Regulation of Lighting on Energy Efficiency

Minimum Energy Performance Standards (MEPS) programs are


mandatory requirements for certain lighting products sold in
Malaysia.
 Gazetted by 3rd May 2013

 Enforced by legislation with reference to the MEPS standard,


MS 2598:2014

 Regulations specify the requirements for MEPS for lighting, including


offences and penalties if a party does not comply with the
requirements.

 Technical requirements for MEPS are set out in Determinations which


usually reference the relevant appliance standard.

for measurement.

LED luminaire performance requirements are directly connected with the


stipulations contained in the standard for LED modules; that
norm needs to be considered when assessing LED lighting systems.
LED Luminaire Performance Standards
LED luminaire performance standards:
• IEC 62722-1:2014 & IEC 62722-2-1:2014
• TYPE A, TYPE B & TYPE C

The following have been identified as major parameters:

1. rated input power


2. rated luminous flux
3. luminaire efficacy
4. luminous intensity distribution

9. longevity criteria (useful life of the LED luminaire in hours and the
associated rated lumen maintenance)

LED LIGHT SOURCE
LM-80 Test

IES LM-80-08 “Measuring Lumen Maintenance of LED Light Sources”


contains a process whereby changes in light output are measured under
controlled conditions. This testing is typically conducted by the
manufacturer of the individual LED light source. That data is then
supplied to an end-user so that it may be utilized in future qualification
testing.

For LM-80 testing, the units under test (UUT) will be driven for a period of
at least 6,000 hours (250 days) under specified ambient conditions.
Photometric and Chromaticity data is collected initially and at each 1000
hour interval. A test duration of 10,000 hours is suggested for better
predictive modeling.
PERFORMANCE TEST RELATED TO
LED LAMP/LUMINAIRES
LM-79 Test

Testing applies to LED products that incorporate control electronics and


heat sinks. This covers complete LED luminaires and integrated LED
sources. It does not include bare LED chips or LED products without the
light source.

Absolute photometry measurements.

Integrating spheres in combination with a photometer, but preferably a


spectro-radiometer that derives total luminous flux and color qualities
form spectral radiant flux measurements, are used to measure the total
luminous flux.

A gonio-photometer is the appropriate tool to measure luminous intensity


distribution. The gonio-photometer system tests may also derive total
luminous flux and provide color characteristics including CCT and CRI.

distribution.

Photobiological Safety of LED Luminaires
LED luminaire safety standards – IEC 60598-1:2014:
Assessment of photobiological risk from optical radiation, a distinction is
made between different wavelength ranges (UV, visible
and IR radiation).

The risk depend on the illuminance from light source or luminaire

UV and IR rays are absorbed as soon as they enter superficial tissue


layers.

Blue light rays penetrate the cornea of the eye and are directed onto the
retina by the lens and the risk depends on the size of the light source.

IEC 62471:2006 - Photobiological safety of lamps and lamp systems

For lamps for general illumination, risk classification should be performed


at the distance where illuminance is 500 lx or 200 mm minimum.
GUIDE ON PHOTOBIOLOGICAL SAFETY IN GENERAL LIGHTING
PRODUCTS FOR USE IN WORKING PLACES

A lighting product is considered safe without the need to provide any warning
or advise when it provides optical radiation within the following limits :

• 2 mW/klm or 2 mW/(m² · klx) for actinic UV radiation. This corresponds to


an irradiance of 0.001 W·m² (RG 0 = exempt on the basis of IEC 62471 with
evaluation at 500 lx). This limit corresponds to 8 h exposure time.

• 10.000 W/(m²·sr) or 1 W/m² for blue light hazard corresponding to RG 1 of


IEC 62471 and to 100 s exposure limit. (IEC/TR 62778)

• 28000/α W/(m²·sr) or 6000/α W/(m²·sr) or 100 W/m² for IR radiation


corresponding to RG 0 of IEC 62471 (exempt).
Other Quality Features in LED Lighting
Flicker

Cause physiological problems, giving rise to complaints such as


headaches

– Stroboscopic effect.
LED Retrofit Lamps for Luminaire/Lighting
IEC 62776:2014

Double-ended LED lamps - retrofit or conversion lamps for existing


lampholder systems.

Only existing starter needs to be replaced or removed, according to the


manufacturer's instructions without undergo technical modification.

Only for G13 or G5 base LED lamps for direct line voltage
LED Challenges

We need to:

Ensure accurate information on product performance and equivalence is


available so that consumers understand what they are buying.

Provide guidance on acceptable minimum performance levels.

Discourage the least efficient LEDs that may potentially be less efficient
alternatives to more efficient LEDs and already proven efficient lighting
(such as CFLs) for uninformed consumers

Recognise that LED lighting performance and quality is complex and


truth in claim will not in itself ensure consumers have access to quality
products.
