personnel shall adhere to guidelines in the proper use, maintenance, protection and
preservation of ICT facilities, equipment, information and communications systems, data
and information of the PNP which are property of the organization that requires honest
and responsible stewardship and due diligence to keep the same working efficiently.
To achieve the above purposes, the following guidelines are hereby prescribed:

2. BACKGROUND:
To guarantee that the PNP organization will reap the benefits brought about
by technology, the organization‟s ICT systems, facilities, processes, and other
resources must be managed properly and effectively. Therefore, it is fundamental that
the deployment of ICT personnel is governed by a specific policy that ensures the
assignment of the right person to the right job. And so, the establishment and
maintenance of the PNP ICT Management Eligibility List (PNP ICTMEL) is necessary.

For purposes of this Memorandum Circular, the following terms are defined
as follows:
o. IT Specialist – a person who has work experience for at least three (3) years
in the field of information and communication technology particularly as either
a Systems Analyst, Software Engineer, Computer Programmer, Information
Security Officer, System Administrator Network administrator, IT Project
Manager or other professional work in the field of Information Technology
(IT).
v. PNP ICT Family – all PNP units performing ICT functions to include the
personnel assigned thereat. For purposes of this CMC, the PNP ICT Family
includes the Directorate for Information and Communication Technology
Management (DICTM), Information Technology Management Service (ITMS),
Communications and Electronic Service (CES), and their subordinate offices
in the regional, provincial, city, and municipal levels.
f. Both the ICTSC and ICTMEAB shall be formally organized through the
issuance of official order by DPRM.
There shall be five (5) categories for regular management positions in DICTM,
ITMS and CES and a reserve category with the description and criteria as follows:

e. PNP Personnel who were recruited by ITMS and CES, and whose names
were included in the PNPICTMEL, shall be given top priority to occupy
Table of Organization (TO) positions in the ICT family provided that they are
qualified to the position.
Any personnel may be dropped or removed from the ICT Eligibility List by the ICT
Steering Committee (ICTSC) for Category I positions, or by the ICT Eligibility and
Placement Board (ICTMEAB) for Category II-IV positions, after having been found guilty
of any of the following causes:
a. Grave misconduct defined under PNP Rules and Regulations and Code of
Conduct of Ethical Standards for Public Officials and Employees (R.A. No.
671l3, as amended);
Any PCO, PNCO or NUP presently assigned with the ICT family who lacks any of
the required eligibility shall be given three (3) years upon the effectivity of this CMC to
comply with the requirements. Failure to take and complete the required course or
other mandatory requirements (enumerated in the Category Matrix) shall cause his/her
reassignment outside of ICT family.
During this period the DICTM shall program the conduct of sufficient number of
ICT eligibility course to ensure that members of the ICT family will be given the
opportunity to comply with the mandatory training requirements.
11. RESCISSION:
All PNP policies, directives and other issuances which are inconsistent with the
provisions of this CMC are hereby deemed rescinded or modified accordingly.

With their basic IT skills, PNP personnel who are 35 years old and below
have remarkable roles in the growth and progress of the organization. They
demonstrate higher productivity, make fewer errors, and possess more of the skills
valued by everyone especially the clientele.
3. PURPOSE:
This Memorandum Circular (MC) sets forth guidelines and procedure in the
development, administration, and maintenance of PNP Basic Computer Essentials
Certification System for PNP personnel. It shall cover the guidelines and procedures for
the granting of Basic Computer Essential Certification to PNP personnel as additional
requirement in their placement/designation or transfer to any administrative positions in
all units of the PNP. It aims to:

1) DICTM through ITMS shall design an e-learning tutorial suited for PNP
personnel. It shall cover Office Productivity Suite, Computer Hardware
Maintenance and Troubleshooting (CHMT), Data Communications and
Networking, Multi-media, Programming and Web page development.
The ITMS shall also provide linkages to new IT trends and
developments in the PNP website.
3) DHRDD shall monitor the compliance of all PNP personnel who are
required to take the PNP Basic Computer Essential Certification
Examination.
4) DPRM shall maintain a list of those who passed the PNP Basic
Computer Essentials Certification Examination for ready reference.
6) All PNP personnel 35 years old and below, upon effectivity of this
memorandum, are required to take and pass the PNP Basic Computer
Essentials Certification Examination.
7) All other PNP personnel assigned in all admin offices/units and those
assigned in operational offices/units performing administrative
functions are required to undergo the PNP Basic Computer Essentials
e-learning.
9) All Uniformed Personnel 35 years old and below who would fail the
certification examination after three tries may not be allowed to occupy
positions performing solely administrative functions in all units of the
PNP. Likewise, failure to pass the certification examination may be a
ground for downloading/deployment to operational and field units of the
PNP.

Those who would fail the examination shall wait for three months to
retake.

The certification does not expire. A PNP personnel may re-certify only
when required by higher and competent authorities.

The following PNP personnel are exempted from taking the PNP Basic
Computer Essentials Certification examination.
6. TRANSITORY PROVISIONS:
a. DICTM through ITMS shall complete the PNP Basic Computer Essentials
e-learning and disseminate it to all PNP offices/units at least one month
prior to the certification examination.
b. The training seminar and certification examination of PNP personnel
assigned within Camp Crame may be conducted at the ITMS Training
Room or any venue available within the premises of the concerned
office/unit in coordination with ITMS.
c. The training seminar for Police Regional Offices shall be scheduled and
administered by their respective ARMD Officers and IT Officers in
coordination with ITMS.
All existing directives and other issuances that are contrary to or inconsistent
with this MC are hereby rescinded or modified accordingly.
8. EFFECTIVITY:
This MC shall take effect after fifteen (15) days from the filing of a copy hereof
at the University of the Philippines Law Center in consonance with Section 3 and 4 of
chapter 2, Book VII of Executive Order No. 292 otherwise known as the “Revised

2. RATIONALE:
Attuned to the call of information age, the Philippine National Police has
recognized the importance of Information and Systems in the routine performance of its
mandates. To support this, an Information Systems Strategic Plan (ISSP) for 2015 to
2017 (Annex “A”) was crafted to address the PNP‟s ICT strategic thrusts and programs.
In compliance with the lSSP, the PNP has identified critical Information Systems (IS)
to be used throughout the organization. Unfortunately, not all of these IS were referred
to the Directorate for Information and Communications Technology Management
(DICTM) for review, evaluation, and certification. As provided for in No. 4 para b of PNP
MC No. 2010-016l, these Information Systems should have been referred to DICTM to
ensure compliance with the standards and controls of the organization. This referral
would also ensure that all IS would complement the ICT initiatives of the PNP. The non-
adherence to the policy (MC No. 2010-016) has resulted in the development of IS that
were redundant and had different or incompatible platforms (backend/databases).
From a strategic point-of-view, all these issues complicate the systems and data
integration processes. Hence, with this perspective established, the DICTM sees the
need to establish standards for IS in order to allow data compatibility across different IS
that would, in turn, produce high-value business intelligence outputs.
Optimistically, with these safeguards in place, the PNP shall no longer contend
with IS that lack technical support, has no documentation, and confers no accountability
on the part of the developers of the IS.

n. All D-staff, PROs and NSUs shall conduct inventory of all IS projects

Certification. They shall also ensure compliance of all lower
Offices/Units under their jurisdiction.

