    CUSTOMS MEMORANDUM

    In view of the reported widespread abuses in tine taking of samples


    fronrshipments under elimination, it is hereby ordered that samples shall
    be taken only for purposes of laboratory examination or when the same is
    absolutely necessary as an aid in the detemination of the value of tlie
    shipment, provided that -

    1. Samples shall be limited to one of its kind;

    2. Samples taken shall be signed for and acknowledged by the


    requesting party;

    3. Immediately after examination of the samples, the same shall be


    returned to the importer /consignee by the requesting/receiving
    party.

    The examining official, the CI IS and ESS representatives, and other


    responsible persons witnessing the conduct of an examination are hereby
    enjoined to observe and enforce this Order,

    Any violation of this Order shall be dealt with severely.

    This Order shall take effect on February 2, 1990 and shall last until
    revoked.
