THE PINNACLE CONSTITUTION

PREAMBLE

We, the editors and staffs of The Scholar’s Avenue Yllana Bay View College,
imploring the aid of our Almighty God, in order to form a publication that shall promote and
embody the ethics and standards of Journalism, work towards a more glorious and an
independent campus press and delegate the ideals of precious service to the studentry, do hereby
ordain and promulgate this Constitution and By-Laws.

ARTICLE I
NAME, SEAL, MOTTO, SCOPE, BADGE AND DOMICILE

Section 1. The official name of the School Publication and Press of the Yllana Bay View College shall
be known as The Pinnacle.

Section 2. The seal of The Pinnacle shall be two quills crossing side to side of the badge of the school
publication centralized and with the statement underneath the quills “Scribendum quia
religio”.
Section 3. The motto which is adopted by The Pinnacle shall be

Section 4. The Pinnacle shall serve primarily for and by the students of Yllana Bay View College and
shall reflect the character of the institution as an academic based publication along with its
subordinating units.
Section 5. The School Publication shall recognize a badge which embodies the fleur-de-lis ornamented
with 5 blue flags and each flag is pointed with ten pins.
Section 6. The office of the School Publication shall be located within the premises and grounds of the
Campus.

ARTICLE II
DECLARATION OF PRINCIPLES AND POLICIES

PRINCIPLES
Section 1. The School Publication is the press and media of the campus and is responsible of promoting
the welfare of campus journalism and shall embody the shared common goal.

Section 2. Provide the studentry of the service with the highest acknowledgment through its dedicated
members.

Section 3. The School Publication shall, at all times, uphold the majority of the concerns of the campus
and produce the standard information and shall acknowledge mutual understanding.

Section 4. The members of the press will protect the independence and the status quo of the school
publication.

POLICIES

Section 5. The members of the School Publication shall have the following duties:

(a) provide the studentry with the most accurate means of media and information of the
press;
(b) protect and promote the rights of the studentry;
(c) develop the ideals and aspiration of the common goal shared by the school publication;
(d) responsible for all the articles being provided by the members of the press and shall
answer all the consequences given along with the information of inaccurateness and
shall face full encounters of prohibition;
(e) train members for the highest quality of journalism as to where they shall take part of the
knowledge to provide the articles for the press;
(f) promote the welfare of the school publication as press and media; and
(g) foresee unforeseen circumstances that will happen where the members takes part;

Section 6. Recognize the rights to both the studentry and the members of the publication which shall
uphold the welfare of the independent organization.

Section 7. Prefer the standards and the uniqueness of each article being written in the pages by the
members and the category being written upon.

ARTICLE III
MEMBERSHIP

Section 1. The general body of the school publication must be comprised of at least two members in
each category being the News, Editorial, Editorial Cartooning, Feature, Literary, Science and
Technology as Science News, Science Editorial and Science Feature, and the
Photojournalism.

Section 2. The requirements of the members shall be:

(a) dedicated in writing, drawing or shoot;


(b) define the qualities of being a journalist;
(c) be a bona fide student of Yllana Bay view College;
(d) responsible and can handle pressure well; and
(e) commit the assurance of being part of the board of the school publication.
Section 3. Membership may be revoked by the advisers of the publication due to the probation being
given by the eighth article of this constitution.

Section 4. The Board of Members shall be the ones to provide the press and media as the school
publication for all the data by each category of any page in the paper, broadcasts, or media
Section 5. The advisers of the School Publication shall be responsible in choosing the journalists for the
membership of the board, may it be screenings or appointments.

Section 6. Membership shall be open to all the studentry present and active in the Yllana Bay View
College for the School Publication as journalists, regardless of age, creed, race, color, sex,
sexual orientation, gender identity, socioeconomic status, disability, national origin, or status
as an individual. This list is not exhaustive.

Section 7. The Layout Artists shall be considered as members of the School Publication.

ARTICLE IV
MEEETINGS AND PROCEDURES

Section 1. A majority of the board shall constitute a quorum to transact any business. A majority of
those voting shall constitute an affirmative vote of the Board. Each member shall be entitled
to one vote and the vote of the majority of the Board at any meeting at which there is a
quorum shall be sufficient to transact business.

Section 2. The frequency of meetings shall be inviolable and can designate the party who has the right
to call meetings.

Section 3. The attendance must be checked every meeting to be filed in the official documentaries of the
school publication. Excuses can be recognized but to an approval given by the Editor.

ARTICLE V
BILL OF RIGHTS

Section 1. The members of the School Publication and the Executive Board shall, at all times, have the
right to convey information as to their desire to write, draw, or capture the moments of life.

