Subak Practicum Report in Cangi Dam and BPP Mengwi

Abstracts
On November 29,2019,we students of the
Faculty of Agriculture,Udayana University
conducted subakpracticum activities.Subak
is a social organization that specifically
regulates the irrigation system in
Bali,Indonesia.The activity takes places in
Cangi Dam and BPP Mengwi.It places that
has been choosen as a place for
practicum.The purpose of this practicum is
to see and know that things that are there,
how to share the water between subak and
cropping patterns that has been done,and
problem and the solution.The method use is
to give questions that have been given by
lecturer and submitted directly to the
representatives of the subak.Dam are
buildings used to raise water level and
BPP(Balai Pelatihan Pertanian) is an
institution that overseas agricultural
development,especially in counseling. The
two are interrelated. The Cangi Dam is part
of the BPP Mengwi.

Introduction
Dam are buildings used to raise
water.The water is dammed so that it can
irrigate the fields below.The source of
water obtained comes from the River Sungi
or in Bali called Tukad Sungi. Cangi Dam
irrigates an irrigation area of 872 hectares
and irrigates eight subaks.And then,BPP
Mengwi is an institution that overseas
agricultural development,especially in
counseling. BPP also functions as motivate
or access the market,capital,and others.BPP
Mengwi has
4.414 hectares of land and the first
large field in Badung Regency.The number
of subak registered at BPP Mengwi is 48
yeh subal (Field subak) and 22 abian
subak(Non-field subak).
Materials and Methods
The materials we carry are paper
containing questions to be asked,pens,and
skecth to find out both places,namely Cangi
Dam and BPP Mengwi.And then, we ask
directly face to face to the representatives
who have been presented.As for that,we
raise our hands first,after being
appointed,then we are welcome to ask.The
representatives will answer according to
what they know.
Results and Discussion
Information that has been given
about what is being asked is that there are
other things in both places,both the amount
of production,facilities,the number of
workers,and others.The amount of
productivity achieved at BPP Mengwi is 6,4
tons with the amount of farmer is 11.029
people that have been recorded in 2018.The
facilities contained in Cangi Dam are Dam
guards and cleaning tools such as lawn
mowers,wood cutters in case of
landslides.In addition,there is a guardhouse
that is used for a place to rest and put the
tools.And then,the number of workes are 16
people to 20 villages.BPP Mengwi is
targeting that one village can be held by one
workers.
As for the distribution of water that
is done that starts from upstream to
downstream. For the regulation of
discharge in Cangi Dam based on cropping
patterns carried out from year to year and
depending on the water.The discahrge
arrangement is carried out to regulate the
water to be passed through subaks. In the
subaks registered with BPP
Mengwi,including subaks that are irrigated
by Cangi Dam,mutual cooperation
activities such as cleaning irrigation
channels,borrowing water for those who are
not caught.While the planting pattern
carried out by subaks,namely “paddy-
paddy-paddy”.However,there are still one
or two subaks that apply “Paddy-Rice-
Paddy” planting patterns.
One of the problems faced is the
limited water debit. For solutions to eight
subaks in Cangi Dam,a coordination
meeting between subaks was held to
discuss the cropping system to match the
water flow provided. The distribution of
water will start from the upstream that is
Buama Subak to downstream.The time
difference for the planting pattern is carried
out between one to one and a half months
and continue alternating until the subak
below it.Another problem is that many
irrigation channels are still
damaged,eventhough they have tried to
repair them.If assitance has not yet arrived
from the goverment,then repairs will be
carried ot manually.After that,proposals
will submitted to the govermentt in
stages.And then,there are pests and diseases
to reach the production of 6,4 ton per
hectare.The last is marketing. During the
OkMar(October-March)harvest season,the
marketing that occured was less than
optimal.Many farmers complained.So from
that,there needs to be a marketing
strategy,such as harvest season, the
marketing that occurred was less than

reselling it when it's not the season like
season Asep(April-September) that is dry
season.Income from marketing will reach
maximum results.
The goverment also helps to
existing prombles.In subaks,the goverment
provides P33I types of assistance,such as
fertilizer.For Dam,the goverment provides
assistance with equipment and labor from
the departement,and there are
OP(Maintance Operation) both
rutine,painting,and improvements in the
form of projects on large scale also helps to
help the existing problems.At eight subaks
irrigated with Dam,there are dues from
subak members.Each subak makes a fee of
Rp 40.000 per hectare per year.The fees are
used for other operating funds.
Conclusion and Suggestions
Subak is a system of irrigation of
fields (irrigation) that is used in
farming.Damage is one of these irrigation
systems.Cangi Dam irrigates eight subaks
that are icluded in the list of subaks in BPP
Mengwi.The government also helped in
this matter as well as members of the subak
carrying out contribution activities for other
fund operations.The planting pattern
carried out by the subak was “paddy-paddy-
paddy.”
For advice,it is necesarry to
approach the tourism sector to see the Dam
as a potential.Furthermore,there is
cooperation that continues to be
preserved.Especially when water is
distributed because it is a reflection of the
concept of THK (Tri Hita Karana) that is
Pawongan(human relations) applied in
subak.
