ABOUT
FIRE HAZARD PREVENTION AND CONTROL

BY THE GRACE OF GOD ALMIGHTY


GOVERNOR OF THE SPECIAL CAPITAL PROVINCE OF JAKARTA,

Considering a.bahwa fire hazard is a hazard that could bring big disaster with
extensive consequences, both for the safety of life and property
that would directly hamper development, particularly in the
Special Province of Jakarta, therefore, need to be tackled more
efficient and continuously;
b.bahwa Regional Regulation No. 3 of 1992 on Fire Prevention in the
Special Capital Province of Jakarta, is not in accordance with
the legislation, development and population growth and
technological progress;
c.bahwa considerations referred to in paragraphs a and b, it is
necessary to form a Local Regulation on Prevention and Fire
Hazard;

REGULATION OF THE REGION ON PREVENTION AND CONTROL FIRE
HAZARD.

PART I
GENERAL REQUIREMENTS

article 1
In the Regulation referred to as:
Jakarta regional 1.Provinsi hereinafter referred Jakarta is the province that has
specificity in local governance due to its position as the capital of the Republic
of Indonesia.
2.Pemerintah Special Province of Jakarta, hereinafter referred to Jakarta Provincial
Government is the Governor and the Region of Jakarta as an element of
Jakarta Provincial Government.
3.Gubernur is Regional Head of Special Province of Jakarta.
4.Dinas is Jakarta Provincial regional apparatus responsible in the field of fire
prevention and control as well as other disasters.
5.Kepala Department is the lead responsible local devices in the field of fire
prevention and control as well as other disasters.
6.Bangunan building is a physical manifestation of a construction work that blends
with its domicile, partly or wholly located above and / or in the soil and / or
water, which serves as a place where humans do activities, either for
residential or residential, religious activities , business activities, social
activities, cultural and special events.
7.Bangunan Housing is building that designation to shelter people in neighborhoods
well organized and disorganized.
General Motor 8.Kendaraan is passenger transport modes that are intended to serve
the general public.
9.Kendaraan Special motor transport modes which is specifically designed to
transport hazardous materials.
Dangerous 10.Bahan is any substance / elements, bonding or mixtures are
combustible / flammable, corrosive and others for the handling, storage,
processing or packaging may pose a danger to people, equipment and the
environment.
11.Pencegahan fire is the effort made in order to prevent fires.
12.Penanggulangan fire is the effort made in order to extinguish the fire.
13.Potensi Fire is the level of the conditions / fire danger conditions contained on
particular objects where humans move.
Fire 14.Bahaya Light is the danger of fires that have value and low flammability, heat
release when the fire is low, so that the flame propagation is slow.
Fire 15.Bahaya Medium I is the danger of fires that have burned amount and ease of
being; the accumulation of combustible material with high no more than 2.5
(two and a half) meter and in case of fire release heat medium, so that the
propagation medium heat.
Fire 16.Bahaya Medium II is the danger of fires that have burned amount and ease of

Building Fire Safety 23.Manajemen (MKKG) is part of the building management to

Paragraph 1
Building

Article 3
(1) The potential danger of fire in buildings is based on:

Article 4

Article 5

CHAPTER III
FIRE PREVENTION
Part One
Building
Paragraph 1
Obligations of owners, users and / or the Management Body

Article 7
(1) Every owner, user and / or the governing body of the building and neighborhood
buildings that have a potential fire hazard as referred to in Article 3 (2) must
play an active role in preventing fires.
(2) To prevent fire as referred to in paragraph (1) the owner, user and / or the
governing body of the building is required to provide:
a.sarana lifesaving;
b.akses firefighters;
c.proteksi fire; and
d.manajemen fire safety of buildings.

Rescue Means Life

Article 8
(1) Every building shall be equipped with a means of saving souls.
(2) Means of lifesaving referred to in paragraph (1) shall consist of:

Article 9

Article 10
(1) Access firefighters as referred to in Article 7 (2) b includes:

Article 11

Article 12
(1) building materials referred to in Article 11 paragraph (2) letter a is used in building

(2) The nature of the material referred to in paragraph (1) shall include fuel properties,
spreading properties and the ignition properties of materials.
(3) To improve the quality of the material properties against fire use fire retardant
materials.
(4) Further provisions on the requirements properties of building materials referred to
in paragraph (2) and the use of building materials is regulated by the governor.
Article 13
(1) Construction of buildings associated with the fire resistance referred to in Article
11 (2) b consists of:
a.tipe A;
b.tipe B; and
c.tipe C.
(2) The level of fire resistance as referred to in paragraph (1) includes the resistance to
collapse of the structure, the penetration of fire and smoke and able to
withstand the increase in heat to the surface of the door which is expressed in
units of time.
(3) Further provisions on the requirements for fire resistance levels referred to in
paragraph (2) is regulated by the governor.