All PNP policies, directives, and other issuances which are inconsistent with the
provisions of this MC are hereby deemed rescinded or modified accordingly.
7. EFFECTIVITY:

2. PURPOSES:
This letter of Instructions (LOI) provides the guidelines and procedures for the
implementation of a PNP-wide Document Management System (DMS). This system
shall provide a mechanism for the automated archiving, searching, retrieval and
updating of all PNP documents. The DMS shall enable the PNP to retrieve and
reproduce documents in a timely and responsive manner. These documents shall be
stored in electronic or digital formats and shall be made available to users with
corresponding privileges as determined by the owners originator of documents.
Electronic documents produced shall form part of a central documents repository
identified here onwards as the PNP e-Library.
3. SITUATION:
Since the enactment of the PNP to date, there are undetermined number of
written policies standards, procedures and guidelines pertaining to human resource
intelligence aspects and other functions mandated to the PNP. As time passes, these
documents have been filed and kept in physical storage and more often than not, these
have been poorly indexed, If at all. This state of document management causes
problems for the organization. All too often, time and resources are wasted in the

As the PNP is confronted with the personnel problem of data retrieval and
records mismanagement, the DMS shall provide a mechanism to digitally archive
PNP documents and records. The DMS shall enable the fast retrieval of records
and documents in an efficient and reliable manner. It shall employ an easy-to-
use, effective and flexible search engine capable of searching through document
content as well as picture images for text inputs to the system shall be digital/soft
copies of PNP documents and records. Should system there be hard copies to
be encoded, the DMS shall utilize documents scanners to convert such to digital
portable data formats (PDF). With the consolidation of digital copies of PNP
records, the DMS shall be able to form a digital library of all these documents.
Consequent, searches and queries for these documents on the DMS shall
provide both internal and external stakeholders a more secured, accessible and
user-friendly records management and retrieval process. This translates to a
more productive and innovative workforce as well as better public service
through access of reliable related information.

1) All NHQ D-Staff shall submit IMPLANs to TS NLT two (2) weeks upon
the publication of this Directive;
2) All accounts for private documents shall be renewed on a monthly basis;
3) Transfer and relief of private account users shall immediately be
reported to respect D-Staff and shall be deactivated;
4) Distribution, reproduction and dissemination of downloaded documents
shall follow exiting PNP rules and regulations;
5) Any search of security shall be immediately reported to the
administrative officer of each office/unit and to the ITMS for damage
control if needed. The ITMS shall in turn submit a report to the CIDG
and TS for appropriate disposition;
6) All other private users coming from other agencies outside the PNP shall
be done through request through the Office of the Chief, PNP;
7) Renewal of user access rights shall be made every time a user is
reassigned or is moved to a different position;
8) Authorized users of the DMS (PNP members external agencies) must
apply in writing for access rights to documents owned by the various
Directorates; and
9) All logistical requirements shall be charged to the regular MOOE of the
concerned PNP unit.

This letter of Instructions (LOI) provides the guidelines and procedures for the
creation, management and maintenance of a secured e-mail system using the official
PNP domain (pnp.gov.ph). This system shall provide a web-based electronic mail to be
used by the PNP from the National Headquarters down to the police stations. The
purpose of this policy is to ensure the proper use of the PNP e-mail system and ensure
that users are aware of the acceptable use of the PNP e-mail system.

1) The e-mail accounts shall only be used for official communication and
shall represent the office/unit for which it has been assigned to;
2) Additional e-mail accounts by subordinate offices shall be done through
request endorsed by the Chief of the mother unit;
3) No personal endorsed by the Chief of the mother unit;
4) Any security breach or unauthorized use or access of the e-mail facility
shall be immediately reported to the Administrative Officer of each
office/unit and to ITMS for damage control if needed. The ITMS shall in
turn submit a report to the Anti-transnational Cybercrime Division, CIDG
for appropriate disposition;
5) Each unit shall adopt policies set forth in the attached e-mail policies;
6) The use of public e-mail (Yahoo! Gmail, Hotmail, etc.) as governed by
LOI 39/2012 is still allowed as long as it is consistent with the provisions
of this LOI; and
7) Any policy inconsistent with this LOI is hereby rescinded.

Attachments:
1. Purpose:
Purpose of this policy is to ensure the proper use of PNP e-mail system and make
users aware of what the PNP deems as acceptable and unacceptable use of its e-mail
system. The PNP reserves the right to amend this policy at its discretion. In case of
amendments, users will be informed appropriately.
2. Legal risks:
PNP e-mail is a business communication tool and users are obliged to use this tool
responsible, effective and lawful manner. Although by its nature e-mail seems to be
formal than other written communication, the same laws apply. Therefore, it is
important that users are aware of the legal risks of using the e-mail of the PNP. The
PNP and the specific user may be held liable for:
a. Sending e-mails with any libelous, defamatory, offensive, racist or obscene
remarks;
b. Forwarding of e-mails with any libelous, defamatory, offensive, racist or
obscene remarks;
c. Unlawfully forwarding confidential information;
d. Unlawfully forwarding or copying messages without permission for copyright
infringement; and
e. Sending an attachment that contains a virus.
By following the guidelines in this policy, the e-mail user can minimize the legal
risks received in the use of e-mail. If any user disregard the rules set out in this e-mail

