Invitation to Bid

The National Housing Authority (NHA), through the Corporate Budget approved by the NHA Board for the year 2019
intends to apply the sum of the Approved Budget for the Contract (ABC) to payment for the following contract:

I. Water Distribution Lines and Offsite Pipelines from the Water Source to Service Area
II. Offsite Water Impounding Facility

Bids received in excess of the ABC shall be automatically rejected at bid opening.

The NHA through its NHA Region X Bids and Awards Committee now invites Philippine Government Electronic
Procurement System (PhilGEPS) registered contractors to bid for the above-cited project. Completion of the works is
required within the duration herein cited upon receipt of the Notice to Proceed. Bidders should have completed, a
single contract similar to the project costing at least fifty percent (50%) of the ABC. The description of an eligible

bidder is contained in the Bidding Documents 5th Edition, particularly, in Section II. Instructions to Bidders and the
corresponding Bid Data Sheet (BDS).

Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion
as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184),
otherwise known as the “Government Procurement Reform Act”.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy five
percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.
A complete set of Bidding Documents shall be issued only to bidders/authorized official representatives or employees
of the bidder who can show proof of Notarized Authority to secure bid documents for the specific project and Official
Company ID upon submission of a Letter of Intent (LOI) presentation of original PCAB License, Contract Agreement
and Certificate of Completion/Acceptance for completed similar project/s and upon Cash payment of non-refundable
fee of P3,000.00 for Ref. No. 2019-018; at the Office of the Regional Office X Bids and Awards Committee,
Macabalan, Cagayan de Oro City and payment for Bidding Documents should be to the NHA Region X Cashier from
9:00a.m. to 4:30p.m. starting on December 19, 2019 (Thursday). For further information, the NHA Regional Office
BAC Secretariat may be contacted at Tel./FAX No. 088-8568778.

The NHA will hold a Pre-Bid Conference on January 7, 2020 (Tuesday) at 2:00 p.m. at the NHA Regional Office X
Conference Room, NHA Compound, Macabalan, Cagayan de Oro City, which shall be open to prospective bidders.

Bids must be delivered at the NHA Regional Office X, Macabalan, Cagayan de Oro City, not later than 2:00 p.m. on
January 20, 2020 (Monday). Bid opening shall follow immediately at the same venue.

All bids must be accompanied by a bid security in any of the acceptable forms and in the amount as stated in the Bid
Data Sheet (BDS). Bid opening shall follow immediately after the deadline of submission of bids at the same venue.
Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address above. Late
bids shall not be accepted.

In the Conduct of Post-Qualification of Bidders, “if at the time of the post-qualification procedure, the BAC verifies
that any of the deficiencies is due to the contractor’s fault or negligence, the Procuring entity shall disqualify the
contractor from the award without any right to reimburse fees and incidental cost paid for the procurement of
infrastructure contract subject of the Bid”.

The NHA reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time
prior to contract award, without thereby incurring any liability to the affected bidder or bidder/s.