Section 2. The right to use the School Publication Office, shall be irrevocable to hold meetings and
businesses to which the Office of the Editor and the Office of the Advisers approve.

Section 3. The right of acknowledgment of the independence of the organization shall, at all times, be
inseparable of the concerns of the school.

Section 4. The freedom of speech must be recognized of both the School Publication and the Studentry.

Section 5. The right to anonymity and confidentiality can be upheld by the Executive Board namely the
Editor and the Advisers.
Section 6. The right to diplomatic and legislative immunity can be recognized only if the Executive
Board takes part and has knowledge of the gravity of the situation.

Section 7. The right to civil, historic, and legal compensation must be in accordance and probations of
the proclamations and resolutions declared by the Editor which can be used to protect the
journalists in case of any conflicts being given by the studentry or/and the school.

Section 8. Privacy of the members of the School Publication must be present.

Section 9. Any dictation that will contradict the constitution, proclamation or resolution of the School
Publication shall be taken action thereof, to protect the writers from inaccurate
compensation.

Section 10. Create a letter of interest to any complaints with the studentry or the publication itself.

ARTICLE VI
THE EXECUTIVE BOARD

Section 1. The School Publication shall have the directories to act the prime directives for the Press and
Media.

Section 2. The Editor in Chief shall have the following duties:

(a) The head of all the directories for the publication;


(b) Preside in meetings and businesses which is applicable for the event;
(c) Sign official documents;
(d) Create or declare Proclamations and Resolutions which is provided to protect the
writers;
(e) Criticize and edit the articles being produced by the journalists and proofreads them to
ensure the accurateness of the medium;
(f) Decides for all the activities and the articles to be written by the writers; and
(g) Be the representative of the School Publication to be in the Division, Regional, or
National Press matters.

Section 3. The Associate Editor shall have the following duties:

(a) The next in line if the Editor is not available, shall be responsible for all the Editor’s
duties and responsibilities, unless, being impeached by the Board;
(b) Can preside in meetings as instructed by the Editor;
(c) The signing of official documents can undergo into the hands of the Associate;
(d) Be in concern for the conflicts and complaints from the studentry;
(e) The analysis of all the data and articles being written will be audited by the Associate;
and,
(f) The assistant of the Editor in any means being instructed.

Section 4. The Advisers of the School Publication shall, at all times, be the guiding material for the
Publication. They cannot interfere with the final decisions of the Press to be taken upon, but
the exemption of this is the advices for the journalists from them. They can suggest and
recommend articles, pages, or any of the sort which they will be responsible.

ARTICLE VII
BOARD OF MEMBERS

Section 1. The members that form part of the School Publication is categorized according to their
official categories as to they are screened and filtered shall comprise from the studentry.

Section 2. The Journalists under the News category must comprise of at least two members which fall
as News Writers.

Section 3. The Journalists within the area of the Editorial Writing shall be of at least two members
which fall as the Editorial Writers.

Section 4. The Journalists under the Editorial Cartooning category shall be of at least two members
which fall as Cartoonists.

Section 5. The Journalists within the area of the Feature category must comprise of at least two
members which fall as Feature Writers.

Section 6. The Journalists under the Literary category must comprise of at least two members which
fall as Literary Writers.

Section 7. The Journalists within the area of the Entertainment category shall be of at least two
members which fall as Entertainment Writers.

Section 8. The Journalists under the Science Writing category shall be of at least two members which
fall as Science Writers.

Section 9. The Journalists within the area of the Sports Writing must comprised of at least two
members which fall as Sports Writers.

Section 10. The Layout Artists shall be entered in the credentials of the publication and shall fall in as
the Artists.

ARTICLE VIII
TERM IN OFFFICE

Section 1. The Editor in Chief is the ruling head of the publication. The term of the Editor’s office shall
be irrevocable while he/ she is schooling in the school, varying the years in the office.
Section 2. The Associate Editor in Chief is the second in command for the school publication. The term
of the Associate’s office shall be irrevocable while he/ she is schooling in the school, varying
the years in the office.

Section 3. Term in the office shall be irrevocable unless upon lawful order under the ninth article in this
constitution.

ARTICLE IX
IMPEACHMENT, REVOCATION AND VACANCIES

Section 1. Impeachment shall be taken action when journalists, either in the executive board or in the
board of members, violates of the following acts:

(a) negligence of responsibility in terms of accomplishing the articles, accomplishment


reports, or any documents which are necessary to the school publication;
(b) culpable violations of the school publication constitution and by-laws;
(c) violence to the person in authority;
(d) gross misconduct and harassment of the studentry;
(e) disloyalty of the independent organization;
(f) involved in a scandal, malicious or minor, shall be taken action;
(g) non-attendance in meetings called upon by the person in authority as three absences; and
(h) producing articles which contradicts the welfare of the studentry and the staffs in the
school premises.

