 The Reserve Bank of India has increased the household income limits for borrowers of Non-Banking
Financial Companies-Micro Finance Institutions (NBFC-MFIs) in rural and urban/semi urban areas as
under:
For rural areas: Increased to Rs 1.25 lakhs from Rs 1 lakh
For urban/semi urban areas: Increased to Rs 2 lakhs from Rs 1.6 lakhs

 RBI announces the Framework on Currency Swap Arrangement for SAARC countries for the period 2019
to 2022
•The Reserve Bank of India has announced the revised Framework on Currency Swap Arrangement for
SAARC countries 2019-2022 to improve financial stability and economic cooperation within the SAARC
region.
•The Framework is valid from November 14, 2019 to November 13, 2022. Based on the terms and
conditions of the Framework, the RBI would enter into bilateral swap agreements with SAARC central
banks, who want to avail swap facility.
•SAARC Currency Swap Facility came into operation on November 15, 2012. SAARC has 8 member
countries.
•Under the revised condition (Framework for 2019-22) RBI will continue to offer swap arrangement
within the overall corpus of US $ Two billion. The drawals can be made in US Dollar, Euro or Indian
Rupee.
 The Ministry of Finance has decided to amalgamate three regional rural public sector banks of Uttar
Pradesh namely Baroda Uttar Pradesh Grameen Bank, Kashi Gomti Samyut Gramin Bank and Purvanchal
Bank into a single regional rural bank.
These banks will be amalgamated on April 1, 2020 and will be called Baroda UP Bank.
 Shri. H R Khan has been appointed as the first chairman of the steering committee of the Code for
Responsible Lending (CRL) in micro-credit. HR Khan is a Former deputy governor of the Reserve Bank of
India (RBI). Microfinance Institutions Network (MFIN) and Sa-Dhan had jointly unveiled the ‘Code for
Responsible Lending’ (CRL) for the micro-credit industry in September 2019.

 Life Insurance Corporation of India (LIC) has allowed policyholders to revive their policies that have
lapsed for more than two years. Before: Earlier, after the IRDA Product Regulation 2013, which came
into effect on January 1, 2014, the revival period was restricted to two consecutive years from the date
of the first unpaid premium.
Now: The LIC policyholders who bought their policies after January 1, 2014 could revive their,

 SC bench headed by CJ Gogoi rules to set up trust for temple construction in Ayodhya, Muslims to get
alternate land
The 5 judge bench of Supreme Court headed by Chief Justice of India, Ranjan Gogoi has given its verdict
on Ayodhya Ram Temple case (Rām Janmabhoomi – Bābrī Masjid Land Title Dispute) on November 09,
2019. Justices SA Bobde, DY Chandrachud, Ashok Bhushan and S Abdul Nazeer were the other 4
members of the bench and the decision passed by the bench was in agreement in 5-0 ratio.
The decision by the Supreme Court is mentioned below:
Supreme Court has cleared the way for the construction of a Ram Temple at the disputed site (area of
2.77 acres) and has given three months time to Central Government to set up a board of trustees for
construction of the temple (Ram Temple) at the disputed structure.
The bench also ruled that the Hindu organisation Nirmohi Akhara would not be the shebait, but would
instead get to be a member of the trust.
SC has directed Centre for arrangement of suitable alternative plot of land measuring 5 acres at Ayodhya
for Sunni Waqf Board (for Mosque).
It must be noted that in 2010, Allahabad High Court had divided the 2.77 acres of disputed land in 3
part. 1⁄3 going to the Ram Lalla or Infant Rama represented by the Hindu Maha Sabha, 1⁄3 going to the
Sunni Waqf Board and the remaining 1⁄3 going to Nirmohi Akhara. However, now the SC bench has
declared it invalid.
 Prime Minister Narendra Modi has formally inaugurated the Integrated Check Post of the Kartarpur
Corridor.
Kartarpur Sahib Corridor is a 4.7 kilometre long passage that connects Dera Baba Nanak Sahib in India’s

had the highest number of farmer suicide.
The suicides in the farming sector comprised 8.7 per cent of the total suicides 1,31,008 in the country.

ICEDASH is an Ease of Doing Business monitoring dashboard of the Indian Customs helping the public
see the daily Customs clearance times of import cargo at various ports and airports.
The ATITHI app will facilitate hassle-free and faster clearance by Customs at the airports by electronic
filing of Customs baggage and currency declarations and thus enhance the experience of international
tourists and other visitors at the airports.
 Ministry of Environment, Forest and Climate Change (MoEF&CC) has started a mass cleanliness-cum-
awareness drive in 50 identified beaches under the “Swachh – Nirmal Tat Abhiyaan” from 11th -17th

Important Cabinet Approvals: November 6, 2019


The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approve several Memorandum of
Understanding (MoU) and proposals. They are listed below:

List of MoUs Approved

1. India and Paraguay – Strengthening Cooperation in the field of Tourism.


2. India and Brazil – Strengthening Cooperation in the field of Health and Medicine and also
signing of the Protocol to amend the Convention for the avoidance of double taxation and the
prevention of fiscal evasion with respect to taxes on income.
3. India and Switzerland – Technical Cooperation in the field of Climate Change and Environment.
4. India and Guinea – Cooperation in the field of Renewable Energy
5. India and Maldives – Training and Capacity-Building Programme for Maldivian Judicial Officers
in India.
6. India and German – collaboration in the field of Occupational Diseases, Re-habilitation and
vocational training of Insured Persons with disabilities
7. India and Bangladesh – Withdrawal of 1.82 cusec of water from Feni River by India for drinking
water supply scheme for Sabroom town Tripura, India.