This CMC shall apply to all PNP offices/units in support of their operation and
administration activities as reference in using the PNP Telephone Directory Application
for android devices.
4. DEFINITION OF TERMS:
In a day and age when a country such as the Philippines is in the verge of
development, increasing pressure is exerted on the Government to provide competent
and reliable public service. This demand grows exponentially as more and more of the
citizenry is being exposed to the paradigm of good governance. This, not to mention
the fact that technology is constantly evolving and improving is all but a wakeup call for
the Government to take action. The PNP, as a dynamic law enforcement institution
has not turned a deaf ear to this call for institutional reform. On the contrary, it has
remained receptive to improvements and has institutionalized policies and programs
that encourage a proactive approach to developing tools to better deliver law
enforcement services.
6. MISSION:
The PNP Telephone Directory Android Application (PNP Tel Dir App) will
bridge the digital divide and gap in communication between PNP Offices/Units and the
community and will serve as a tool for communication between PNP Offices/Units and
the Community in support to the strategic focus of the PNP for 2013 and beyond.
Quick and easy coordination between PNP Offices/Units will be facilitated. The
application shall empower the community to actively participate in law enforcement
activities such as crime and incident reporting; crime prevention; and as a tool to
promote police community relations. The application shall be available in a public
website such as the PNP (www.pnp.gov.ph) and Android Application Stores such as
Google Play (www.googleplay.com).
7. OBJECTIVES:
The application contains telephone numbers of front desk services of all PNP
Offices/ Units from the National Headquarters, Police Regional Offices (PROs), Police
Provincial/City Offices (PPOs/CPOs, Police Stations) and other Law Enforcement
Agencies. This virtually allows users to have a law enforcement telephone directory in
their mobile devices. As a result, the application minimizes the usage of its bulky printed
counterpart. The contact numbers can be called/dialed directly from the application thus
making calls to these offices/units quick and easy. Users are also assured of the validity
of the Telephone Numbers in the Application. The use of the application would enable
the PNP:
a. To create a digital file of PNP Telephone Directory that will be used via
android devices and can be readily and easily downloaded/copied from
public sources;
b. To establish external mechanisms and strategies that will enable the
public to support the PNP in crime prevention;
c. To be more accessible to the public; and
d. To support the PNP Strategic Focus “CODE-P: 2013 and Beyond” that
ensures excellence in the performance of mandated tasks through the
optimum use of resources.
8. OPERATIONAL GUIDELINES:
The development team shall immediately update the contact numbers/ details
of the application upon receipt of an updated contact detail(s) and update the
installation file (.APK) at the public sources (pnp.gov.ph, googleplay.com, etc). Contact
numbers contained in the application shall be on an “as of date” so as to inform the
users.
Since the application is installed unto the devices, only the user or owner has
the control to update the application by downloading from the sources
(www.pnp.gov.ph, www.googleplay.com, etc.)

upon the publication of this Circular;
2) All logistical and fund requirements shall be charged to the regular
MOOE of the concerned PNP unit; and
3) All PNP personnel shall disseminate the existence of the application
and encourage the community to download and use it.
9. RESCISSION:
All existing directives and other issuances which are contrary to or
inconsistent with this directive are hereby rescinded or modified accordingly.
10.EFFECTIVITY:
This Circular shall take effect immediately upon approval.

An application for Android Devices which will be able to call/dial the telephone
number right from the application itself thus lessening the need to search thru bulky
printed Telephone Directories then typing the number in a mobile devices before it can
be called or dialed.
With the detail of PCINSP GACES with SIMD-DICTM, the application was
enhanced and a final Beta Version was developed. The same version was subjected to
Field Testing at PRO3 RHQ and Angeles City Police Office with External Stake Holders
(Community) as guests last February 26 to March1, 2013.

Making a call with the application is easy. Simply select the office/unit you
want to call by clicking on it and a confirmation message will be displayed. Select
yes to continue to make a call. The confirmation message gives the user a
chance to cancel the dialing of the number in case it was clicked accidentally.

(TelCo).

This circular provides the policy governing the manner in which all PNP personnel
utilize government-owned office equipment and supplies including information and
communications technology.
3. DEFINITION OF TERMS:
a. Privilege means, in the context of this policy, that the Philippine National Police
is providing the opportunity to its PNP personnel to use government property for
authorized/official use in the optimal performance of their official duties and functions.
However, this policy does not confer a right to use government office equipment for
non-official business/transactions nor does the privilege extend to modifying such
equipment, including loading personal software or making configuration changes.
Simply put, use of government equipment, facilities or property is a mere privilege on
their part and a pure benefaction on the part of the government;
c. Personal Use means activity that is conducted for purposes other than
accomplishing official or otherwise authorized activity and inures to the benefit of the
PNP personnel concerned. PNP personnel are specifically prohibited from using
government office equipment to maintain or support a personal transaction or business

b. Personal use of government office ICT equipment even if the same takes place
during the employee‟s non-work time shall not be tolerated. PNP employees cannot
invoke any privilege to use government office ICT equipment for non-government
purposes as the same defeats efficiency in the use of limited public resources.
5. GUIDELINES:
1) PNP personnel are NOT authorized to use Government Office ICT equipment
even if said personal use does not result in substantial loss of employee productivity or
interference with official duties. Moreover, such personal use though incurring only
minimal or negligible additional expense to the Government is prohibited in areas such
as:
PNP personnel must conform to a norm of conduct compatible with their standing
as members of the law enforcement community. As such, they are expected to conduct
themselves professionally in the workplace and to refrain from using government office
equipment for activities that are inappropriate.
4) Using Government ICT office equipment for activities that are illegal,
inappropriate, or offensive to fellow PNP personnel or the public. Such activities
include, but are not limited to: hate speech, or material that ridicules others on the basis
of race, creed, religion, color, sex, disability, national origin, or sexual orientation;
9) Any use that could generate more than minimal additional expense to the
Government;
c. Proper Representation
It is the responsibility of PNP personnel to ensure that they are not giving the
false impression that they are acting in an official capacity when they are using
government ICT office equipment for non-government purposes. Thus, regardless of the
intention, simulated official use of government property which inures to the personal
benefit of any government employee is prohibited.
d. Access Management
PNP personnel have no inherent right of access to, or use of Government ICT
office equipment, facilities, and/or property for personal use.
e. Privacy Expectations
PNP personnel do not have a right, nor should they have an expectation, of
privacy while using any government ICT office equipment at any time, including
accessing the internet, and using E-mail. By using Government ICT office
equipment, PNP personnel imply their consent to disclosing the contents of any files or
information maintained or passed-through Government office equipment.

