4.

0 Strategy Formulation

4.1 Develop Corporate and Business Strategy

From the Agreement Contract, the first action taken by Human Resource Management is the
preparation of the implementation plan for each project component where it require prior approval
from the government before subsequent action is taken as the application system covers all aspects of
human resource management to the government to ensure the effective of the transfer technology
from the supliers .The major project approved are as follows:

 Business Improvement Process Plan;


 Change Management Plan;
 Training and Education Management Plan;
 System Development Plan;
 Installation Management Plan;
 Project Management Plan; and
 Transfer of Technology Plan.

During the development of the application,the business improvement process(BIP) study was conducted
where it described the plans approached for each activity which contain four main activities namely
current human resource process analysis, human resource to-be concept design, human
resource to-be detailed design, and implementation plans. The methodology for the
development of the system Is the Rational Unified Process(RUP).Where it is the model that
utilized an object-Oriented approach to the process which provided systematic approach to
determine the duties and responsibilities in development of organization with the aim of
produce high quality application software that fulfilled user requirements on schedule with
strictly regulated budget. RUP is consist of six main workflows which the of it is the Business
Improvement Methodology and Requirements for service improvement process .
The improvement model is explained through five question started with project organization and
concluding the implementation where each phase ensure a comprehensive and innovative approach of
organization.

The First phase is project organization to ensure all the planning ,administration and required sources
ready for BIP where it is included aspect of early preparation,planning and determination of quality.Next
is second phase where it is involved opportunity assessment whereby the human resource function in
the pubic sector were re-evaluated.It is conducted by assessing the human resource environment and
by identify opportunities for improvement ,potential barrier and enablers for the development of
organization.The third phase will covered objectives of the concept design which provide
documentation and proposed conceptual design for the organization to be detailed Design.The input in
this phase was derived from the opportunity assessment and research had been conducted. As for the
Fourth phase,the process provide documentation and proposal for the to-be human resource
management process detailed design and Lastly, the fifth phase which I the implementation phase,it is
involved all of the experts from the BIP ,application development and installation,training and change
management.In this phase,the main Objectie of BIP is to provide documentation for the roll- out
implementation plan.

The BIP study is to enhance understanding of current Human resource management requirement and
necessary improvement and at the same time it help enable the government to determine the
benchmark of human resource management .
In order to make sure the developed system quality level remain under control and the maintainance
being done with ease in future ,the standard to e abided by the programmers and system analyst is
introduced to ensure consistency of system which is the Documentation standards as a guideline for
the preparation of project documents which inclusive of system such as user requirement report
,Analysis and design report,Human Resource Data dictionary ,Module Implementation Report.Next step
is by user interface Standard as a guide line in developing manual documents.Coding standard as a
guideline for the programmer in order to develop programmes .Then, Naming standard as a guide line
in setting name such as file names and data elements used in programming.

And lastly requirements standard where it is the outlines the content and format of the user
requirements.