Other approvals

 Establishment of a ‘Special Window’ fund to provide priority debt financing for the
completion of stalled housing projects that are in the Affordable and Middle-Income
Housing sector. The government shall act as the Sponsor and the total commitment to
be infused by the Government would be upto INR 10,000 crore.
 Approved the Cadre Review of Posts & Telegraphs Building Works Service, Group
‘A’. The number of Duty posts was fixed as 105.

RBI expands the scope of SNRR Account


 The Reserve Bank of India has expanded the scope of SNRR Account by permitting person
resident outside India to open such account.
 Before this, only a person resident outside India, having a business interest in India, was
authorised to open a Special Non-Resident Rupee Account (SNRR account) with an
authorised dealer for the purpose of putting through bona fide transactions in rupees.
 Now RBI has expanded the scope of SNRR Account by permitting person resident outside
India to open such account for:
o External Commercial Borrowings in INR;
o Trade Credits in INR;
o Trade (Export/ Import) Invoicing in INR; and
o Business related transactions outside International Financial Service Centre
(IFSC) by IFSC units at GIFT city like administrative expenses in INR outside
IFSC, INR amount from sale of scrap, government incentives in INR, etc. The
account will be maintained with bank in India (outside IFSC).
 Also, earlier there was a restriction that No operations are permissible in the account after
seven years from the date of opening of the account. Now this restriction of 7 years has
been removed.

Important Cabinet Approvals: November 20


Following are the important approvals made by the Union Cabinet chaired by Prime Minister Shri
Narendra Modi on November 20, 2019.

 Establishment of the National Institute for Sowa-Rigpa in Leh as an autonomous


organization under the Ministry of AYUSH
 Ex-post facto approval for the proposal that has been approved under Rule 12 of the
Government of India (Transaction of Business) Rules, 1961 with regard to removing
difficulty arising in giving effect to the provisions of the Jammu & Kashmir Reorganisation
Act 2019 with regard to section 3 of the Act
 Extension/renewal of the extant Pharmaceuticals Purchase Policy (PPP) with the same
terms and conditions while adding one additional product namely, Alcoholic Hand
Disinfectant (AHD) to the existing list of 103 medicines till the final closure/strategic
disinvestment of the Pharma CPSUs
 Approved the proposal for introducing the Taxation Laws (Amendment) Bill, 2019 in
order to replace the Ordinance.
 Adoption of the Patent Prosecution Highway programme
 Mitigating financial stress being faced by the Telecom Services Sector
 Introduction of International Financial Services Centres Authority Bill, 2019 in Lok Sabha,
after withdrawal from Rajya Sabha
 Introduction of the Industrial Relations Code, 2019 in the Parliament.
 Amendments and modifications in the Toll-Operate-Transfer model and securitization of
user fee receipts of NH
 ‘In-principle’ approval for strategic disinvestment in select CPSEs: Bharat Petroleum
Corporation Ltd. (BPCL), Shipping Corporation of India Ltd. (SCI), Container Corporation
of India Ltd. (CONCOR), Tehri Hydro Development Corporation India Limited (THDCIL)
and North Eastern Electric Power Corporation Limited (NEEPCO)
 Reduction of Government of India equity shareholding in select CPSEs below 51% by
retaining management control

Important Cabinet Approvals: November 27, 2019


The following proposals and MoU were approved during the Union Cabinet meeting chaired by
Prime Minister Shri Narendra Modi on November 27, 2019:

MoUs approved

 Myanmar – bilateral cooperation for Prevention of Trafficking in Persons; Rescue,


Recovery, Repatriation and Re-integration of victims of Trafficking.
 Saudi Arabia – Establishment of Strategic Partnership Council
 Saudi Arabia – combating illicit trafficking and smuggling of Narcotic Drugs, Psychotropic
Substances and Chemical Precursors.
 Chile – signing of the Double Taxation Avoidance Agreement (DTAA) and Protocol for
the elimination of double taxation and the prevention of fiscal evasion and avoidance
with respect to taxes on income.

Proposals approved

 Increase the authorized capital of Food Corporation of India (FCI) from existing Rs.3,500
crore to Rs.10,000 crore.
 Approved the negotiating stand of India at the 25th Conference of Parties (COP) to the
United Nations Framework Convention on Climate Change (UNFCCC) scheduled to be
held in Madrid, Spain (under the Presidency of Chile) from 2-13 December 2019.
 Approved the Fifteenth Finance Commission to submit first report for the first fiscal year
viz. 2020-21 and to extend the tenure of XV-FC to provide for the presentation of the
final report covering FYs 2021-22 to 2025-26 by 30th October, 2020.
 Allotment of 1800 sqm of Airports Authority of India’s (AAI’s) land to Andhra Pradesh
Education and Welfare Infrastructure Development Corporation (APEWIDC) for the
construction of Ceremonial Lounge at Tirupati Airport.
 Mandatory packaging of foodgrains and sugar in jute material for the Jute Year 2019-20.
 Waiver of repayment of loan of Rs.54 lakh and interest thereon, amounting to Rs.370.40
lakh, totalling Rs. 424.40 lakh plus the amount of interest that will accrue on total
amount, from 01.04.2019 till this approval outstanding against the Sikkim Mining
Corporation.
