quite unprepared in mitigating the calamities and disasters.
Many settlements in the Philippines are exposed to being in a state of hazard. A 10 year study was
conducted by The 2004
Metro Manila Earthquake Impact Reduction Study (MMEIRS) projected a 7.2-magnitude quake,
and they have concluded NCR residents are still unprepared for the violence that will kill up to
30,000 persons. Depite that, each barangay still does their best to have a safe and a secluded
environment for everyon. I have also discern that the barangay is concern with their citizens and
even a small thing could make a big difference.Such as the waste management projects being done
by them. I would also want to help spread awareness in being resilient and mitigate potential risk
in the community.

The Metro Manila disaster narratives reflect a cycle of maladaptation. For


example in 2009, the Ondoy floods killed hundreds of NCR residents, destroyed
homes, and created a new brand of used automobile: the "not flooded." As usual,
the intelligentsia and middle class were quick to blame their inconvenience and
damage on informal settlers and garbage in the rivers, creeks, and urban drainage
system. It was as if the "squatter" people and waste were of one category.

It’s population density and economic activity annually increases in NCR, the
extremely high level of exposure multiplies the risks to life and property. Metro
Manila’s population, which amounts to 11,855,975 (2010 census), is exposed to the
hazards.

Typhoons
Around 20 typhoons hit the Philippines each year. Most typhoons occur from June to
November. There may be flooding and landslides.

Earthquakes
The Philippines is in an earthquake zone. On 22 April 2019, a 6.3 magnitude earthquake
struck north eastern Luzon and was felt strongly in Metro Manila. A further earthquake of
magnitude 6.2 occurred in Eastern Samar province on 23 April.

Volcanoes
There are numerous volcanoes in the Philippines, any of which can erupt without warning.
Sudden steam and ash explosions may occur at any time. . Check news reports and follow
local advice before travelling to volcanic areas. Avoid volcanic areas during and
immediately after heavy rainfall when there’s increased risk of lava flows. You can find

Seismology (PHIVOLCS) website.

The eruptive activity of the Mayon volcano in Albay Province (Bicol region) has reduced
since 2018, although it remains at a moderate level of unrest with a risk of sudden
eruptions, lava collapses and ash fall. The Philippine Institute of Volcanology and
Seismology (PHIVOLCS) has lowered the alert to level 2 but an exclusion zone remains in
place. If you’re in Albay Province, you should follow the advice of the local authorities,
including the advice not to enter the designated danger zone. You should remain vigilant
and follow developments on the PHIVOLCS website.

Ash plumes can affect air quality and have an impact on health. A properly fitted face
mask may provide some protection. If you have any pre-existing respiratory conditions,
you might be at increased risk of triggering or worsening your symptoms. Additional

Vulnerability is the lack of social, economic, and knowledge-based resources.

Hazards (not to be conflated with the disaster event), are imminent dangerous geophysical