2. PURPOSE:
a. This memorandum circular applies all the provincial and city police offices
and police stations, to include Police Community Precincts (PCPs) nationwide.
4. DEFINITION OF TERMS:
c. Social Networking Site – is a site in the World Wide Web (or simply, web)
that provides a social networking service that allows users to share ideas, activities,
events and interests within their individual networks. Today is most popular social
networking sites are “Facebook”, “Twitter”, “Bebo”, “MySpace” and “Linkedln”.
d. Web – a short name for the World Wide Web (WWW). It is a system of
interlinked hypertext documents accessed via the internet. With a web browser, one
can view documents or web pages that may contain text, images, videos, and other
multimedia and navigate between them by using hyperlinks.
5. POLICIES:
b. Inherent to this mandate is the function of DICTM to ensure that all units of
the PNP adhere to a uniform standard in the utilization of ICT resources, particularly the
use of social networking site in promoting a PNP unit or station to its intended clienteles,
providing information about missing persons, suspects, and wanted persons and
soliciting information from the public.
c. In addition, the PNP Letter of Instruction 03/09 (Spider Web) requires that
all PNP units from NHQ down to police stations shall create, develop, administer and
maintain an official WEBSITE following the standard convention of domain names to
provide current updates of information and services to the public and to the PNP
personnel.
d. Since some units of the PNP, particularly the police stations cannot
immediately comply with this requirement due to budgetary constraints, some of them
resorted to utilize social networking sites to establish police-community partnership in
the internet.
e. Generally, the use of these social networking sites may provide some
benefits to the PNP but its long term use may have some negative setbacks. It is
therefore reasonable to temporarily allow the use by police stations/offices of
“Facebook” and other social networking sites pending full compliance in the creation,
development, administration and maintenance of an official WEBSITE in accordance
with LOI 03/09 (Spider Web), subject to certain restrictions.
a. In the absence of fully interactive and dynamic website, all units of the PNP
maybe allowed to temporarily utilize the social network site for purposes that would
support the accomplishment of the PNP mission, subject to the following restrictions:
2) In particular, the unit/station shall only post or publish information for the
purpose of effectively establishing and promoting police-community
partnership in support to the anti-criminality and public safety campaign of the
police, such as:
a) Public Information
a.1) Dissemination of information that would assist the public in relating to
their police station and other useful police advisories, such as:
a.1.1) Introduction of local police station (Officials,
organization, location, hotline numbers, etc.);
a.1.2) Traffic Advisories;
a.1) The authority to post “Wanted Persons” on the Net must be lodged,
centralized, or supervised by a dedicated personnel in the PNP
office/station for assessment and monitoring;
a.2) Only a fair and true report, made in good faith and without any
comments or remarks will be posted on the Net. Thus, only when
the office/station is holding the original copy of the Warrant of
Arrest, Commitment Order, or Order of Arrest and Recommitment
or the duly authenticated copy thereof will such office/station make
an entry in the Wanted Persons File;
a.3) Said Order of Arrest (in Adobe Acrobat File) should be made
available on the Net for viewing, downloading, or copying purposes;
and
b.1) The authority to post “Missing Persons” on the Net must be lodged,
centralized, or supervised by a dedicated personnel in the PNP
office/station for assessment and monitoring; and
b.2) Only upon a formal request is granted should a Missing Person be
posted on the Net.
c.1) “All proceedings and records involving children in conflict with the
law from initial contact until final disposition of the case by the court
shall be considered privileged and confidential” (SC Admin Order
No. 02-1-18 “Revised Rule on Children in Conflict with the Law”).
Based on this provision, posting on the net of the names and
identity of minors in conflict with the law is strictly prohibited.
7) If the social network site of the unit or station allows unrestricted posting of
information from the public, there must be a Disclaimer that explicitly tells the
public that all information from the public are not to be considered as PNP‟s
and warn the public that these information will be removed immediately at the
discretion of the unit/station once found to contain any of the following:

Any PNP member who shall be found violating any provision of this
Memorandum Circular shall be held administratively liable for “Neglect of Duty” or
“Misconduct” of both, whichever is applicable, and penalized accordingly.
8. RESCISSION:
All PNP policies, directives and other issuances which are inconsistent with the
provisions of this Memo Circular are hereby deemed rescinded or modified accordingly.

This memorandum circular applies to all PNP offices and personnel from NHQ,
PROs, and NSUs down to the Districts/PPOs and police stations.
4. DEFINITION OF TERMS:
a. About Us – This is a link to a page that contains the history, vision, mission,
objectives, mandate and main functions of the unit and other pertinent general
information.
f. Creation – This refers to Web Creation which is the process that involves
consolidating the contents, developing the web pages and organizing the hardware,
software and personnel to activate a website and make it available on the internet.
l. DPPAR – This refers to the Daily PNP Personnel Accounting and Reporting
that is integrated into the PNP websites. This is a system instituted by the PNP to
conduct daily physical accounting of all PNP personnel.
m. FTP Site – File Transfer Protocol (FTP) site is an Internet site that allows
the uploading and/or downloading of files in the internet.
p. Header – It is an area at the top of the webpage that is placed with a Logo
and Name of the PNP Unit/Office. It must also contain a noticeable graphics image of
the Philippine National Flag.
r. Home Page – the main (front) page that contains the Header and all the
important information and links to major documents or pages in the website.
t. Key Officers – This is a link to a page that contains the names and
designation of PNP officers holding important positions in the PNP hierarchy, which are
published and updated regularly. The page shall also contain and organizational
structure, when applicable.
z. Plans and Programs – This is a link to a page that contains all significant
lined-up unit programs and activities to be undertaken in the near future in a format to
be prescribed by DPL.
dd. Username – This refers to the name used by the system to identify users
and the access levels granted to them.
ee. Wanted Persons or Most Wanted Persons – This is a link to a page where
the list and/or pictures of Most Wanted Persons in the area are published. ONLY
pictures of those with pending Warrant of Arrest shall be published on the website.
ff. Web Administrator – This refers to the person tasked to administer and
ensure that the website is up and running smoothly at all times.
ii. Web Committee – It refers to the governing body or group of people headed
by the Web Supervisor which is tasked to administer and manage the website in
accordance with the provisions of this Memorandum Circular.
kk. Web Link – This is a link that leads to a page in the website or to another
website. There must be links to the official Philippine Government Portal and other law
enforcement agencies based locally or abroad.
ll. Webpage Editor – This refers to a person who is tasked to create and edit
the design and contents of web pages.
mm. Web Supervisor – this refers to the personnel tasked to manage, administer
and supervise all phases of a website project from its development implementation.
nn. Visitor Counter – This is a text or image on the webpage that displays the
latest tally of the number of internet users who visits the website.
5. POLICIES:
a. The PNP Letter of Instructions 03/09 (Spider Web) requires that all NP
units, from NHQ down to police stations shall create, develop administer and maintain
an official WEBSITE following the standard convention of domain names to provide
current updates of information and services to the public and to the PNP personnel.
This requirement shall remain in effect and further improved under this Memorandum
Circular.
b. The utilization of the website supports one of the Chief, PNP‟s Eight
Foundation. Initiatives which gives emphasis on the importance of “Police-Community
Partnership” to revitalized and institutionalize the collaborative relationship between the
police and community.
d. In this era of “Cyber Space”, the maximum use of internet websites would
provide better dissemination of information and would serve as a platform for web-
enabled services that encourages people‟s participants in maters pertaining to policing
and public safety which would eventually result into the public‟s voluntary support and
acceptance and a strengthened police-community partnership.
6. GENERAL GUIDELINES:
c. For all intents and purposes, the NHQ, PNP Website is made as a model in
the creation of such and made reference by lower units in complying with the
requirements of this Memo Circular for those applicable items only. Concerned units
may have the option to have their own design of the page and menus provided it will
conform to the existing PNP policies and that the minimum guidelines specified under
this Memo Circular are fully satisfied. As a mandatory requirements, each website must
contain the following, but not limited to:
1) A Home Page;
2) About Us;
3) Accomplishments;
4) Contact Us;
5) Crime Data/Statistics;
6) Downloads;
7) Gallery;
8) Key Officers;
9) News/Press Releases;
10) PCR Activities;
11) Plans and Programs;