Section 2. Revocation shall be taken action when journalists, either in the executive board or in the
board of members, contradicts the supposed welfare in the publication. The violation may
consists of the first section in this article. Revocation can void the diplomatic or legislative
immunity when a member of the executives violates the given provisions which contradicts
the development of the publication. The membership can be revoked. This section shall take
effect on both the executive branch and the directories.

Section 3. The advisers of the School Publication, neither they affirm or oppose, will decide the
consequences of the journalist violating the given provisions of the press. Trials can be
recognized.

ARTICLE X
FINANCE AND AUDIT

Section 1. The budget of the school in the fees for the school publication shall be for the school
publication. The equity will not undergo any provisions which shall hasten the independent
organization. The equity is classified into Trust Funds, Special Funds. Trust Funds comes
from the school which is for the school publication, the amount shall be regulated and
promulgated upon approval by the School Publication, but in no case shall it exceed the
insurance policy given by the Department of Education. The Special Funds shall come from
sponsorship, donation and fund raisings which are legitimate in the school premises.

Section 2. The budget shall be taken care of an appointed person of treasures. The treasurer will be the
source of finance in the school publication.

Section 3. Audit of the monetary funds can be an appointed journalist. The appointed treasurer can act
as the auditor as a substitute.

Section 4. The School Publication shall deposit all funds from the monetary resources in a respective
chosen bank which the account name derives from the Editor and the Associate.

Section 5. The School Publication has the freedom of assessing the funds for any proposed plans,
projects and such as long as they don’t contradict the welfare and objective of the
organization.

Section 6. The School Publication has the freedom to conduct fund raisings to support the independent
organization to strengthen the press and the media.

Section 7. The withdrawal of the equity shall always be guided with the Editor and Associate Editor
only. There must be a resolution accompanying the financial matter to be approved by the
School Head and the advisers of the school publication.

Section8. Depending on the pending recommending approval, there must be a status report of the
financial matters posted in every bulletin board present in the school grounds.

Section 9. The School Publication shall liquidate the financial statements for the expenditures of the
organization which shall be filed in documentary casings of the press and media.

Section 10. The appointed treasurer and auditor shall be guided for the financial management. The Editor
and the Associate can be involved.

SECTION XI
THE GENERAL ASSEMBLY

Section 1. The members of the school publication is gathered every screening annually conducted by
the advisers. The executives are chosen within the screening of the advisers when the term
of the predecessor Editor and Associate.

Section 2. The screening is conducted annually to asses interested students to be journalists in every
category stated in the first section article three in this constitution.

Section 3. The meetings presided by the authorized personel is part of the general assembly.
ARTICLE XII
AMENDMENTS

Section 1. The School Publication shall amend official Declarations and Resolutions which is approved
by the School Head.

Section 2. Declarations are numbered and are in visual legality for the amendment to work, they must
follow the standards.

Section 3. Resolutions are done when members of the executive branch writes and signs it with the
approval of the School President.

Section 4. The declarations and resolutions are mandated which do not contradict the objectivity of the
school publication, otherwise worthy of high sanctions and treason.

ARTICLE XIII
THE SCHOOL PUBLICATION ADVISERS

Section 1. The School Publication advisers are appointed by the Principal and/ or the School Head.
They will be responsible in running the publication of the natural balance and order of the
organization. The articles can either alter the school premises and the studentry for better or
for worse. Any article contradicting the welfare of the school and the studentry shall be
taken action upon lawful mandates of provisions to sanction the journalist responsible for
the article. The advisers will be the ones to prevent this.

Section 2. The advisers are trainors of the young journalists. They can preside and/ or hire a speaker to
entertain the young journalists to cultivate them into their full potential.

Section 3. The advisers shall at all times, monitor all programs and activities agreed upon by the
majority of the school publication.

ARTICLE XIV
HISTORIC AND LEGAL TITLE

Section 1. There are official documents with great importance of the publication which shall be
punishable by lawful order of the school.

Section 2. The first paper of the publication is considered with historic right. The document shall be of
great importance of the school and anything that will happen to it, specifically theft, shall be
under provision of the common law of the school.

Section 3. Original manuscripts which is derived to from part of the school paper is considered of great
importance and with historic right. They shall be taken care of a commission from the
organization as kept safe.
