JOB DESCRIPTION OF

DIRCETOR ANIMAL DISEASE DIAGNOSIS, REPORTING AND


SURVEILLANCE
Principal function:

The Director Animal Disease Diagnosis, Reporting and Surveillance shall supervise and
coordinate all activities related to animal and avian/ poultry disease diagnosis, reporting and
surveillance.

Administrative and Managerial Duties:


The Director Animal Disease Diagnosis, Reporting and Surveillance shall:

- Primarily responsible for strategic decision making and management of the available
resources.
- Administer, coordinate and monitor the diagnosis, reporting and surveillance of animals
and avian diseases.
- Monitor the drawing and disbursing of available funds and payments.
- Identify statewide needs for office and field equipment and procurement of these.
- Supervise office and field staff through inspection visits.
- Coordinate and participate in departmental/ government meetings and other development
related activities as required.
- Develop and strengthen the linkages with NGO’s and INGO’s working in the field.
- Strengthen the coordination between the directorates of (Livestock Extension Research
and Development, Animal Health/ Veterinary Services and Breed Improvement).
- Monitor the field activities carried out by district laboratories.

Professional and Technical Duties:


The Director Animal Disease Diagnosis, Reporting and Surveillance shall be responsible:

- To formulate and implement policies for diagnosis and surveillance of animal and avian/
poultry diseases at national level.
- To coordinate and monitor the surveillance of all the diseases of livestock and poultry.
- To put in place the Management Plan for surveillance and animal disease management:
- To monitor and report the prevalence of zoonotic diseases.
- To develop strategies in accordance with the Sustainable Develop Goals (SDGs) for the
betterment of the economy of the country.
- To maximize the participation of rural population through development of community
groups.
- To develop strategy for empowerment of women through livestock and poultry
production.
- To coordinate the monitoring of transboundry diseases (namely rinderpest, foot-and-
mouth disease (FMD), contagious bovine pleuropneumonia (CBPP), Peste des Petits
Ruminants (PPR) and Newcastle disease).
- Continuous surveillance of the diseases of economic importance.
- To attend departmental planning meetings and then implement the formulated
developmental activities.
- Any other duty assigned by the department.

Reporting, Monitoring Record keeping:


The Director Animal Disease Diagnostic, Reporting and Surveillance shall be
responsible:

- To compile monthly, quarterly and annual progress reports and work plans.
- To evaluate the progress reports of all the laboratories.

Qualification:
By promotion on the basis of seniority cum merit and fitness among the officers
of BPS-19 (Additional Principal Veterinary Officers) in the functional unit
(Animal Health) having at least 12 years service in BPS-17 and above.

Supervision:
Director Animal Disease Diagnostic, Reporting & surveillance shall respond
directly to the Director General Livestock & Dairy Development Department.