7. SCHEDULES OF UPDATING:
For clarity, the following schedules must be observed in updating the Unit
Website:
4) PCR Activities – shall be updated quarterly not earlier than previous quarter
up to current quarter. (Example for January, February and March 2011, the PCR
Activities displayed in the website should be those for the last quarter of 2010 up to
current period. For April, May and June, the PCR Activities displayed should be those
for first quarter 2011 up to current period and so on).
6) All other contents shall be updated as the need arises. For example, the list
of key officers shall be updated immediately once there is a change in command or
succession in the hierarchy.
The Web Committee at NHQ and Web Teams at the lower PNP offices/unit
which are specifically created under LOI “Spider Web” to effectively manage the
websites at their respective levels shall continue to exist. To make it more responsive
to the prevailing trend and situation, however, some amendments and supplemental
provisions are introduced in this Memo Circular And to ensure that each website project
is in line with thrusts and programs of the PNP-ITP, the CRDS at PROs and CDS at
NSUs, being the Assistant Chiefs of their respective, PMOs, are designated as Web
Supervisors. Shown below are the composition, designation and specific tasking of
each member of the Web Committee and Web Teams:

in a format to be prescribed by the latter NLT every last day of

published on time; and
e. All content contributors must exercise extra caution and adequate security
measures to ensure that the safety of its personnel and the stability of the PNP
organization are not compromised by such disclosures through the Internet. Only
unclassified information that does not post any risk on the life of key PNP personnel
must be published on the website.
9. ADMINISTRATIVE SANCTIONS:
Any violation of the provisions of this Memo Circular shall be dealt with
administrative in accordance with the provisions of applicable laws, rules and
regulations.
10. RESCISSION:
All PNP policies, directives and issuances which are inconsistent with the
provisions of this Memo Circular are hereby deemed rescinded or modified accordingly.

2. PURPOSE:
There have been incidents in the past when the image of the PNP was
blemished because of the irresponsible actions by some personnel who recorded,
uploaded, posted, or disseminated photos, videos and other materials on the Internet
without proper authorizing from their respective commanders. Some of these materials
showed some PNP members performing activities that are unofficial and illegal or
offensive to public morals.
Hence the purpose of this Memorandum Circular is to provide guidelines for the
recording, uploading, posting or dissemination through ICT devices of materials
considered as official and those that are not official but may contain information
detrimental to the image and integrity of the PNP organization.
4. DEFINITION OF TERMS:
c. ICT Device – this covers the hardware (computer, mobile phone, digital
camera, sound/video recorder, etc.), software , protocols, and storage and
communication media used by the device, as a system.
5. POLICIES:
b. It is the policy of the PNP that all personnel should be extremely careful in
handling and using information, whether classified or not, especially if
disclosure of such will affect the image or integrity of the PNP organization.
6. GUIDELINES:
1) Top Secret – those information and materials that require the highest degree
of protection. Applies only to those information or materials and “security
aspect of which are paramount and whose unauthorized disclosure would
cause exceptionally grave damage or danger to the nation, politically,
economically, and to the nation‟s peace and order and security.
7. ADMINISTRATIVE SANCTION:
Any violation of the provisions of this Memorandum Circular shall be dealt with
administratively, with severe penalties, in accordance with the provisions of
NAPOLCOM MC 2007-001, Republic Act. No. 6713, and other applicable laws, rules

This Letter of Instructions (LOI) provides the guidelines and procedures for the
creation usage, turn-over and deactivation of free web-based electronic mail (e-mail)
officially used by every Office/Unit of the PNP from the National Headquarters down to
the police stations.
3. SITUATION:
The PNP has an official e-mail system under the domain @pnp.gov.ph that was
developed and being maintained by the Information Technology Management Service
(ITMS). However, the system has limited storage capacity which could not
accommodate the storage requirements of the vast number of PNP Units and Offices.
Also, the system‟s connection to the Internet is very slow especially when several users
utilize the systems simultaneously. These challenges may be resolved if the PNP has
its own e-mail facility as proposed in the PNP Data Warehouse Phase 2.
With regard to the issue of information security, it must be emphasized that the
free web-based e-mail systems are hosted by server machines in other locations,
usually in other countries. The electronic form of sensitive information traveling via
telecommunication infrastructures is vulnerable to snooping hijacking and other
malicious activities by people who have interest against the PNP or the state. Likewise
the information stored in the server machines of e-mail hosting providers could be
accessed, legally or illegally by people who maintain the servers. This situation
therefore effectively compromises the security of sensitive classified and other
information produced and maintained by the PNP.

The PNP shall undertake actions to ensure the proper use of e-mail systems in
support of the mission and functions of the organization.
5. OBJECTIVES:

accounts that will be followed by e-mail account users or operators;

responsibilities with regard to the foregoing shall be dealt with accordingly.

