Reaction Paper about Republic Act No.

8292

In 1997, Republic Act (RA) No. 8292, otherwise known as the “Higher Education
Modernization Act of 1997” was passed to establish a complete, adequate and integrated
system of higher education. This act empowers SUCs to generate income and revenues from
corporate or business affairs, for example, getting their income from tuition and other school
fees for them to reduce their dependence on the government subsidy.

I think this act is important to us students who are studying in a state university, we can
see that the subsidy that is given to our school was not enough. For example, here in
Polytechnic University of the Philippines. We can observe that many of our facilities were
damaged and cannot be used. As a result, the university cannot maintain or repair the facilities
due to lack of budget unless there is an aid from the government. Example of the facilities that
cannot be used in our school are the comfort rooms. Some students need to go to other floors
just to used CRs.

I can realize based on the given situations that the government subsidy was not enough
for the maintenance of facilities. As a student, I have to be responsible for keeping the facilities
of our school in exchange of the quality education that is being given to us. I believe that having
quality education leads to better future, better job and more opportunities. Education supposed
to be an individual right, after all, and not a privilege. I know government are having plans and
actions to support and improve education system in our country.
