TERMS OF REFERENCE

1. TITLE: Analytical Research and Documentation of the Indonesia People


Empowerment, Financial Access and Community Development

2. DESCRIPTION

The analytical research and documentation of people empowerment, financial access and
development will provide a comprehensive appreciation and better understanding on how the
rural finance in the context of people empowerment, financial access and sustainable
development are implemented and practiced systematically, strategically and creatively in a
sustainable manner in the country. These may be implemented and intertwined with rural
institutions’ programs, projects, services and activities supportive to rural and agricultural
development coming from government, non-government organizations, financial and
development-oriented institutions, and the private sector.

The thematic areas specified may be implemented jointly or viewed in a holistic, collaborative
and complementary manner whereby provision and support services are necessary in
strengthening and enhancing rural people, communities and institutions in attaining the its
aspirations, objectives and development goals to be more productive, profitable, secured and
sustainable.

3. OBJECTIVES

The analytical research and documentation of people empowerment, financial access and
development shall have the following objectives:
 To describe the scenario, condition and updates of the country’s rural and
agricultural/fisheries development with emphasis on rural finance
 To undertake desk studies related to the country’s condition not previously covered on
latest people empowerment, financial access and community development;
 To identify and describe strategies, approaches, practices and innovations in people
empowerment, financial access and community development including influencing factors
(contributory and limiting) towards rural financial service delivery system; and
 To analyze these influencing factors necessary for adaptive and applied people
empowerment, financial accesses and community development in the context of rural
finance.

4. GEOGRAPHIC COVERAGE

The analytical research and documentation is expected to cover descriptions and key features
of people empowerment, financial access and community development focused on rural and
agricultural finance in the country. All key players and stakeholders of in any aspect of rural
and agriculture finance are to be documented especially on the strategies, practices and
innovations on people empowerment, financial access and community development. Rural
financial and development-oriented institutions including their programs, activities and
innovations must be described in order to achieve and obtain the most relevant analytical
research documentation. Also, it should review, integrated and synthesize previous studies
and undertake desk analysis on these thematic areas not covered in past reviews and
updating activities.

5. SCOPE OF THE ANALYTICAL RESEARCH

The activity shall dwell on the key features including contributory/influencing factors in viable
and feasible rural and agricultural finance strategies, approaches, practices and innovations
necessary in people empowerment, financial access and community development.

The analytical research and documentation output shall provide a description and presentation
of the key features of the rural and agricultural finance strategies, approaches, practices and
innovations supportive to knowledge sharing and exchange to APRACA member countries
and its partners in strengthening and enhancing capacities of rural people engaged in
agriculture and fisheries development in a more sustainable manner.

6. METHODOLOGY

The analytical research and documentation will be done by the commissioned researcher
utilizing acceptable research methodologies and methods such as desk review, content
analysis of existing articles and papers on the thematic areas/subject matter, photo
documentation, internet searches, key informant interviews, and other methods including field
visits, where feasible. To the extent possible, the data should be current within the period …..