This Letter of Instruction (LOI) provides the guidelines and procedures to the

and computer peripherals owned by the Philippine National Police (PNP).
3. SITUATION:
Based on the latest assessment conducted by the Directorate for Information and
Communications Technology Management (DICTM), there are more than 5,000
computers that are being used by the different PNP Offices and Units nationwide. This
is a manifestation that the PNP is now becoming reliant on computers as tools that
support the performance of the organization‟s administrative and operational functions.
Thus, there is a need to ensure that all computers in the PNP are property utilized and
maintained to maximize their use.
Computers are just like cars which require regular maintenance to keep them
operate efficiently and achieve their optimal performance. Computer maintenance is
also required to keep up with security concerns.
In addition, computers need repair from wear and tear and require upgrade of
both software and hardware components to properly function.

and its stored information;
d) Be aware of the destructive nature of computer viruses. Trojan
horse, worms, and other malicious software (malware). The
installation or use of any malicious software using the PNP-owned
computer or deployment of such through the PNP network is strictly
prohibited;
e) Always take note of the last action before the problem occurred on
the computer before calling technical support;
f) Avoid installing games and other software without the consent of
the immediate supervisor;
g) Make sure that only licensed or open source software shall be
installed in the computer such as the operating system, office
applications and other programs;
h) Ensure that the workstation and its peripherals are intact. Any part
found missing shall be immediately reported to the immediate
supervisor for accounting and recording purposes; and
i) Perform preventive maintenance as enumerated in the Basic
Computer Preventive Maintenance Procedure (Appendix A).
1) The PNP offices/units shall allocate funds for the costs of maintenance,
repair and/or upgrading of their office computers or computer peripherals.
These funds shall be taken from the regular MOOE of the Office/Unit
concerned;
2) The Chief of Office/Unit concerned shall ensure the proper use and
maintenance of office computers and related facilities to achieve their
maximum lifespan and at the same time, save costs;
4) Any PNP member who is found remiss in performing their duties and
responsibilities with regard to the foregoing shall be dealt with accordingly.

Introduction
In order to ensure that the PNP-owned computers and computer peripherals are
well-maintained to support optimum performance and to reach their maximum life spans
without any hassle, the following maintenance schedules and procedures must be
observed religiously by members of the PNP organization.

Dusts may clog in your computer‟s CPU box, particularly at the power supply and
cooling fans. When clogged with dusts, the fans will have difficulty in rotating and may
slow down or stop that can cause your computer to overheat.
1) Turn off the computer and unplug it from the power outlet
2) Remove the case lid.
3) Using a can of compressed air blow the dust from the power supply through
the slit in the computer chassis (CPU box) from inside out so the dust will exit
at the back. Use short bursts and keep the can upright and a few inches from
the hardware. Next, blow the dust from the intake fan and each of the
exhaust fans. Blow out any other dust you see that has collected inside the
computer. Also, be sure to blow the dust from the air vents on the case lid.
4) Check all the plugs and cables to make sure they are fixed firmly.
5) Re-assemble the case lid and plug your computer back into the power outlet.
Aside from removing the dust from the CPU box, it is also recommended
that you check all the cables and connections to see if there is any that is
loosened and needs to be fixed.
Use the monitor cleaning product (spray) and wiping cloth) that comes
with the computer packaging. Do not spray directly onto the monitor itself,
instead, spray onto the cloth and then wipe the cloth over the screen or monitor
cabinet.
Monitor cleaning products are commercially available be sure that the one
purchased is meant for the type of your monitor.
These monitors usually have plastic screens and other components that
can be damaged by cleaning products that use chemicals (benzene, thinner,
ammonia, acetone), abrasives, or compressed air. To clean this kind of monitor,
lightly dampen a soft, clean cloth with water, and use that to clean the screen.
The monitor cabinet can be cleaned with a cloth lightly dampened with a mild
detergent.
Make sure your computer is turned off before you work on your keyboard.
You can use compressed air to blow debris out of your keyboard, or turn it
upside-down and shake it gently. Do not disassemble it.
Properly cleaning a mouse does not only avoid malfunction but will make it
easier to use and prevent the cursor from “jumping around” on the screen due to
dirty rollers.
Note: You can further increase the available disk space in the computer by
removing unnecessary program or application, particularly those that are that
version” and have already expired. However, this may not be performed by a
usual user if the computer is configured with restriction that prohibits access
to program/application removal tool.
The Windows Disk defragmenter organizes files, and data into areas that
helps the computer run smoothly. It moves the frequently used files to an easy
access area and the least used files, to the opposite. It also gathers fragmented
files and groups, them back together in short. Disk Defragmenter consolidates
fragmented files on your computer‟s hard disk to improve system performance.
Follow the steps below according to the operating system of your computer.

b) Right-click the local disk volume that you want to defragment and then
click Properties;
c) On the Tools tab, click Defragment Now; and
d) Click Defragment.
a) Go to Start Menu;
b) Click All Programs;
c) Click Accessories;

e) Choose Disk Defragmenter; and
f) Click Defragment Now button.
Doing the virus scanning regularly will keep the computer safe from known
viruses, worms. Trojan horses, and other malicious software. The steps depend on
the anti-virus software installed in your computer. It is highly recommended to scan
the computer at least once a week.
However, the anti-virus program may not be able to detect a new virus. The
reason for this is that, a new virus carries a signature which is not present in the old
database used by the anti-virus software, hence detection is not possible. To help
your anti-virus cope up with new viruses, upgrading its database is necessary at
least weekly or, if possible, daily.
If you are using a different OS, please conduct its documentation or browse
the internet for more information.
3. Miscellaneous
a. Basic Security
1) Use strong passwords for log-on screen, and change it regularly (monthly or
quarterly);
3) Log-off from the active mode or activate the Screensaver with password
protection before leaving the machine.
5) Regularly update the operating system and all other programs like Adobe,
Internet browser (such as Internet Explorer, Google Chrome, Mozilla
Firefox, etc.) and other applications;

1) Minimize the amount of paper and sensitive information left on desks after
performing data encoding report preparation or other similar tasks;
2) Lock these documents in cabinets;

5) If not officially required, do not bring home office laptops and other mobile
devices that contain sensitive data or information; and
6) If not in use, make sure that the laptop is properly turned off and place it
inside of a secured cabinet.

give benefits to certain Offices/Units/Stations of the PNP particularly those that are
involved in police community relations (PCR), intelligence, investigation and similar
activities. In fact, through Facebook or Twitter, the PNP can easily reach out the
community and share vital information for public safety and anti-criminality campaigns.
In the same manner, the community can interact and also provide relevant information
which is deemed necessary to police operations.

