At present, only a small portion of the required quality seeds for different crops is
supplied by the BADC. Rest of the seeds are produced, preserved, and used under
private management, especially, at the farmers’ level. The government of
Bangladesh (GOB) has already declared the National Seed Policy with the
objective of promoting seed industry in the private sector. It has revised the Seed
Act of 1977 and formulated seed rules in the light of the Seed Act (Amendment)
1997.
Seed Certification Agency (SCA) is the only legal authority to certify seeds. In
order to increase supply of quality seeds, private sector agencies that are
participating in the seed production programs will be allowed to market their
"truthfully labeled seeds" side-by-side with the government agencies.

The major factors driving the market include the new National seed policy
favorable to the corporate seed business and adoption of GM Seeds. However,
availability of low-quality seeds in the market and niche private sector are some

The market is segmented, based on crop type, into grains & cereals, vegetable,
and others, with grains & cereals segment occupying the majority of the market
shares in Bangladesh. The vegetable sector is expected to witness the fastest
growth, during the forecast period.
Bangladesh signed a seed sharing agreement with India and Nepal in 2014. By this
agreement, the farmers got access to new and better seeds by establishing
common parameters for varietal release.
Lal Teer Seed Limited of Bangladesh worked with the Srilankan government in a
joint project, to increase the vegetable seed production.