Article 14
(1) compartmentalization and separation as referred to in Article 11 (2) c must be of
fireproof construction and adapted to the function room.
(2) Further provisions on compartmentalization and separation requirements referred
to in paragraph (1) is regulated by the governor.

Article 15
(1) Cover the openings as referred to in Article 11 (2) d horizontal and vertical lines

Article 16

Article 17
Every person and / or legal entities are prohibited from producing and / or trade and /
or the use of fire extinguishers that contain ingredients harmful to the health, safety of
life and the environment.

Article 18
(1) detection and fire alarm systems as referred to in Article 11 paragraph (3) letter b
shall be adjusted to the classification of a potential fire hazard.
(2) detection and fire alarm systems as referred to in paragraph (1) shall
always in good condition and ready for use.
(3) Further provisions regarding technical requirements and procedures for the
installation of fire detection and alarm system referred to in paragraph (1) shall
be
with Governor Regulation.
Article 19
(1) System standpipe and fire hoses and hydrants pages referred to in Article 11 (3) c
consists of a standpipe, fire hoses, hydrants yard, water supply and fire pump.

(2) The standpipe systems and fire hoses and hydrants pages referred to in paragraph
(1) shall be based on the classification of the potential danger of fire.
(3) The standpipe systems and fire hoses and hydrants pages referred to in subsection
(1) must always be in good condition and ready for use.

Article 20
(1) automatic sprinkler systems as referred to in Article 11 (3) d consists of the

(6) Further provisions on technical requirements and procedures for the installation of
automatic sprinkler systems as referred to in paragraph (1) and (2) is regulated
by the governor.

Article 21
(1) smoke control system referred to in Article 11 paragraph (3) letter e shall be based
on the classification of a potential fire hazard.
(2) smoke control system referred to in subsection (1) must always be in good
condition and ready for use.
(3) Further provisions regarding technical requirements and procedures for the
installation of smoke control systems referred to in paragraph (1) and (2) is
regulated by the governor.

Article 22
(1) Lif fire as referred to in Article 11 paragraph (3) letter f shall be installed in
buildings secondary, higher and bismen with a depth of more than ten (10)
meters below the ground surface.

Article 23
(1) emergency lighting referred to in Article 11 paragraph (3) letter g shall be mounted
on a means of egress, fire stairs and a special room.
(2) emergency lighting referred to in subsection (1) must always be in good condition
and ready for use.
(3) Further provisions regarding technical requirements and procedures for the
installation of emergency lighting referred to in paragraph (1) and (2) is
regulated by the governor.

Article 24
(1) The direction finder of emergency as referred to in Article 11 (3) h must be
mounted on a means of egress and fire stairs.
(2) The direction finder of emergency should lead to a fire stairwell door and exit.
(3) The direction finder of emergency as referred to in paragraph (1) shall always

(4) Further provisions regarding technical requirements and procedures for the
installation of directional emergency as referred to in paragraph (1) through
(3) is regulated by the governor.

Article 25
(1) of the emergency power supply system as referred to in Article 11 paragraph (3)

b.mampu supply power for emergency signpost system;

(4) The power cord for the emergency power supply system to the active protection

(5) Further provisions regarding technical requirements and procedures for the
installation of the emergency power supply system as referred to in paragraph
(1) through (3) is regulated by the governor.

Article 26
(1) The building of buildings with potential fire hazards of moderate and severe must
be equipped with a fire control center.
(2) Some of the buildings that due to extensive and demanding the building mass

with the heaviest potential fire hazard.

Article 27
(1) Each room or building containing items and special equipment must be protected
with special extinguishing installation.
(2) Installation of a special department referred to in paragraph (1) shall consist of:
a. thorough suppression system {total flooding); and
b. The local shutdown systems (local application).
(3) Installation of a special department referred to in paragraph (1) must always be in
good condition and ready for use.
(4) Further provisions regarding technical requirements and procedures for the
installation of a special department referred to in paragraph (1) through (3) is
regulated by the governor.

Building Fire Safety Management

Article 28
(1) The owner and / or user of the building that manages the building that has the
potential fire hazard light and medium I with a number of occupants of at least
500 (five hundred) shall establish a Building Fire Safety Management.

head and deputy head of building fire safety management.

governor.

Fire Safety Management Environment

Article 29
(1) The governing body that manages several buildings in an environment that has the

governor.

Residential building

Article 30
(1) Residential buildings are located in landscaped neighborhoods should be equipped
with the infrastructure and facilities for fire prevention and suppression.

CHAPTER IV
FIRE FIGHTING

CHAPTER VI
TESTING

CHAPTER VII
CONTROL FIRE SAFETY

Building New Building

Article 44

Article 50

CHAPTER XII
INVESTIGATION

Article 60

Article 53 paragraph (1), Article 54 paragraph (1) shall imprisonment of 3

I. General