The PNP shall undertake appropriate actions to ensure that the use of social
networking websites shall only be beneficial to the organization.

the PNP or of other Offices/Units/Stations of the PNP shall be
allowed access to social networking websites, provided that they
shall not use their personal social media accounts during office
hours;
d) Monitor and report any violation to the designated Overall
Supervisor of this directive, fro Pre-charge evaluation; and
e) Perform other tasks as directed.

storage facility where electronic (digital) files can be stored and shared to each other for
faster information dissemination and collaboration. Because of these needs the DICTM,
through ITMS, established a centralized electronic storage facility that can provide file
sharing, file backup and other related services available to the Command Group,
Directorial Staff and other Offices/Units based in Camp Crame.
4. MISSION:
The PNP shall undertake appropriate actions to ensure that the centralized
electronic storage facility is used properly and equitably, and shall be secured and
made available only to authorized users.
5. OBJECTIVES:
a. Set policies and guidelines that will followed by PNP personnel in accessing
and utilizing the centralized electronic storage facility; and
b. Designate tasks and responsibilities to certain Offices/Units of the PNP.
a. Concept of Operation
1) File Server
There shall be a file server that will be installed in the data network
interconnecting the Command Group, Directorial Staff and other Offices/
Units in Camp Crame which shall be housed at the ITMS. A file server is a
computer that facilitates the disk/storage space for electronic folders that will
contain files shared over the data network. It also implements access
controls/restrictions to the aforementioned resources.
Within the main shared folder the FSA must create two kinds of electronic
sub-folders 1) a public folder which can be accessed (read-only) by all
offices/units connected in the data network, and 2) a private folder which can
be accessed only by certain offices/units or authorized individuals to be
determined by the concerned Office/Unit.
Every Office/Unit shall designate two (2) PNP members who shall act as
and FSA and alternate FSA respectively. The tasks of an FSA are
enumerated under item b.8) of this Section (Tasks).
By default, the Command Group and D-Staff will be created with their
respective main share folder in the central file server. Other office/units
based in Camp Crame that are connected to the data network may request
for the creation of their respective main shared folder.
All requests for shared folders shall be put in writing and submitted to
ITMS (Attn: Network Storage Administrator) by the concerned Office/Unit. The
request shall be endorsed by the Head of the concerned Office/Unit and shall
contain the following required information:
Once the request is approved, the FSA shall coordinate personally with
the Network Storage Administrator (NSA) of ITMS for the release of password
and other account settings used to access and utilize the shared main folder.
A file share quota is the amount of disk/storage space that a user can
utilize in the central file server. To manage available disk space and ensure
equitable availability of computing resources, the following default limits shall
apply to all file shares:
a) Office file share (main shared folder): maximum of 10 GB
b) Personal file share maximum of 500 MB

2) The respective Admin Officer of each Office/Unit shall determine files to
be uploaded to the shared folders;
3) Each Office/Unit shall ensure that the files uploaded to the central storage
facility (file server) are scanned version of the actual documents and must
be in the “pdf” format; and
4) Other forms of documents such as presentations, worksheets, etc. Are
also allowed to be uploaded to the file server when need arises.
7. SANCTIONS:
a. Any PNP officer or member who is found remiss in performing his/her duties
and responsibilities with regard to this CMC shall be dealt with accordingly;
and
b. All PNP personnel granted or not with the authorization to access shared
folders and/or files shall NOT commit any of the prohibited acts enumerated
in Section 6.a.8 (EXECUTION) of this CMC. Any violation with regard to the
foregoing shall constitute criminal offenses and violators shall be meted with

2. BACKGROUND:
There are incidents in the past that some PNP personnel, do not demonstrate
concerns about the proper usage, care and maintenance of transceiver radios and their
accessories because there is no well-established policy that obliges the PNP personnel
to properly use, preserve and maintain the effectiveness of these equipment. Moreover,
the personnel‟s lack of proper know-how also contributes to their reluctance to take care
of the equipment because of the apprehension that they may damage them instead.
4. SCOPE:
This CMC applies to all Uniformed and Non-Uniformed Personnel (NUP) of the
PNP, particularly those who are organic members of Communication Electronics
Service and/or those who are assigned or detailed at any Radio Communication
office/unit of the PNP.
5. DEFINITION OF TERMS:
b. Base Radio – shall mean a 25 to 100 watts radio transceiver usually installed
at the police stations. Its antenna is mounted on an antenna tower or mast
outside of the building to enable long distance transmission and reception of
radio signals. It is powered by an AC source through a 12 VDC output power
supply.
f. HF/SSB Base radio – a base radio which operates in the High Frequency
band and is used primarily for long range communications beyond the
coverage of VHF radios.
h. Mobile Radio – a radio transceiver similar to the base radio except that it is
installed in a patrol vehicle and is powered by the car battery instead of an AC
source. Its antenna is usually mounted on the roof of the vehicle through its
magnetic base.
n. UHF radio – a transceiver which operates at the Ultra High Frequency band
(700 to 800 MHz) and can cover relatively smaller areas as compared to the
lower frequency transceivers.
o. VHF Low-band radio – Transceiver radios which operate at the lower portion
of the VHF frequency spectrum usually from 30 – 88 MHz.
p. VHF radio – radio transceiver which operates at the VHF range of frequency
(140 to 170 and 400 to 500 MHz). It is used mainly as a means of short
range communications due to the line of sight nature of propagation of VHF
signals.

All PNP personnel are required to observe the following guidelines for the proper
usage, care and maintenance of transceiver radios and accessories:
a. Usage
Using the radio is not like talking on the phone, it is not a two-way
communication, meaning you cannot speak and listen at the same time or
break into the conversation. NEVER interrupt if you hear other people talking.
Patiently wait until their conversation is finished unless it is an emergency, in
which case you must inform the other parties that you have a very urgent
emergency message. Do not respond to others‟ calls if you aren‟t sure it is
for your. Never transmit sensitive, confidential, financial and military
information in a radio communication, it could be heard by anyone on the
same frequency.
2) Always perform radio checks and ensure that your radio is in good
working condition.
Ensure that the battery is charged and the power is on. Keep the volume
high enough to be able to hear any call outs and regularly make radio checks
with other stations to make sure everything is working just fine.
3) Memorize the call signs and locations of radio stations and other persons
to whom you may communicate.
In radio communication you are not called by your name. Everybody has
their own unique call sign. Watch out if you hear any unauthorized or
unknown call sign communicating on the network and report immediately to
the radio room.
Decide on what you are going to transmit and to whom it is meant for.
Make it as concise, precise and clear as possible and avoid using long and
complicated sentences. Do not use abbreviations or spoken phrases. If
necessary, write down your message before transmitting it. If your message
is long, divide it into understandable short messages.
5) To call a station, first listen to ensure the channel is clear for you.
Press the PTT (Pust-To-Talk) button and after 2 seconds say the
recipient‟s call sign twice followed by “THIS IS” and your call sign. Convey
your message once the receiver replies and the communication is
established. A typical radio conversation would be as follows:
Note how in the beginning and the end of the transmission you pronounce
your call sign so that people know who is talking. If you have an emergency
message and need to interrupt others‟ conversations, wait and listen until you
hear “Over”, Press PTT and call (“BREAK, BREAK, BREAK”), This is (your

You will often be required to spell a certain word or number in your radio
conversations, use the above phonetic equivalents instead of letters and
digits.
3) When charging a battery that is attached to the radio, turn off the radio to
ensure a full charge capacity;
6) New batteries can be stored up to two years without significant cycle lost.
Keep the new/unused batteries in a cool dry storage area;
7) Do not return fully charged batteries to the charger for an “extra boost”.
This action will significantly reduced battery life;
8) Remove the battery from the charger once it is fully charged. Continuous
charging even when the battery is fully charged will shorten battery life;
and
9) Turn off the radio before removing the battery. Slide the battery latches
on both sides of the battery downward. Pull the top part of the battery
away from the radio‟s body.
2) Clean external surfaces of the radio with a mild detergent solution using a
stiff, non-metallic, short-bristled brush. Apply the detergent solution
sparing with the brush, being careful not to allow excess detergent to
remain trapped near connectors and controls or in cracks and crevices;
4) Clean all contacts with a lint-free cloth to remove dirt, grease or other
foreign material that may prevent good electrical connection;
9) Do not remove the connector cover unless attaching the hand held
microphone that comes with your radio. Set aside the rubberized cover
and replace it immediately after the accessory has been removed.
1) Clean external surfaces of the repeater with a mild detergent solution and
a stiff, non-metallic, short-bristled brush;

8. ADMINISTRATIVE SANCTION:
Any violation of the provisions of this CMC shall be dealt with administratively,
with severe penalties, in accordance with the provisions of NAPOLCOM MC
2007-001, Republic Act No. 6713, and other applicable laws, rules and
regulations.
9. RESCISSION:
All PNP policies, directives and owner issuances that are inconsistent with the
provisions of this Memorandum Circular are hereby deemed rescinded or
modified accordingly.
This CMC shall take effect 15 days from the filing of a copy hereof at the
University of the Philippines Law Center in consonance with Sections 3 and 4 of
Chapter 2, Book VII of Executive Order No. 292, otherwise known as “The

WHEREAS, the government recognizes that the development of ICT will have a
higher chance of success and sustainability if it is private sector-led, market-based and
government-enabled;
WHEREAS, Section 31, Chapter 10, Title III of the 1987 Administrative Code
provides the President with continuing authority to reorganize the bureaucracy;

field, partnerships between the public and the private sectors, strategic
alliances with foreign investors, balanced investments between high-growth
and economically-depressed areas, and broader private sector participation in

c) To foster and accelerate convergence of ICT facilities such as but not limited
to the development of networks;
k) To encourage the use of ICT in support of efforts for the development and
promotion of the country‟s arts and culture, history, education, public health
and safety, and other socio-civic purposes;
Section 4. Powers and Functions. To carry out its mandate, the Commission
shall exercise the following powers and functions:
a) Formulate and recommend national policies and guidelines that will promote
ICT and the wider use of the internet and other cyberspace infrastructures
and exchanges of universal application, in constitution with the private
business sector, relevant civil society institutions, and other private and public
entities, such as educational and training sectors;
b) Initiate, harmonize and coordinate all ICT plans to ensure their consistency
with national objectives and goals;
h) Encourage and establish guidelines for private sector funding of ICT projects
for government agencies in order to fast-track said projects which provide
reasonable cost-recovery mechanisms for the private sector, including but not
limited to Build-Operate-Transfer (BOT) mechanisms;
j) Establish and prescribe rules and regulations for the establishment, operation
and maintenance of ICT facilities in areas not adequately served by the
private sector, in consultation with the private business sector, civil society,
and other private and public entities, such as educational and training sectors;
k) Establish and prescribe rules and regulations for the operation and
maintenance of a nationwide postal system that shall include mail processing,
delivery services, and money order services;
l) Administer and enforce all laws, standards, rules, and regulations governing
ICT, and in coordination with the Intellectual Property Office (IPO) ensure the
protection of ICT-related intellectual property rights;
n) Harmonize, synchronize and coordinate with appropriate agencies all ICT and
e-commerce policies, plans and programs;
o) Assist Department of Trade and Industry in carrying out its functions related
to the promotion of trade and investment opportunities in ICT Services;
The Commission shall align its structure to be consistent with the strategic
directions established by ITECC, specifically e-government, information infrastructure,
legal and regulatory environment, human resource and business development.
The Commission shall also be supported by and coordinate with the National
Telecommunications Commission (NTC), and the Philippine Postal Corporation (PPC),
as may be appropriate for and consistent with this Order. The NTC shall not exercise
any power, which will tend to influence or effect a review or an modification of the NTC's
quasi-judicial functions.
Section 6. Structure and Pattern. The Commission shall submit for approval to
the Office of the President the organizational structure and staffing pattern of the
Commission within sixty (60) days from the issuance of this Executive Order.
Section 9. Funding. To carry out the provisions of this Order, funds for the
necessary expenses for the operations of the Commission, subject to existing
accounting and auditing laws, and procedures.

WHEREAS, Section 24, Article II of the 1987 Constitution provides that the State
shall recognize the vital role of communication and information in nation-building;
WHEREAS, Section 2(b) of Executive Order (EO) No. 47 (s. 2011) mandates the
ICTO, under the DOST, to provide an efficient information and communications
technology infrastructure, information systems and resources to support an effective,
transparent and accountable governance and, in particular, support the speedy
enforcement of rules and delivery of accessible public services to the people; and
WHEREAS, the government recognizes the need for greater security and
robustness in the internet technologies it uses to deliver reliable information and provide
state of the art online services, which are free from impairment and disruption.
GWHS shall start operations within sixty (60) days from the effectivity of this AO.
a) Produce and regularly update the contents of their websites, subject to the
UWCP and its implementing rules;
All migrated websites to the GWHS shall make their content compliant with the
UWCP within one hundred eighty (180) days from its issuance.
Current web hosting contracts of government agencies shall not be renewed and all
covered agencies must refrain from entering into any new web hosting contracts upon
the effectivity of this AO.
Pursuant to its mandate, the NDSCG shall determine the priority of migration of
existing websites. However, websites that have been defaced or rendered inaccessible
by unauthorized parties within the last six (6) months shall be given priority.
The Department of the Interior and Local Government (DILG), with the
assistance of the DOST-ICTO, shall advocate to LGUs the adoption of UWCP and the
migration of their websites to the GWHS.
SECTION 6. Cost of Operating the Facilities and Services of the GWHS. The
DOST-ICTO shall include in its annual appropriations the amounts necessary for the
personnel services and its maintenance and other operating expenses. The DOST-
ICTO may be allowed to charge fees from its subscribers for the use of its facilities and
services on a cost recovery basis to fund its variable expenses, in accordance with the
provisions of AO No 31 (s. 2012).
SECTION 8. Reports. The NDSCG shall submit reports, annually and/or as often
as maybe required by the President, relative to the implementation of the provisions of
this AO.
